A class at a primary school in Marseille at the start of the 2019 school year was in a state of complete shock after a staff member was stabbed by a 17-year-old.

The 17-year-old teenager stabbed a staff member at La Pauline elementary school in Marseille on September 6 with scissors and assaulted two other people before being arrested. He was shirtless and “very excited”, less than two hours later, according to a police source.
The prosecutor of Marseilles visited to the scene of the attack. According to the injured staff member, the aggressor shouted: “I am a Muslim, today I am going to kill all the Christians, Allah Akbar”, but authorities maintain that “the context remains confused”.

“Sahelien al-Qaeda affiliate JNIM claimed a deadly attack in Mali near the border with Burkina Faso targeted forces from the G5 Sahel, days before an ECOWAS summit that will discuss counter-terrorism in the Sahel and the Lake Chad region.
In a Thursday, September 12 statement in Arabic, the Support Group for Islam and Muslims (JNIM) claimed its fighters “carried out an ambush against a group from the G5 forces who have invaded Mali’s land.”
Nord Sud Journal reported local sources as saying that at least two Malian soldiers were killed in a September 11 ambush in Dioungani in the Cercle of Koro, which is around 150 km (93 miles) east of Mopti and less than 20 km from the Burkina border.
JNIM said the attack was in the area of “Jougani” near what it described as the “artificial border” between Mali and Burkina Faso.

“European countries backing the 2015 nuclear agreement with Iran urged Tehran to reverse its activities that violate its commitments.
A joint statement Friday from Germany, France, Britain and European Union foreign policy chief Federica Mogherini voiced “deep concern” over Iran’s latest actions.
This week, the United Nations’ atomic watchdog confirmed that Iran is preparing to use more advanced centrifuges, another breach of the limits in the nuclear deal that is slowly unraveling after President Donald Trump withdrew the United States from it last year.

“A European report issued in Brussels has revealed information on the wives of ISIS militants who have returned from areas that the terrorist group had control over before its collapse.
The study, issued by the Slovakia-based non-governmental group GLOBSEC, said those returning from areas such as ISIS’ former “caliphate” should be regarded not as “brides” but as militants capable of active roles in future attacks.
The report warned that there are continuous attempts to convince girls and women in Europe to join ISIS.
It referred to a recent case when a man in France radicalized two Belgian teens and tried to enlist them and convince them to go to Syria.
The study, which looked at data from 326 European militants captured, deported or killed since 2015, found that though women and girls were a tiny minority of so-called “foreign terrorist fighters”, many still represented a significant threat.
Out of the 43 female suspects in the study, there were cases of attack planners, active female recruiters, propagandists and what effectively could be called a logistical officer who had sheltered fighters, it said.
It noted an attempt by a female cell to bomb Paris’ Notre Dame cathedral three years ago and recent efforts by imprisoned European female ISIS members to launch crowd-funding campaigns.
“It becomes clear that the 40+ women included in the dataset are not mere ‘brides’, as the role they play in terrorist networks is more sophisticated and demanding,” the report said.”

“Scholars and archaeologists in Syria are facing great difficulty protecting local cultural relics, as all six world heritage sites in the country have been affected since the outbreak of the war in 2011, reports Reuters.
Hama Museum, once a leading museum in Syria, used to be famous for its rich exhibits. But now, it is closed like most museums in the country. Most of the important cultural relics have been transported to other areas following safety concerns.
According to data released by the Syrian Cultural Relics and Museums authority, some anti-government armed forces and extremist organisations illegally excavated cultural relics in their controlled areas. The number has reached tens of thousands in recent years and many of those relics have been smuggled outside the country into the European market.
Terrorists of various factions destroyed the poaching artifacts during the war. They used some of the instruments that we banned to excavate the monuments, attempted to search for cultural relics and then sent them to foreign countries for sale,
said Albdulqader Farzat, curator of Hama Museum.
“Those excavations were done before the army reached these areas, and after the army took control, the thieves turned to the other side of the city behind those hills,” said archaeologist Nader Allawi.
In addition to the National Museum, only two museums across Syria have been reopened. In addition to safety concerns, the museums are currently faced with various other difficulties such as shortage of maintenance funds and manpower. It will take time before they can reopen on a large scale.”
US to name Saudi official who allegedly assisted 9/11 attackers (alaraby, Sep 13, 2019)

“The US Justice Department said on Thursday that it would unmask the long-protected name of a Saudi official who allegedly had ties to the Al-Qaeda perpetrators of the September 11, 2001 attacks.
Responding to years of pressure from families of the victims of the attacks, the FBI and the Justice Department decided to declassify the name of the Saudi official “in light of the extraordinary circumstances of this particular case.”
The case has long threatened to embarrass the Saudi government, which has repeatedly denied links to Al-Qaeda, and leave it exposed to claims of damages that could reach into the billions of dollars.
The person was the third of three main Saudi officials referred to in an FBI report into the attacks as having allegedly assisted some of the attackers after they arrived in the United States.
A total of 19 men, 15 of them Saudis, took part in the plot to hijack four airliners and crash them into New York’s World Trade Center, the Pentagon and possibly the White House or Congress.
Nearly 3,000 people were killed in New York, Washington and Pennsylvania, and families have sued seeking damages from the Saudi government.
An official report into the attacks in 2002 said that some of the attackers had received funds from Saudi officials, “at least two” of whom were “alleged by some to be Saudi intelligence officers.”
The two were Fahad al-Thumairy and Omar al-Bayoumi, both attached to Saudi Arabia’s US embassy at the time.
Subsequent investigations rejected the claim that they were involved with the hijackers.
But in 2012, a redacted FBI report repeated the allegations and referred to a third person who may have directed them, but blacked out his name.
Rumours have tied the individual to the Saudi royal family.
But his identity has always been kept classified as Washington and Riyadh worked closely after the attacks to root out Al-Qaeda’s networks throughout the Middle East and South Asia.
“The FBI recognises the need and desire of victims’ families to understand what happened to their loved ones and to hold those responsible accountable,” the Justice Department said.
The Justice Department did not say when the name would become public; it plans to supply it to the court first.
But it suggested the individual might not have been involved with the Al-Qaeda plotters.
“The information referring to that individual refers to an investigative theory being pursued by the FBI at that time, and does not represent an objective statement of fact,” it said.
Those involved in the lawsuit cheered the decision.
“The families are dedicated to getting to the truth, and we shouldn’t have to beg for this sort of basic information, or be kept in the dark, about the Saudi role in the attacks,” said Terry Strada, the national chairman of the group wich sued, the 9/11 Families & Survivors United for Justice Against Terrorism.”

“Based on US Department of Treasury data, published on September 13, Four Moroccans are on the list of Washington’s Specially Designated Nationals and Blocked Persons.
One of the Moroccan terrorists on the list is Anas El Abboubi who currently lives in Syria, having joined ISIS in 2013.
Anas El Abboubi, believed to be dead following fighting in Syria, was an Italian citizen of Moroccan descent.
El Abboubi, known in Italy by his stage name Mc Khalifa, was previously arrested by Italian counter-terrorism police in June 2013 for jihadist propaganda. He had created a blog titled “Sharia4Italy,” and used it to incite to racial hatred.
El Abboubi was taken into police custody in Italy in 2013 for plotting an attack in northern Italy and recruiting individuals for militant activity in Syria. He was released after two weeks in custody and later fled to Syria to join ISIS.
In 2016, The Obama administration imposed sanctions on El Abboubi for joining ISIS. The State Department, then, included him in its list of Specially Designated Nationals and Blocked Persons.
The second Moroccan terrorist on the blacklist is Abdallah Hamch nicknamed “Abu Souleymane”. He is the commander of the Tarek Ibn Zyad battalion of 300 foreign fighters affiliated with ISIS.
Abu Souleymane was often mentioned following the terrorist attacks perpetrated on November 13, 2015, in Paris killing 131 people. ISIS took responsibility for the attacks. US intelligence identified the veteran fighter as a potential mastermind behind the Paris terrorist attacks.
The other two Moroccans on the US list of Specially Designated Nationals and Blocked Persons are Salah Abdeslam and Mohamed Abrini. They were also involved in the attacks in Paris and the attack on Brussels airport.”

“Three members of Libya’s eastern force, including two commanders, were killed late on Friday in a drone strike on Tarhuna city by the internationally recognized government of national accord (GNA), a military source said.
GNA’s media office confirmed the strike and said “it [the strike] targeted a control vehicle in Tarhuna.”
Tarhuna, some 97.6 km (60.6 miles) southeast of Tripoli, is a hub allied to commander Khalifa Haftar’s Libyan National Army (LNA).
LNA forces launched a surprise offensive in early April to try take control of Tripoli, where U.N.-backed Prime Minister Fayez Seraj and his GNA are based.
“Two commanders of LNA’s ninth brigade and their assistant were killed in a drone strike,” the military source said.
Libya has been in turmoil since the rule of leader Muammar Gaddafi was brought to an end in a NATO-backed uprising in 2011.”

“UNHCR said Friday that it evacuated 98 refugees out of Libya to Italy, in its third humanitarian evacuation to Italy so far this year. “With Libya continuing to suffer under conflict, such evacuations are a lifeline for the most vulnerable refugees living in detention centres and urban areas, who are in dire need of safety and protection,” UNHCR said in a statement.
The refugees are from Eritrea, Ethiopia, Somalia and Sudan, and include 52 unaccompanied children. The youngest is Yousef, a seven-month-old baby from Somalia, born in detention and traveling with his parents. Many of the refugees had been held in detention in Libya for long periods, some for more than eight months.
With this operation, the number of vulnerable refugees assisted by UNHCR and evacuated from Libya in 2019 reached 1,474; including 710 to Niger, 393 to Italy, and 371 resettled in other countries in Europe and Canada.
“Today we have taken 98 people to safety, but this is still only a small number of the thousands who need such help,” said Jean-Paul Cavalieri, UNHCR Chief of Mission for Libya. “There are still some 3,600 refugees in detention centres. We urgently need to find solutions for them, as well as thousands more vulnerable refugees living in urban areas,” Cavalieri said.
UNHCR said it is grateful for the cooperation of the Libyan Interior Ministry and the support of its partner LibAid in assistance with securing the refugees’ release and transfer out of the detention centres.
“Today’s evacuation is an example of solidarity, and we thank the Italian authorities for making this possible,” said Roland Schilling, UNHCR Regional Representative for Southern Europe. “We hope that other countries will heed this example and provide similar, life-saving humanitarian evacuations,” Schilling said.
Prior to the evacuation, UNHCR secured the refugees’ release from detention and transferred them to its Gathering and Departure Facility (GDF) in Tripoli, where they were provided with food, shelter, medical assistance including psycho-social support, as well as clothes and hygiene kits.”

“Four migrants are missing at sea off the Sicilian island of Marettimo, sources said Friday.
They were said to be lost at sea about 15 nautical miles from the Aegadian island, off Sicily’s northwest coast.
They reportedly left Tunisia on board a boat which sank.
Three migrants were rescued.
In all, five migrants dived into the water to try and reach Marettimo.
One of the five was rescued after being in the sea for at least 15 hours.
Of the other four, who tried to use plastic containers as life-rafts, there is no trace.
Meanwhile the European Commission said it would coordinate the distribution of 82 migrants aboard the Ocean Viking NGO-run migrant rescue ship.
Several countries have already come forward, it said.”

Kingston Police are investigating a stabbing and officer-involved shooting in the downtown core that left two people dead.
Police were called to the Anna Lane Downtown Condos building at the northwest corner of Bagot and Queen streets at about 1:45 p.m. Officials told the Whig-Standard that when the officer arrived, they found a suspect had stabbed two people with a large knife. The officer drew their firearm and shot the suspect in the leg.
Two people involved in the incident — the suspect, who is said to have stabbed himself, and one of the stabbing victims — are dead, according to officials at the scene.
“It’s a bad scene,” an official said at the scene. “It’s almost as if it was a frenzy.”
Peter Hoang was in his store, M.P. Nails, when he heard a scream from outside. Looking out the window, he saw a man with a knife and one man lying on the ground. Then a third man exited the condo building and the suspect stabbed him as well, Hoang said.
He said a woman who had been walking by stopped to try to help one of the victims. As she did, the suspect started to approach her just as police were arriving.
“Lucky for her, the police officer was right there with his gun in his hand,” Hoang said. “Then the woman ran away.
“The police officer asked him to drop the knife, to lay down, but he didn’t listen. He was still dangerous. He was very angry.”
The police officer then shot the man in the leg, Hoang said. Still, the man did not drop the knife but sat down on a nearby flower bed.
“Then he stabbed himself with the knife on his neck. He didn’t want to live. He wanted to die,” Hoang said. “I saw that and I locked the door. I had clients in here with me. I was scared.”
The province’s Special Investigations Unit has been called.
Frontenac Paramedics responded with four crews and transported multiple victims to Kingston General Hospital, spokesperson Marco Smits said.
The officer involved was not injured but was shaken up.
Holly Nguyen looked out of M.P. Nails just as paramedics were arriving.
“When I stood in the window, I saw two guys lying down on the ground,” Nguyen said. “One guy, he wasn’t moving at all. The other guy got up and was trying to run away.
“It was terrible what I saw. I’ve never seen anything like this in my life, just crazy.”
Kingston Police have set up a command unit on Queen Street between Montreal and Bagot streets, but have directed any further inquiries to the SIU.
