“Overseas patients have left the NHS with more than £150million in unpaid bills for treatment, a Daily Mail investigation reveals.
The cash could pay for 6,000 nurses, 22,000 heart bypasses or nearly 5,500 junior doctors.
Two hospitals in London are owed £28million each, including almost £500,000 from one patient alone.
The revelation comes amid a new-found reluctance among frontline staff to chase payments, with doctors’ leaders saying their obligation to charge overseas patients is ‘racist’ and deters vulnerable groups from seeking help.
But Tory MP Philip Davies said: ‘It is the National Health Service, not an international health service and it is essential these charges are made for overseas visitors.’
Freedom of information requests by the Mail found King’s College Hospital in south London is owed £28.3million from foreign patients for treatment in the last few years. In east London, Barts Health Trust is chasing £27.8million of unpaid bills, including £467,000 from one patient, whose nationality or identity was not disclosed when questions were asked.
Although London hospitals have the highest debts, 23 NHS organisations across England are owed at least £1million from foreign patients.
In total, responses from 91 hospital trusts show they are owed £149.5million. But the true cost may be many millions more, with around a third of trusts – another 60 – failing to provide details.
In addition, the figures only account for those patients flagged up as an ‘overseas visitor’ who were charged for their care.
Many others may have had free treatment as staff presumed they were UK residents, or chose to turn a blind eye as part of a new drive from within the service.
This is despite tough new guidance issued by the Department of Health at the end of 2017 instructing staff to properly identify overseas visitors by asking for passports and utility bills, and to hand out invoices before starting treatment.
The new rules are strongly opposed by doctors’ leaders, including the influential British Medical Association, with some members describing them as racist. One pressure group called Docs Not Cops is actively discouraging staff from handing out bills and urges them to challenge colleagues if they are seen to check patients’ passports. Other influential bodies including the Royal College of Midwives and the Royal College of Paediatricians and Child Health have warned the charges will deter vulnerable pregnant women and mothers with sick children from seeking help.
The NHS tries to recover unpaid bills from individuals rather than the countries they are from, unless they are EU citizens.
MPs said the £150million owed by overseas patients could be used to pay for social care, additional frontline staff or vital treatment such as cataract surgery…”

The court also upheld a 10-year prison sentence against a British Council worker who had been jailed for espionage. Aras Amiri, 34 was arrested in March 2018 and accused of acting against national security.

Reporting from The New York Times in 1988 suggested Amazon fires were manmade, linked to global warming and might wipe out the entire rainforest — claims similar to those made today regarding August Amazon fires.
The estimated remaining forest cover in the Brazilian Amazon was 3,723,520 square kilometers in 1988 and 3,307,949 square kilometers in 2018, according to rainforest data on Mongabay. Media outlets and celebrities herald Amazon fires as devastating and unstoppable — and reporting from The NYT shows this is not a new trend.

A modest proposal, for Greenland and beyond

As is his way, Trump has got Greenland in the news through the rumor that he’s pondering buying the island for the United States. There’s been the usual contentious kerfuffle over this; reportedly, some harsh words ensued with Denmark (which is too bad; they’re great over in Denmark), and Greenland has said “We’re not for sale.” As I should hope none of us are.
A number of Americans, including Senator Tom Cotton (R-AR), have since pointed out that there would be important advantages to buying Greenland. They are right about certain things, such as that we definitely do not want China developing airfields and ports unhindered in such a strategically pivotal location. If China’s going to be in Greenland, the U.S. needs to be in Greenland doing the outbidding and underselling, not to mention the military force-stationing.
We could go into all that further and talk about natural resources, Arctic claims politics, and conservation. We could point out that the USA is a poly-fer: with us, you get great Italian, awesome Mexican, the world’s finest variety of sparerib cuisine, and superb Chinese restaurants. You don’t have to make painful choices. Plus you get American football.

Ukrainian President Zelensky sounds amazing. (Even in translation.) They’re more optimistic than they’ve been in a long time. It’s worrisome: tough neighborhood for a reformer to stay alive. Even more difficult: remain uncorrupted.
Yes it does make a lot of sense as does including Ieland in the deal. China has been trying to buy control of the port and to build an airport in Greenland. We can’t let China or any other enemy take control of the North Atlantic and position forces where they can threaten the US and Canada.
I am not sure about the threat of China taking Greenland, the tariffs have been hurting the Chinese economy and according to the reports I have seen they are in massive trouble. My thinking is that the North Korean missile launches and the fighting between Pakistan and India (more on this later) are at least partially caused by China wanting to draw attention away from the Hong Kong protests. Xi knows he is in between a rock and a hard spot, with the tariffs the Chinese economy is shaky and getting worse so he can’t openly crack down hard on the protesters without getting sanctions from various European nations. The sanctions would probably cause a major recession which would let Xi’s political enemies take him down. He also knows that if he doesn’t stop the protests without being seen to back down a lot of people on the mainland will get the idea they can protest to get something done about some of their problems. Another problem is that since the tariffs started a lot of the foreign companies that had located their factories in China have been pulling out and a lot of the liquid assets in Hong Kong have been moved way off shore since the protests started. All told their is a strong probability that if the trade talks don’t remove the tariffs and nothing is done about the Hong Kong protests the Chinese economy may come cose to collapsing in it doesn’t collapse. The last I heard Gordon Chang is saying that the Chinese economy is very weak and this was before Trump put the new tariffs on another 300 billion on Chinese imports and is talking about raising the tariff rates.

The rise in those subject to deportation in the United Kingdom may be down in part to the fact that fewer individuals are now being deported. Overnight, a UK Border Force cutter intercepted two migrant boats in the English Channel, which carried 28 illegals between them. As is customary under British government protocols, the migrants were brought ashore in Dover and given to immigration officials who will then decide whether the individuals caught in the process of breaking into the United Kingdom will be awarded refugee status or added to the rapidly rising number of those denied status, but also not deported.

The BBC reports over 970 people are known to have crossed the Channel this year alone…”

“Swedish police have called on the government to remove their full names and social security numbers from official identification, fearing the information could be used by criminals.
The request comes after the police authority noted last year that many officers were reluctant to show their official police identification due to fears of retaliation as the identification cards can be photographed and given to criminals, Sweden’s Police Union magazine reports.
The police authority says they want to change the current identification card to only include the officer’s surname and first initials and noted that those who want to complain about officer conduct would still be able to do using the identification card number.
“It does not change so much if it says C. Nichols on my service card. My identity is still cleared. More robust measures are needed,” Ombudsman Charlotte Nichols said.
Sweden has seen a number of attacks on police officers in recent years, including the bombing of a police station in Helsingborg in 2017 that was described as an “attack against our democracy” by Swedish Prime Minister Stefan Löfven.
Earlier this month, another explosive device was found inside a moped at a police evidence storage warehouse in Linköping. The bomb squad accidentally blew up the entire warehouse when the controlled explosion created a much larger detonation than expected.
Officers have also been attacked on multiple occasions while responding to calls in so-called “vulnerable areas”, often referred to as no-go zones.
Video released in 2017 showed officers in several Stockholm no-go zones being pelted with rocks, being punched, and having other types of objects thrown at them by groups of young men.
During the video, which comes from police body cams, local youths can be heard telling officers “don’t think you are at home here, man,” and another stating, “you are not in charge here”.”

Footage from camera outside Epstein’s cell deemed unusable
At least one camera in the hallway outside the cell where authorities say registered sex offender Jeffrey Epstein hanged himself earlier this month had footage that is unusable, although other, clearer footage was captured in the area, according to three people briefed on the evidence gathered earlier this month.
It was not immediately clear why some video footage outside Epstein’s cell is too flawed for investigators to use or what is visible in the other, usable footage. The incident is being investigated by the FBI and the Justice Department’s inspector general’s office, which are attempting to determine what happened and how to assess whether any policies were violated or crimes committed.
The footage is considered critical to those inquiries, and the revelation of an unusable recording is yet another of the apparent failures inside the Metropolitan Correctional Center, the short-staffed Bureau of Prisons facility in downtown Manhattan that held Epstein.
It’s unclear whether the flaw in the taping affected a limited duration of the footage or whether it was a chronic problem in the beleaguered facility.
A Bureau of Prisons spokesman declined to comment, as did spokespeople for the FBI, the Justice Department and the U.S. attorney’s office in Manhattan.
The people who spoke about the footage requested anonymity, citing the ongoing probe.
Epstein, a well-connected financier, had been charged in early July with sexually abusing dozens of young girls in the early 2000s and ordered held without bond. The arrest brought a sense of long-awaited justice to those who said Epstein abused them and who had earlier been dismayed by a 2008 plea deal he received to resolve similar allegations that was widely criticized as too lenient.
That deal allowed Epstein to plead guilty to two state charges and spend just 13 months in jail, with work release privileges. The new charges could have resulted in a prison term of as much as 45 years.
On Aug. 10, Epstein was found hanging in his cell. He was taken to a hospital, where he was later pronounced dead. His death was ruled a suicide.
Prosecutors have since moved to drop the charges against Epstein – although they continue to investigate those who might have conspired with him. A federal judge has scheduled a hearing for Tuesday to consider the matter and has indicated that those who say Epstein victimized them will be allowed to speak in court.
Meanwhile, there has been intense scrutiny of the federal facility where he was held, which did not follow its protocol in the handling of Epstein in several ways, officials have said.
Epstein should have been checked on every 30 minutes in the jail’s special housing unit, though it had been several hours since the last check when he was discovered as staff members delivered breakfast. Investigators are exploring whether logs were falsified to indicate that checks had occurred when they had not, a person familiar with the matter said.
The two officers on duty when Epstein apparently hanged himself were both working overtime – one forced, the other voluntarily, officials have said. One did not normally work as a corrections officer, though he had in the past and was allowed to do so, officials have said.
Epstein also was supposed to have a roommate after a July 23 incident in which he was found on the floor of his cell with marks on his neck. Authorities suspected he had attempted suicide; Epstein said he believed he had been attacked.
He was placed on suicide watch for about a week after that – meaning he was monitored 24-7. He was placed back in the jail’s special housing unit late in the month, and, for a time, had a new roommate.
But that person was transferred away the day before Epstein’s death and a new roommate was not assigned – despite the fact that at least eight jail officials knew Epstein was not to be left alone in a cell.
New York’s chief medical examiner, Barbara Sampson, ruled Epstein’s cause of death a suicide Aug. 16. The ruling came five days after the medical examiner’s office conducted an autopsy and classified the cause of death as pending while seeking additional information.
The pathologist’s autopsy found that Epstein suffered fractures in his neck bones, according to two people familiar with the findings. Among the breaks in Epstein’s neck was the hyoid bone, which in men is near the Adam’s apple. Such breaks can occur in those who hang themselves, according to forensics experts and studies on the subject. But they are typical in victims of homicide by strangulation, experts told The Washington Post. Experts also caution that such a break must be viewed in the context of the findings of a full autopsy to draw a conclusion about a cause of death.
The hyoid bone becomes more brittle and is easier to break as people age. Epstein was 66.
Law enforcement officials have said they believe Epstein killed himself.
Lawyers for Epstein and his family had questioned Sampson’s ruling of suicide and the thoroughness of the investigation into Epstein’s death.
“The defense team fully intends to conduct its own independent and complete investigation into the circumstances and cause of Mr. Epstein’s death including if necessary legal action to view the pivotal videos – if they exist as they should – of the area proximate to Mr. Epstein’s cell during the time period leading to his death,” the lawyers said in an Aug. 16 statement. “We are not satisfied with the conclusions of the medical examiner.”

“A Chechen exile shot dead in a Berlin park had fought against Russian troops and may have been assassinated by a Russian agent.
German police arrested a 49-year-old Russian man soon after the shooting on Friday, and found the suspected pistol and bike used in the attack.
So who was the victim, Zelimkhan Khangoshvili, and why was he a target?
Ambushed from behind
Witnesses quoted in German media said the killer approached Khangoshvili, aged 40, from behind on a bicycle and shot him twice in the head, then sped off.
The attack took place in the Kleiner Tiergarten park in Moabit, central Berlin, just before midday on 23 August.
Police were quickly on the scene and arrested the suspected killer, who had been spotted dumping the bike, pistol and other evidence into the nearby River Spree.
The gun, a Glock 26, was used with a silencer. Police divers recovered the gun and bike, the Berlin state prosecutor’s office tweeted.
The suspect, named only as Vadim S, reportedly had a large sum of cash in his flat, searched by investigators. He has been formally accused of “treacherous killing”.
Vadim S travelled to Berlin from Moscow via Paris a few days before the attack, and had a return ticket to Moscow, German media report.
Suspicions fall on Russia partly because of previous high-profile attacks on dissidents abroad. The most notorious in the UK were the poisonings of Russian ex-state security officers Alexander Litvinenko in 2006 and Sergei Skripal in 2018.
Rebel commander
Khangoshvili fought in the second Chechen war against Russian forces in the North Caucasus, in 2001-2005.
He came from the Kist community of ethnic Chechens and lived in the mountainous Pankisi Gorge area of Georgia.
But he fled to Germany after surviving an assassination attempt in the Georgian capital Tbilisi in 2015.
A Georgian lawyer contacted by the BBC, Tamta Mikeladze, accuses Georgian prosecutors of serious shortcomings in their handling of that crime.
Eight bullets were fired at Khangoshvili, and he was wounded but managed to get to hospital.
Ms Mikeladze’s civil society group, Human Rights Education and Monitoring Center (EMC), took up Khangoshvili’s case, seeking justice for him.
“Zelimkhan explained that the attack on him was connected to his participation in the Chechen war,” she told the BBC.
“He was a field commander and a close ally of Chechen President Aslan Maskhadov.
“Due to his war experience, the Russian special services’ interest in him was high. Some of his comrades were also killed after the war,” Ms Mikeladze said.
Maskhadov was killed alongside several Chechen rebel comrades in a Russian special forces raid in 2005. Maskhadov had masterminded fierce Chechen guerrilla resistance to overwhelming Russian firepower in the war.
Kadyrov’s iron rule
Chechnya is now run by Ramzan Kadyrov, a former rebel who switched sides and is now fiercely loyal to Russian President Vladimir Putin.
Mr Kadyrov has a reputation for ruthlessness and is blacklisted by Western nations. Several Chechen opposition activists have been assassinated abroad in recent years.
The Georgian language service of Radio Free Europe says Khangoshvili acted as a mediator to defuse a conflict in the Lopota Gorge in August 2012. Georgian security forces went there to end a hostage-taking by armed Chechens.
After 2005 a low-level, anti-Kadyrov insurgency continued in the North Caucasus, with Islamist militants operating from villages near Russian-controlled Chechnya and Dagestan.
Several Chechens from the Pankisi Gorge – Khangoshvili’s home territory – joined the Islamic State (IS) jihad in the Middle East.
Khangoshvili feared for his life in Georgia and used various aliases. He also used aliases in Germany, where he applied for asylum, but was not granted it.
German media report that he was on a police watch list for a while, as a suspected Islamist, but was later dropped from it for lack of evidence.
Some reports speculate that his death could have been a criminal settling of scores, rather than a political assassination. He was suspected of links with the criminal underworld.
In his Kist community back in Georgia, Ms Mikeladze says, there is deep sorrow over his death. He was “a very influential leader” there.
His wife and four children remain in Berlin.

Last week the New York Times embarrassed itself twice. First, a transcript was leaked of editor Dean Baquet’s exhortation to reporters that the Russian-collusion fiction having been exploded, they now needed to focus on the endemic “racism” and “white supremacism” of Trump and his supporters in order to defeat the president. Next, as the “theory” behind this partisan journalistic “praxis,” the self-proclaimed “paper of record” announced the “1619 Project,” a series of articles and essays showing “that nearly everything that has made America exceptional grew out of slavery.”
Both incidents definitively reveal that the cultural bacilli that erupted during the Sixties have at last destroyed the minds of some of our most prestigious and powerful institutions. More important, such a degradation of history is one of the preconditions for the plague of tyranny.
The first point to make is that neither the blatant bias of the Times––nor its aim “to reframe the country’s history, understanding 1619 [the year the first black slaves came to America] as our true founding, and placing the consequences of slavery and the contributions of black Americans at the very center of the story”––is new. Like most of progressivism, both are manifestations of the zombie ideology that for nearly a century has been attacking our political and social order.

The principle is always and everywhere the same: in Muslim countries, one must conform one’s behavior to suit Islamic sensibilities. And in non-Muslim countries, one must conform one’s behavior to suit Islamic sensibilities. This was proven true again last Thursday in Duisberg, Germany, where a Muslim migrant thought a German woman’s skirt was too short, and started a brawl.
According to the German publication Waz, “Different views on the length of a skirt worn by a woman led to a fight between two groups in Duisburg. The police report a dispute over cultural differences, which began verbally and ended in a fistfight, in which a participant dislocated his shoulder.”
No establishment media source will ever dare to say what was really behind this kind of incident: not simply “cultural differences,” but religious beliefs.
A police spokeswoman, Jacqueline Grahl, explained: “The revealing style of clothing of a 50-year-old met with incomprehension in a 20-year-old.” Waz added: “According to information from our editorial team, the man who insulted the unknown woman and asked her why she had to present her legs in such a way is a Duisburger with Turkish roots. He was together with three other Duisburgers with Turkish roots in the Rheinpark.”

We’re in the midst of a debate about whether the media deserves special privileges.
Senator Bernie Sanders not only believes that it does, but wants to tax ads to fund the media.
In a Columbia Journalism Review pitch, the socialist politician proposes,”we should consider taxing targeted ads and using the revenue to fund nonprofit civic-minded media.”
By civic-minded media, he means leftists.
Why should businesses be taxed to subsidize Bernie’s propaganda. And he’s fairly explicit about it being his propaganda.
“After all, TV networks that rely on $4.5 billion a year of pharmaceutical ads may be thrilled to sugarcoat our current dysfunctional health care system—but they will never provide a consistently fair hearing for something like Medicare for All,” Sanders writes.

His victim, Islam, 35, from Leeds, was jailed for 13 years after his ten-strong gang groomed a Muslim girl of 12 and plied her with alcohol before raping her.
He and Osborne, 49, are both serving sentences at Wakefield Prison, which houses some of the UK’s most dangerous criminals.
Islam needed hospital treatment after the attack.
Prison insiders say Osborne is desperate to get a transfer and may have staged the attack to engineer a move.

BBC – Finsbury Park attacker Darren Osborne allegedly involved in prison attack
Police are probing an assault allegedly involving Finsbury Park attacker Darren Osborne and a fellow prisoner.
It is understood convicted paedophile Tariq Islam required hospital treatment following an incident at Wakefield high-security jail in July.
Osborne was jailed for life after he drove a van into a crowd near Finsbury Park Mosque in London in June 2017, killing one man.
The Prison Service confirmed a prisoner was taken to hospital after an assault.
Allegations that the assault involved Osborne and Islam, leading to Islam needing hospital treatment, were reported in The Sun.
Osborne, from the Pentwyn area of Cardiff, was sentenced to life in prison with a minimum term of 43 years in February 2018.
He was found guilty of the terrorism-related murder of 51-year-old Makram Ali and deliberately ploughing a hired van into a crowd of people.
Islam, from Leeds, was jailed for 13 years in 2015 for two counts of rape involving a vulnerable 13-year-old girl.
The incident happened on 24 July and both prisoners have since been moved to different wings in the Category A prison.
“A prisoner from HMP Wakefield required hospital treatment after being assaulted on Wednesday, 24 July,” said a Prison Service spokeswoman.
“The incident was referred to the police who are now investigating.”

FINSBURY PARK ATTACK
Osborne was jailed after his trial heard how he boasted he wanted to “cause as much damage as possible” in the mosque attack in 2017.
One person, 51-year-old Makram Ali, was killed while another nine people were injured when Osborne drove a van into worshippers as they left late-night Ramadan prayers in Finsbury Park, North London.
Osborne had denied both charges, trying to blame a man called Dave.
But prosecutor Jonathan Rees QC said the attack had come from a “warped hatred of all Muslims, which had its roots in material he had watched on television and online”.
And sentencing the then 48-year-old, Justice Cheema-Grubb told Osborne he was guilty of a “terrorist murder”.

He was convicted of two rapes as Judge Geoffrey Marson QC told the men they had reduced their victim to a state of “misery and degradation”.

It is not yet clear how Osborne came into contact with Islam. Paedophiles and rapists are often segregated from other cons in so-called “vulnerable persons units”.
Prison insiders say Osborne is desperate to get a transfer and may have staged the attack to engineer a move.
But last night sources said the pair had now been placed on separate wings of the jail – foiling Osborne’s move bid.
A Prison Service spokeswoman said: “A prisoner from HMP Wakefield required hospital treatment after being assaulted on Wednesday July 24.
“The incident was referred to the police who are now investigating.”
