This document was written around the time this site was created, for those who wish to understand what this site is about. And while our understanding of the world and events has grown since then, the basic ideas remain sound and true to the purpose.

So please post all links, thoughts and ideas that you feel will benefit the readers of this site to the comments under this post each day. And thank you all for your contributions.

    Our colleagues of the magazine Public have recently published that the 53-year-old singer would be struck by a singular disease called small fiber neuropathy, a pathology that Celine Dion would have contracted a year ago, “shortly after being vaccinated against Covid without the link being made” openly.

    However, she is not known to present the factors described for this disease (mutations in the SCN9A and SCN10A genes, metabolic syndrome, HIV, celiac disease, Sjögren’s syndrome, amyloidosis, chronic inflammatory bowel disease, infectious diseases, hepatitis C, Lyme disease, hypothyroidism, immune system disorders)

    Another coincidence?
    If this vaccine lead were to be confirmed, Celine would be, like millions of other people, the victim of a worldwide “conspiracy”, as Bob Kennedy Jr. maintains in his book on the subject.

    In May 21, Celine said:

    “I encourage everyone to get vaccinated because I think that right now it’s the only way to build immunity around the world.”

    How did she know that?

    How can she make such a statement?

    Would she have liked me to replace her to sing on stage? Each one of us has our own job, our own skills.

    Remember that this is a 28-year-old pop star – who has 539.2 million followers on social networks. We can imagine the capacity of influence of these stars themselves manipulated by Big Pharma and / or affiliates.

    He had already experienced a warning about injections, after the complications of his wife Hailey who despite her young age had suffered a stroke possibly post-vaccination.

    In conclusion, let’s wish these artists and the many other victims of the injections the best recovery possible.

    Nevertheless, let’s hope that in the future, artists, sportsmen, politicians, associations, etc… will avoid launching advertising campaigns for vaccines and/or drugs (supposedly miraculous), and/or screening tests etc. for which they do not have the background data (often hidden). To each their own.

  4. CNN- Oslo shooting near gay bar investigated as terrorism, as Pride parade is canceled

    Oslo’s annual Pride parade was canceled on Saturday following a deadly shooting at a gay bar that Norwegian police are investigating as a possible terrorist attack.

    Two people were killed and eight others taken to hospital after the shooting near the London Pub, which describes itself on its website as “the largest gay and lesbian venue in Oslo.”

    Police received multiple calls about the shooting at 1:14 a.m. local time, and arrived at the scene minutes later. They apprehended the male suspect three minutes after arrival, police said.

    The suspect, charged with terrorism, is a Norwegian citizen originally from Iran, and was “known to the police,” but has only received “minor convictions” up until now, prosecutor Christian Hatlo told reporters in Oslo Saturday.

    Norway’s domestic intelligence service said it was working to clarify whether more acts of violence may be planned after the shooting. The Norwegian Police Security Service (PST) announced in a tweet Saturday that it was “informed about the shooting in Oslo on Saturday.”

    “We are now contributing all the relevant information we have to the Oslo police district and are working to clarify whether more acts of violence may be planned. We do not currently have any indications of that,” the PST said.

    Hatlo said police had charged the suspect with “murder, attempted murder and terrorist acts.”
    He said the terrorism charge was justified on the basis of the number of injured and dead people, the number of crime scenes and an “overall assessment” indicating that the accused intended to “create serious fear in the population.”

    At the time of the press conference, police had attempted to question the suspect but had not yet been successful in doing so, Hatlo said. The suspect was taken to the police station, and police told CNN there were currently no other suspects.

    As for the charges, Hatlo said the authorities will see “what the investigation shows.”

    The suspect was armed with two weapons during the shooting, police said. They did not confirm what weapons he used due to the pending investigation.

    There were wounded people on the ground inside and outside the bar when the police arrived. “The scene was chaotic, it was a warm evening and a lot of people were outside, so there were people running everywhere,” police told CNN.

    Among the eight in hospital, three people are in critical condition. Another 14 victims sustained minor injuries.

    In a statement published on Facebook after the shooting, the London Pub condemned the incident as “absolutely awful and pure evil.” The bar said all its employees were safe, and expressed condolences for the victims and their families.

    Oslo’s annual Pride parade, scheduled to take place on Saturday, was canceled in the wake of the shootings after “clear advice and recommendation from the police.”

    Writing on Facebook, organizers asked everyone not to attend and said all events in connection with Pride were also canceled.

    “We will follow the police’s recommendations and take care of each other. Warm thoughts and love go to relatives, the injured and others affected,” said leader of Oslo Pride, Inger Kristin Haugsevje, and leader of the Association for Gender and Sexuality Diversity, Inge Alexander Gjestvang, in a joint statement.

    “We will soon be proud and visible again, but today we will hold and share the pride celebrations from home.”

    Norwegian Prime Minister Jonas Gahr Støre also expressed his condolences to the victims, calling the shooting “a cruel and deeply shocking attack on innocent people.”

    “My thoughts go to the victims and their relatives,” Støre said on Facebook. “We do not yet know what was behind this terrible act, but to the queer community who are now scared and in mourning, I want to say that we are all with you.”

    The President of the Norwegian Parliament, Masud Gharahkhani, also expressed his condolences. “That something so brutal and terrible can happen. People were in town for a holiday of diversity and love,” Gharahkhani said. “I also see time and time again what kind of hateful remarks abound in social media when we mark queer diversity. It’s sad and unacceptable.”

    The Norwegian security service has raised its terror alert to the highest level after mass shootings left two people dead and many wounded during Pride week in Oslo.

    Roger Berg, the acting PST chief, called the shootings an “extreme Islamist terror act”. He said the gunman, who was arrested shortly after the shootings, had a “long history of violence and threats”.

    Two people were were killed and 21 injured in three consecutive shootings in Norway’s capital, including in a gay bar.

    Authorities said a 42-year-old Norwegian national of Iranian origin who was previously known to police had been arrested within minutes of the shootings and was believed to be the sole perpetrator.

    The state prosecutor, Christian Hatlo, told a news conference on Saturday that 10 people had been seriously injured in the shootings and 11 more were slightly wounded. Two weapons, a pistol and an automatic rifle, had been seized, he said.

    The man was “suspected of murder, attempted murder and terrorist acts”, the public broadcaster NRK reported the prosecutor as saying. “There is reason to think that this concerns a hate crime. That is one of the hypotheses.”

    Police said they were investigating “whether Pride was a target in itself, or whether there were other motives”. The attack was also being investigated as “a possible act of terrorism”, a police spokesperson said.

    Hatlo said psychiatric problems could be a factor. “We have to go through his full medical history,” the prosecutor said.

    First reports of the shootings, which happened at the London Pub, a popular bar for the LGBTQ+ community, the nearby Herr Nilsen jazz club, and a takeaway food outlet, were received at 1.14am, hours before the city’s Pride celebrations were due to start.

    Organisers said they had called off the march and all related events after receiving “clear advice and recommendations” from the police. “Now we will follow the police’s recommendations and take care of each other,” they said.

    “Warm thoughts and love go to relatives, the injured and others affected. We will soon be proud and visible again, but today we will hold and share Pride celebrations from home,” said Inger Kristin Haugsevje, the leader of Oslo Pride.

    A witness said the suspect, who was arrested within five minutes of the shootings, had looked “very determined about where he was aiming. There was a bleeding man lying on the ground,” she told Verdens Gang.

    Another witness quoted by the paper described “a lot of injured people on the ground who had head injuries”. An NRK radio journalist who was present at the time of the shooting said the shooter arrived with a bag from which he pulled out a weapon.

    “First I thought it was an air gun. Then the glass of the bar next door was shattered and I understood I had to run for cover,” Olav Rønneberg said.

    Another witness, Christian Bredeli, told Verdens Gang he hid on the fourth floor with a group of about 10 people until he was told it was safe to come out. “Many were fearing for their lives,” he said. “On our way out we saw several injured people, so we understood that something serious had happened.”

    Norway’s prime minister, Jonas Gahr Store, said the attack was a “terrible and deeply shocking attack on innocent people”. The motive for the shootings was not clear and “we don’t know yet know what is behind this terrible act”, he said. “But to the queer people who are afraid and in mourning, I want to say we stand together with you.”

    King Harald said he and his family were “horrified by the night’s shooting tragedy … We sympathise with all relatives and affected and send warm thoughts to all who are now scared, restless and in grief,” he said.

    Norway is generally a peaceful country with lower crime rates than many other western nations, but has previously experienced hate-motivated shootings, including the massacre of 77 people by the far-right extremist Anders Behring Breivik in 2011.

    Suspect apprehended near London Pub, popular LGBTQ nightclub in centre of Oslo

    Norway’s PST intelligence agency has raised its terror alert to the highest level after a mass shooting left two people dead and more than 20 wounded during Pride week in the country’s capital, Oslo.

    Acting chief of the Norwegian Police Security Service, Roger Berg, called the shootings an “extreme Islamist terror act.” He said the gunman, who was arrested shortly after the shootings, had a “long history of violence and threats.”

    Investigators said the suspect, identified as a 42-year-old Norwegian citizen originally from Iran, was arrested after opening fire at three locations in downtown Oslo — inside and outside the London Pub, a longstanding hub of Oslo’s LGBTQ scene, in the surrounding streets, and at one other bar in the centre of the city.

    While the motive was unclear, organizers of Oslo Pride cancelled a parade that was set for Saturday as the highlight of a weeklong festival. The shootings began just hours before the parade was set to begin.

    Police lawyer Christian Hatlo said the suspect was being held on suspicion of murder, attempted murder and terrorism, based on the number of people targeted at multiple locations.

    ‘Wanted to cause grave fear’

    “Our overall assessment is that there are grounds to believe that he wanted to cause grave fear in the population,” Hatlo said.

    The suspect, who was not named by police, is believed to be a radicalized Islamist who has a history of mental illness, the intelligence service said. He has been known to security services since 2015, the PST said.

    The shootings happened around 1 a.m. local time, sending panicked revellers fleeing into the streets or trying to hide from the gunman.

    Olav Roenneberg, a journalist from Norwegian public broadcaster NRK, said he witnessed the shooting.

    “I saw a man arrive at the site with a bag. He picked up a weapon and started shooting,” Roenneberg told NRK. “First I thought it was an air gun. Then the glass of the bar next door was shattered and I understood I had to run for cover.”

    ‘A cruel and deeply shocking attack’

    Police said two of the shooting victims died and 10 people were being treated for serious injuries, but none of them was believed to be life-threatening. Eleven other people had minor injuries.

    Prime Minister Jonas Gahr Stoere said in a Facebook post that the shooting was a “cruel and deeply shocking attack on innocent people.”

    He said while the motive was unclear, the shooting had caused fear and grief in the LGBTQ community.

    “We all stand by you,” Gahr Stoere wrote.

    Christian Bredeli, who was at the London Pub, told Norwegian newspaper VG that he hid on the fourth floor with a group of about 10 people until he was told it was safe to come out.

    “Many were fearing for their lives,” he said. “On our way out we saw several injured people, so we understood that something serious had happened.”

    Suspect known to police

    Norwegian broadcaster TV2 showed footage of people running down Oslo streets in panic as shots rang out in the background.

    Investigators said the suspect was known to police, as well as to Norway’s security police, but not for any major violent crimes. His criminal record included a narcotics offence and a weapons offence for carrying a knife, Hatlo said.

    Hatlo said police seized two weapons after the attack: a handgun and an automatic weapon, both of which he described as “not modern” without giving details.

    He said the suspect had not made any statement to the police and was in contact with a defence lawyer.

    Hatlo said it was too early to say whether the gunman specifically targeted members of the LGBTQ community.

    “We have to look closer at that; we don’t know yet,” he said.

    Parade cancelled

    Still, police advised organizers of the Pride festival to cancel the parade Saturday.

    “Oslo Pride therefore urges everyone who planned to participate or watch the parade to not show up. All events in connection with Oslo Prides are cancelled,” organizers said on the official Facebook page of the event.

    Still, several thousand people attended what appeared to be a spontaneous march in central Oslo on Saturday, waving rainbow flags and chanting in English: “We’re here, we’re queer, we won’t disappear.”

    King Harald of Norway said he and the royal family were devastated by the attack.

    “We must stand together and defend our values: freedom, diversity and respect for each other,” the 85-year-old monarch said.

    Norway has a relatively low crime rate but has experienced violent attacks by right-wing extremists, including one of the worst mass shootings in Europe in 2011, when a gunman killed 69 people on the island of Utoya after setting off a bomb in Oslo that left eight dead.

    In 2019, another right-wing extremist killed his stepsister and then opened fire in a mosque but was overpowered before anyone there was injured.

    The terror suspect charged with killing two people and injuring 21 more at an Oslo gay bar last night has been named as a 42-year-old ex-plumber born in Iran.

    Zaniar Matapour was born in Iranian Kurdistan before coming to Bergen, Norway as a refugee at the age of 12.

    […]A secondary school dropout with a long history of mental health issues, Matapour was sentenced to ten months in prison as a teen after he was tied to a stabbing at a school prom.

    He was acquitted by the Court of Appeal, according to court documents reviewed by Norwegian outlet NettaVisen.

    Matapour’s involvement in serious crime did not end there, with the Oslo terror suspect charged with attempted murder and possession of a firearm in 2019.

    Matapour’s first mental health diagnosis was made in the 1990s, with his listed conditions including paranoid schizophrenia, PTSD and ‘delusions’, the website added.

    His lawyer, high-profile Norwegian John Christian Elden, insisted that the suspect’s mental health conditions are taken into account by investigators.

    Washington Post – Europe Must Declare a War Economy

    The next step in the conflict between the West and Russian President Vladimir Putin was supposed to be a European boycott on Russian coal, oil and natural gas. It may instead be a gas embargo by Putin on Europe. It comes to much the same.

    The countries of the European Union must accept what some of them — notably Germany and Austria — spent years denying. It’s that in the eyes of an amoral despot such as Putin, everything is a weapon of war. That includes nuclear and chemical arms, but also wheat, disinformation and, not least, energy.

    For decades, Putin has done his best to make European countries as dependent as possible on Siberian hydrocarbons to create vulnerabilities in the West. Now he’s exploiting those weaknesses.

    Since April, the Kremlin has been shutting off Russian flows of natural gas to a growing list of EU countries Putin deems hostile — first Poland and Bulgaria, then Finland, the Netherlands and Denmark. He’s now throttling the gas flowing through Nord Stream, a pipeline linking Russia to Germany. Downstream recipients, like Italy, are also affected. The International Energy Agency, based in Paris, warns that Putin could turn the gas tap completely off within months.

    He probably will, just because he can. In the first 100 days of the war, Russia has made as much as ever from selling fossil fuels, sanctions be damned. One reason is that non-Western countries such as China and India are stepping in for the EU as buyers. Another is that soaring energy prices are making up for reduced volumes to Europe.

    As is his wont, Putin shrouds his aggression in subterfuge. Sometimes he blames the buyers — for not paying in rubles, for example, even though that isn’t stipulated in the contracts — or “technical” problems. The interruptions at Nord Stream allegedly have to do with missing components.

    Italian Prime Minister Mario Draghi has called these Russian excuses what they are: “lies.” Putin’s objective is clear. It’s to make countries such as Germany deplete their storage tanks so they will be only partially filled when the cold season arrives in fall and winter. Putin loves the soaring energy prices these shortages are causing, which are hurting Western consumers, causing social tension and may yet test the EU’s resolve.

    He’d be especially thrilled if his energy blockade forces parts of European industry to shut down. That may happen. Several German industrial companies, in sectors from chemicals to steel and glass, have already warned that they may have to curb production if energy gets dearer or scarcer.

    Austria, the Netherlands, Sweden and Denmark have already activated emergency plans. Germany this week escalated from the first of three stages (“early warning”) to the second (“alarm”). In the third stage (“emergency”), the government seizes complete control over allocating natural gas in the country. Germany and other parts of Europe are heading for rationing — in effect, a war economy.

    Austria has already had to restart a mothballed power plant running on coal (which is much dirtier as a fuel than gas). Germany is also firing up its coal generators. That’s bitter for a country that had instead been planning to exit coal power altogether. It’s especially wrenching for the Greens, who are running the combined energy and commerce ministry and have to implement this policy U-turn.

    Germany’s predicament is blowback for the cumulative policy mistakes of decades. Not only have successive governments — including all four mainstream parties at various times — naively made themselves dependent on Russian pipeline gas. They also rashly exited from nuclear power generation — the last three fission-based plants are slated to be turned off in December. In effect, previous German governments volunteered to become Putin’s energy hostage.

    That makes the country’s debate now all the more racking. The center-right parties in opposition and government want to keep the three remaining nuclear plants running. The center-left Social Democrats and Greens — for whom opposition to nuclear energy has been a generational totem — are still resisting.

    Such debates are proof that reality still hasn’t fully sunk in. The late psychiatrist Elisabeth Kuebler-Ross believed that people must cycle through five stages of grief — denial, anger, bargaining, depression and acceptance. Germans, in particular, appear stuck in the first four.

    Acceptance means preparing now for the economic war against Putin to come. It means getting fossil fuels from other countries, fracking gas out of the ground underneath and importing more of it in liquid form by ship. It also means splitting atoms, putting up wind turbines, and all the rest.

    But above all, acceptance means cutting back. All Europeans must stop being the grasshopper in Aesop’s fable, who spent the summer making music and frolicking, but then had nothing in winter. They must instead become the fable’s ants — forbearing, abstaining, conserving, saving. Western Europeans have been lucky so far not to be in a shooting war as Ukrainians are. But they’re already combattants in the economic war against Putin. It’s time for sacrifice.

      Retired Gen. Rick Hillier to chair strategic advisory group, to be made up of former military commanders, supporting and advising Ukraine’s volunteer reserve forces

      A former Canadian top soldier will chair a new strategic council advising Ukraine’s territorial defence forces.

      On Friday, the Ukrainian World Congress (UWC) — a non-profit consortium of organizations affiliated to the world’s Ukrainian diaspora — announced that retired CAF General and former Chief of Defence Staff Rick Hillier will head the new group, alongside other former world military commanders, offering support and advocacy for the country’s 100,000-strong homeland defence militia.

      “We will advise on issues on the military side where we could be of support or assistance,” Hillier told the National Post on Thursday.

      “We want to be able to help define the very real needs of that territorial defence force, and make sure we meet it in the most precise manner possible.”

      Part of the new council’s mandate centres around equipping members of Ukraine’s Territorial Defence Force, a 100,000-member volunteer militia of part-time civilian reservists, with personal protective gear.

      “These are civilians called into service with a minuscule amount of training and almost no equipment, but they were called into service to defend their families, their villages, their towns and their country,” Hillier said.

      Just back from an inspection tour on the ground in Ukraine, the retired general and Canada’s former Chief of Defence Staff saw first-hand the challenges faced on the front lines.

      “One of the individuals I spent quite a bit of time with had watched a battalion of territorial defence forces pull into position in eastern Ukraine in their own civilian vehicles,” Hillier said.

      “We said, maybe we in the world can do better.”

      The initiative will raise money to outfit the civilian militia with protection equipment like helmets, flak jackets, medical supplies, eye protection, and combat boots.

      “We’re not raising money for weapons, we’re raising money for personal protection,” Hillier stressed.

      Equipping just one soldier costs around $2,500, Hillier said — expanding to $1.24 million for a 400-troop battalion, or $5 million to properly outfit a four-battalion brigade.

      “The longer this goes on, the more risky and fragile the situation in the east will become for Ukraine, and the increased likelihood that Russia will extend the amount of territory that it controls,” Hillier said.

      And while many western nations have stepped up to help, Hillier said Canada could — and should — be doing more.

      “I’d love to see Zelenskyy say to Canada ‘you’re our number one supporter.’ ” Hillier said.

      “We’re a G7 nation, we can do more.”

      Canada’s humanitarian commitments, he said, could be prevented altogether if more effort was put into defeating the Russian invaders outright.

      “Why don’t we in Canada step up and help? Take 250 of our LAV IIIs, 50 Leopard tanks, recce (reconnaissance) vehicles and engineer vehicles, a spare parts package, ammunition,” he said.

      “Move it to western Ukraine and bring in a team to train up a brigade of their defence force to be that counterattack reserve.”

      Aside from direct support, the council will also educate the West on how things really are in Ukraine, which Hillier describes as far more dire than Russia’s bumbling first steps in February.

      “The reality right now is very different,” he said.

      Woefully inadequate logistics systems were improved, electronic warfare now renders impotent most Ukrainian drones and UAVs, and withering walls of Russian artillery in the east now outnumber defenders 12 to one.

      “They’ve got them in a bear hug, Ukrainians don’t have any reserves to put as a counterattack force, they can’t let go because the Russians will break through,” said Hillier.

      “It can be changed by equipment and support from the West, but the amount of stuff that’s been delivered is minuscule compared to the need.”

      One Ukrainian commander told Hillier American promises of four (M270) Multiple Launch Rocket Systems (MLRS) were “wonderful, we love it, but we need 400.”

      Defence Minister Oleksiy Reznikov told Hillier he’d asked U.S. Secretary of State Antony Blinken to make more M142 HIMARS (High Mobility Artillery Rocket System) available, but was told of concerns Ukraine would use them to conduct strikes on Crimea.

      Capable of ballistically hurling missiles 300 km, the first of four HIMARS trucks promised by America arrived in Ukraine on Thursday.

      New York Times – Commando Network Coordinates Flow of Weapons in Ukraine, Officials Say

      A secretive operation involving U.S. Special Operations forces hints at the scale of the effort to assist Ukraine’s still outgunned military.

      WASHINGTON — As Russian troops press ahead with a grinding campaign to seize eastern Ukraine, the nation’s ability to resist the onslaught depends more than ever on help from the United States and its allies — including a stealthy network of commandos and spies rushing to provide weapons, intelligence and training, according to U.S. and European officials.

      Much of this work happens outside Ukraine, at bases in Germany, France and Britain, for example. But even as the Biden administration has declared it will not deploy American troops to Ukraine, some C.I.A. personnel have continued to operate in the country secretly, mostly in the capital, Kyiv, directing much of the vast amounts of intelligence the United States is sharing with Ukrainian forces, according to current and former officials.

      At the same time, a few dozen commandos from other NATO countries, including Britain, France, Canada and Lithuania, also have been working inside Ukraine. The United States withdrew its own 150 military instructors before the war began in February, but commandos from these allies either remained or have gone in and out of the country since then, training and advising Ukrainian troops and providing an on-the-ground conduit for weapons and other aid, three U.S. officials said.

      Few other details have emerged about what the C.I.A. personnel or the commandos are doing, but their presence in the country — on top of the diplomatic staff members who returned after Russia gave up its siege of Kyiv — hints at the scale of the secretive effort to assist Ukraine that is underway and the risks that Washington and its allies are taking.

      Ukraine remains outgunned, and on Saturday, Russian forces unleashed a barrage of missiles on targets across the country, including in areas in the north and west that have been largely spared in recent weeks. President Biden and allied leaders are expected to discuss additional support for Ukraine at a meeting of the Group of 7 industrialized nations that begins in Germany on Sunday and at a NATO summit in Spain later in the week.

      Shortly after Russia invaded Ukraine in February, the Army’s 10th Special Forces Group, which before the war had been training Ukrainian commandos at a base in the country’s west, quietly established a coalition planning cell in Germany to coordinate military assistance to Ukrainian commandos and other Ukrainian troops. The cell has now grown to 20 nations.

      Army Secretary Christine E. Wormuth offered a glimpse into the operation last month, saying the special operations cell had helped manage the flow of weapons and equipment in Ukraine. “As the Ukrainians try to move that around and evade the Russians potentially trying to target convoys, you know, we are trying to be able to help coordinate moving all of those different sort of shipments,” she said at a national security event held by the Atlantic Council.

      “Another thing I think we can help with,” she said, “is intelligence about where the threats to those convoys may be.”

      The cell, which was modeled after a structure used in Afghanistan, is part of a broader set of operational and intelligence coordination cells run by the Pentagon’s European Command to speed allied assistance to Ukrainian troops. At Ramstein Air Base in Germany, for example, a U.S. Air Force and Air National Guard team called Grey Wolf provides support, including on tactics and techniques, to the Ukrainian air force, a military spokesman said.

      The commandos are not on the front lines with Ukrainian troops and instead advise from headquarters in other parts of the country or remotely by encrypted communications, according to American and other Western officials, who spoke on the condition of anonymity to discuss operational matters. But the signs of their stealthy logistics, training and intelligence support are tangible on the battlefield.

      Several lower-level Ukrainian commanders recently expressed appreciation to the United States for intelligence gleaned from satellite imagery, which they can call up on tablet computers provided by the allies. The tablets run a battlefield mapping app that the Ukrainians use to target and attack Russian troops.

      On a street in Bakhmut, a town in the hotly contested Donbas region of eastern Ukraine, a group of Ukrainian special operations forces had American flag patches on their gear and were equipped with new portable surface-to-air missiles as well as Belgian and American assault rifles.

      “What is an untold story is the international partnership with the special operations forces of a multitude of different countries,” Lt. Gen. Jonathan P. Braga, the commander of U.S. Army Special Operations Command, told senators in April in describing the planning cell. “They have absolutely banded together in a much outsized impact” to support Ukraine’s military and special forces.

      Representative Jason Crow, a Colorado Democrat on the House Armed Services and Intelligence Committees, said in an interview that the relationships Ukrainian commandos developed with American and other counterparts over the past several years had proved invaluable in the fight against Russia.

      “It’s been critical knowing who to deal with during chaotic battlefield situations, and who to get weapons to,” said Mr. Crow, a former Army Ranger. “Without those relationships, this would have taken much longer.”

      The C.I.A. officers operating in Ukraine have focused on directing the intelligence that the U.S. government has been providing the Ukrainian government. Most of their work has been in Kyiv, according to current and former officials.

      While the U.S. government does not acknowledge that the C.I.A. is operating in Ukraine or any other country, the presence of the officers is well understood by Russia and other intelligence services around the world.

      But the agency’s expertise in training is in counterinsurgency and counterterrorism operations, former intelligence officials say. What Ukrainians need right now is classic military training in how to use rocket artillery, like the High Mobility Artillery Rocket Systems, or HIMARS, and other sophisticated weaponry, said Douglas H. Wise, a former deputy director of the Defense Intelligence Agency and retired senior C.I.A. officer.

      “We’re talking about large-scale combat here,” Mr. Wise said. “We’re talking about modern tank-on-tank battles with massive military forces. I can’t imagine the C.I.A. training Ukrainian guys how to fire HIMARS.”

      The Biden administration has so far sent four of the mobile multiple-launch rocket systems to Ukraine and announced on Thursday that four more were on the way. They are the most advanced weapons the United States has so far supplied Ukraine, with rockets that have a range of up to 40 miles, greater than anything Ukraine has now.

      Pentagon officials say a first group of 60 Ukrainian soldiers have been trained on how to use the systems and a second group is now undergoing training in Germany.

      Gen. Mark A. Milley, the chairman of the Joint Chiefs of Staff, said the training had begun in a “rational and deliberate” manner, as Ukrainians who have historically used Soviet-era systems learn the mechanics of the more high-tech American weapons.

      “It’s no good to just throw those systems into the battlefield,” General Milley told reporters traveling with him on a recent flight back to the United States after meetings with European military chiefs in France.

      After a meeting in Brussels this month, General Milley and military leaders from nearly 50 countries pledged to increase the flow of advanced artillery and other weaponry to Ukraine.

      “That all takes a bit of time, and it takes a significant amount of effort,” General Milley said. American troops need six to eight weeks to learn how to use the systems, but the Ukrainians have a two-week accelerated training program, he said.

      Still, former military officials who have been working with the Ukrainian military have expressed frustration with some of the training efforts.

      For instance, Ukrainians have struggled to evacuate soldiers wounded at the front lines. The United States could step up front-line first-aid training and advise the Ukrainians on how to set up a network of intermediate mobile hospitals to stabilize the wounded and transport them, former officials said.

      “They are losing 100 soldiers a day. That is almost like the height of the Vietnam War for us; it is terrible,” a former Trump administration official said. “And they are losing a lot of experienced people.”

      Army Green Berets in Germany recently started medical training for Ukrainian troops, who were brought out of the country for the instruction, a U.S. military official said.

      From 2015 to early this year, American Special Forces and National Guard instructors trained more than 27,000 Ukrainian soldiers at the Yavoriv Combat Training Center in western Ukraine near the city of Lviv, Pentagon officials said.

      Military advisers from about a dozen allied countries also trained thousands of Ukrainian military personnel in Ukraine over the past several years.

      Since 2014, when Russia first invaded parts of the country, Ukraine has expanded its small special forces from a single unit to three brigades and a training regiment. In the past 18 months it has added a home guard company — trained in resistance tactics — to each of those brigades, Gen. Richard D. Clarke, the head of the Pentagon’s Special Operations Command, told the Senate in April.

      The Ukrainian military’s most acute training problem right now is that it is losing its most battle-hardened and well-trained forces, according to former American officials who have worked with the Ukrainians.

      The former Trump administration official said Special Operations Command had small groups of American operators working in the field with Ukrainian officials before the war. The American teams were sometimes called Jedburgh, a reference to a World War II effort to train partisans behind enemy lines, the official said.

      The modern special operations teams mainly focused on training in small-unit tactics but also worked on communications, battlefield medicine, reconnaissance and other skills requested by Ukrainian forces. Those efforts, the official said, ended before the Russian invasion but would have been helpful if they had continued during the war.

      Having American trainers on the ground now might not be worth the risks, other former officials said, especially if it prompted an escalation by President Vladimir V. Putin of Russia.

      “Would the enhancement of the training be worth the possible price that is going to have to be paid?” Mr. Wise said. “An answer is probably not.”

    June 24 (Reuters) – Thirty-three countries have reported 920 probable cases of severe acute hepatitis in children so far, a jump of 270 from May, the World Health Organization (WHO) said on Friday.

    The WHO said that the European Region accounted for half the probable cases, including 267 from the United Kingdom, while a third of the probable cases were from the United States.

    Health authorities globally have been investigating the mysterious rise in severe cases of hepatitis – or liver inflammation – in young children. The outbreak was first reported in April in Britain and has since then hit dozens of other countries. read more

    U.S. health officials say infection with adenovirus, a common childhood virus, is the leading hypothesis for the cases.

    The latest WHO data was as of June 22 and excluded four countries with reported cases yet to be classified.

    Of the 422 cases in which gender and age-related information is available, close to half occurred in males, with most of them under 6 years of age, according to the report.

    The WHO said 45 children with acute hepatitis have required liver transplants, and there have been 18 deaths, most of them occurring in the Americas region.
