“NORWAY’s local elections are less than a month away and a rule could see up to 350,000 immigrants legally vote in the Scandinavian country.
The Norwegian local elections will take place on September 9, where voters will elect representatives to municipal and county councils. These are responsible for education, public transport, health and elderly care, and for the levy of certain taxes. But a law in the legal system allows immigrants without a Norwegian passport to cast their votes at local elections.
Approximately 350,000 foreign nationals are entitled to vote in the upcoming election.
The anti-immigration Progress Party politician Sylvi Listhaug last year posted a blog on her Facebook page slamming the law allowing foreign nationals to vote.
She wrote: “Foreign nationals have the right to vote at the next election.
“That people can stay here for a few months and get the right to vote does not make any sense.
“To have the right to vote in Norway, you should be a Norwegian citizen and be obliged to the country to decide on. What do you think?”
In 1978, Nordic citizens were given the right to vote in municipal and county council elections in Norway if they had at least three years of registered residence in Norway.
In 1983, these rights were extended to include all foreign nationals, not just Nordic, if they had three years of residence.
In 1999, Nordic citizens were also given the right to vote if, on March 31 of the election year, they were registered as residents of Norway.
Voting rights in local elections are laid out in the Norwegian election law’s Chapter 2, paragraph 2 and reads: “People who are not Norwegian citizens, but who otherwise fulfil the conditions in section 2-1, have the right to vote if they:
“a) has been in the National Register of Residents of Norway for the last three years before Election Day, or
“b) is a national of another Nordic country and is registered as a resident of Norway by June 30 of the election year.
It continued: “In order to exercise voting rights, the voter must be registered in the electoral register in a municipality on election day.”
The number of 350,000 was discovered by Øyvin Kleven at the Norwegian statistics bureau (SSB) in 2018.
He looked at how many foreign nationals who would have had the right to vote.
“If there had been elections in 2018 around 350,000 people with foreign nationality would have had the right to vote.
However, Mr Kleven added that in recent years there have been no clear and unambiguous immigration and emigration trends with regard to the population that has the right to vote in local elections, making such projections quite uncertain.
Immigrants are not entitled to vote in Norway’s general elections.”

ISIL is building a new caliphate from inside a Syrian refugee camp, and the West has no plan to combat it
Josh Rogin: ISIL women run a morality police inside the camp, enforcing sharia law and even conducting brutal executions, officials say
ISIL has largely taken over control of a huge camp in northeast Syria, and there’s no plan for what to do with the 70,000 people there (including more than 50,000 children). The United States and Europe must immediately address this urgent national security and humanitarian crisis, before a new caliphate is established while we watch.
After the fall of Raqqa and the coalition defeat of ISIL’s strongholds, President Donald Trump announced that “100 percent” of the caliphate had been destroyed. But the tens of thousands of ISIL fighters and family members left over were herded into massive fenced internally displaced persons (IDP) camps with little aid, security or supervision. Separate from the IDP camps, which house mostly women and children, more than 2,000 ISIL fighters sit in a network of makeshift prisons. The entire system is managed by the Kurdish Syrian Democratic Forces (SDF), who are under-resourced, understaffed and allied with a United States that is eyeing the exits.
In the largest IDP camp, called al-Hol, ISIL now exerts more influence and control than the few dozen SDF guards stationed there, according to U.S. officials, lawmakers and experts. ISIL women have created a morality police corps inside the camp, enforcing sharia law and even conducting brutal executions, officials said. ISIL is recruiting from the camp, smuggling fighters in and out and using it to plan attacks in other parts of Syria, officials told me. If it’s not already effectively Caliphate 2.0, it soon will be.
“The IDP camp al-Hol is quickly becoming a mini-caliphate and a fertile recruiting ground for ISIS,” Sen. Lindsey Graham, R-S.C., told me. “The security footprint around the camp is incredibly weak, and the camp is being run by ISIS types under our very nose.”
About 11,000 of the 70,000 mostly women and children in al-Hol come from countries outside of Iraq or Syria. Most of those countries have refused to take back their citizens, leaving them in squalid conditions that make ISIL recruiting easier. The United States has taken back 21 ISIL IDPs and is prosecuting all those who traveled to Syria as adults. But most European countries have refused; some have even stripped ISIL members of their citizenship.
“The European response when it comes to ISIS fighters has been pathetic and dangerous,” said Graham. “When it comes to al-Hol, the red lights are blinking. We ignore it at our own peril.”
Trump, frustrated with Europe’s stance, actually threatened to “release” thousands of ISIL fighters to Europe, which was likely a joke. But absent some action, they could get there anyway. Officials told me that al-Hol residents affiliated with ISIL have already shown up in different parts of Syria and Turkey.
A new Defense Department inspector general’s report said ISIL is actively recruiting inside al-Hol. The IG said repatriating its residents is critical to addressing that problem. “The SDF’s inability to provide more than ‘minimal security’ at the camp has allowed the ‘uncontested conditions to spread of ISIS ideology’ there,” the report said.
The security and humanitarian crisis in al-Hol is made worse by the withdrawal of U.S. forces from northeast Syria and the uncertainty of the U.S. commitment there. The Trump administration has been vague about its plans in Syria, partially because Trump’s officials know the president could pull the plug on the entire operation anytime. But that ambiguity undermines the American leadership needed to address this crisis.
“If the president wants to be successful in countering ISIS, he’s got to swallow the hard reality of what’s necessary and commit a lot more. And his officials have to find the courage to raise this with him and with the public,” said Charles Lister, counterterrorism director at the Middle East Institute in Washington. “The stakes now are so high, we can’t continue to whisper about the realities of how bad things are.”
In addition to repatriating family members, the international community must address how to keep the hardcore fighters locked up and come up with a prison system that doesn’t depend on the SDF alone. The United States must immediately increase security at the prisons and the camps. There must be some effort to deradicalize the children who can be saved. If all this isn’t done soon, the entire U.S. strategy to ensure the enduring defeat of ISIL will be rendered meaningless.
According to the United Nations, 65% of al-Hol residents are under the age of 12 and 20,000 are under the age of 5, meaning they were born in the first caliphate. If we allow these children to grow up in Caliphate 2.0, our children will be the ones we have to send back there to fight them someday.

“The Israeli government decided Friday to allow Rep. Rashida Tlaib (D-MI) to enter the country to visit her Palestinian relatives in Judea and Samaria (the “West Bank”).
Tlaib and Rep. Ilhan Omar (D-MN) were denied permission to enter the country, under a 2017 law that bars those who support boycotts of Israel. However, the Israeli government indicated that it could allow Tlaib to apply for a “humanitarian” visa, provided she did not promote boycotts.
Tlaib apparently agreed to those conditions, according to the Times of Israel:
“I would like to request admittance to Israel in order to visit my relatives, and specifically my grandmother, who is in her 90s and lives in Beit Ur al-Fouqa,” Tlaib wrote in her letter to [interior minister Aryeh] Deri. “This could be my last opportunity to see her. I will respect any restrictions and will not promote boycotts against Israel during my visit.”
A statement from Deri’s office Friday morning said he had decided to allow the congresswoman into the country based on her letter. It said he “expressed hope that she will live up to her promise and that the visit will only be for humanitarian needs.”
Israel had indicated several weeks ago that it would allow Omar and Tlaib to enter, but Prime Minister Benjamin Netanyahu said that his government had changed its decision based on the fact that their proposed itinerary referred to Israel as “Palestine,” that they had declined to meet with any Israeli officials (in opposition or government), and that their itinerary was being organized by an anti-Israel group.
President Trump also encouraged Israel to deny them entry.”

Muslim migration advocates told Politico in interviews that their opposition to Trump’s travel ban — which has effectively ended legal immigration from Chad, Iran, Iraq, Libya, North Korea, Syria, Venezuela, and Yemen — is not being voiced in the 2020 Democrat presidential primary.
In the last Democrat primary debate, for example, the constitutional and widely popular travel ban was only spoken about for less than two minutes. This, Muslim migration advocates said, is putting a bad taste in their mouth for the Democrat field of candidates:
“This is an issue that they aren’t taking as seriously as they should be,” said Mohamed Gula, executive director of the Muslim advocacy group Emgage and a former staffer on Hillary Clinton’s 2016 presidential campaign. “Us being about 1 percent of the American population, to be ignored in that way, is definitely kind of putting a chip on our shoulder.” [Emphasis added]

Democrats like former Vice President Joe Biden, Sen. Bernie Sanders (I-VT), and Sen. Elizabeth Warren (D-MA) have hardly attacked Trump’s travel ban — mainly because poll after poll has revealed that it remains one of the most popular policies enacted by the White House.
A January 2019 poll conducted by Harvard/Harris found that about 8-in-10 registered U.S. voters said they supported “tough” legal immigration restrictions on terrorist-sponsoring countries, like those implemented through Trump’s travel ban — including 94 percent of Republican voters, 71 percent of Democrats, and 79 percent of swing voters.
Months before, a November 2018 poll conducted by Harvard/Harris Poll found that a plurality of 4-in-9 U.S. registered voters said they specifically supported Trump’s constitutional travel ban. Nearly half of American men said they supported the travel ban, as well as almost 7-in-10 Republicans and more than 4-in-10 swing voters. Less than 30 percent of swing voters said they disapproved of the policy.
Grappling with the travel ban’s popularity has left leftists activists declaring that a “significant” population of Americans have “Islamophobic tendencies,” according to those interviewed by Politico:
“It’s no secret that when you look at the polling, there are significant numbers of Democratic voters and Republican voters who have fairly strong Islamophobic tendencies,” said Waleed Shahid, communications director for the left-wing Justice Democrats and a former aide to Bernie Sanders. “I think the way to deal with that is to have strong leadership on the issue.” [Emphasis added]
A June 2017 poll by Rasmussen Reports, though, noted that the majority of likely American voters did not see the travel ban as being “anti-Muslim” but rather about the national security of the nation even before it was ruled constitutional by the U.S. Supreme Court.
For instance, 52 percent of Americans at the time said the travel ban was about keeping terrorists out of the U.S., while only a small minority of 39 percent said the ban was about “blocking” Muslims from entering the country. The poll found that the travel ban was supported by about 5-in-10 U.S. likely voters — including 57 percent of American men, 56 percent of white voters, and 50 percent of swing voters.”

“The European Union (EU) has seen a 10 per cent rise in the number of asylum claims in the first six months of this year.
The EU’s asylum agency, EASO, reports that 305,000 migrants applied for asylum from January 1st to the end of June this year, a figure up 10 per cent from the same period in 2018, potentially reversing the trend of falling asylum claims since the migrant crisis peaked, Die Welt reports.
Statistics from the EU’s statistical office Eurostat show a trend of decline since the height of the migrant crisis in 2015, when 1,257,000 asylum applications were recorded, while 2018 saw 586,000.
The current numbers are still a great deal higher than those of a decade ago in 2009 when Eurostat measured a much lower 196,000 applications.
The numbers do not, however, give the full figures on the number of illegals entering the European Union as some do not apply for asylum, including around half of those claiming to be unaccompanied minor migrants.
Recognition of legitimate asylum status is still relatively low in Europe, with countries like Germany finding only 30 to 50 per cent of those applying for asylum are entitled to it.
Despite rejections, however, Germany still allows many bogus asylum seekers to remain in the country under subsidiary protection, as well as being unable to deport others who lack papers or who supposedly face the possibility of torture or the death penalty in their homelands.
In August 2017, interior minister Horst Seehofer, then Bavarian minister-president, suggested that an estimated 250,000 or so illegal immigrants would be impossible to deport.
Since becoming interior minister in 2018, Seehofer had promised to do more to facilitate the deportations of illegal migrants and failed asylum seekers, setting up so-called anchor centres to speed up the asylum process.
The EU has also seen the start of a rise in migrants in the central Mediterranean once again despite the closure of ports in Italy by populist interior minister Matteo Salvini.
NGOs such as Doctors Without Borders (MSF) and others have resumed migrant transport operations off the coast of Libya and have called on EU countries to take in migrants from the war-torn country.
German NGO vessel captain Carola Rackete, who faces charges in Italy for aiding illegal migration, called on the EU to take as many as 500,000 migrants from Libya, although some have estimated the total number of migrants in Libya to be closer to a million.”

NYPD Seeks Man With Shopping Cart After 3 Rice Cookers in Manhattan Spark Rush-Hour Scare
A report of the first two items at the Fulton Street station came in around 7:30 a.m. Friday; the all clear was given around 8:20 a.m., which is when the third device was found
Authorities are looking to question a tall, thin white man seen pushing a shopping cart near the Fulton Street subway station, where two rice cookers were found Friday morning.
A third rice cooker was found next to a trash can in Chelsea, though an investigation is ongoing as to whether all are connected. Authorities did say all three devices were the same make and model.
Police say they want to speak to the dark-haired man, thought to be in his 20s or 30s, who was seen dropping the rice cookers in the Fulton Street station. They described him as a person of interest, specifically refraining from calling him a “suspect,” but said they wanted to speak to him because of the rush-hour timing and busy location where he appeared to leave the first two devices.
Authorities didn’t link him to the third rice cooker. None of the three rice cookers were explosive devices, the NYPD said, after the string of discoveries sparked rush-hour fear in the heart of the city. All three devices were stainless steel, silver commerical-grade rice cookers with black handles; all three were empty.
The NYPD gave the all clear on the third device, spotted near a trash can at West 16th Street and Seventh Avenue in Chelsea, around 9:20 a.m., about an hour after the department cleared two rice cookers found in separate locations within the Fulton Street subway station.

The department’s counter-terrorism unit had given the all clear at Fulton Street around 8:20 a.m. Friday, nearly an hour after law enforcement first converged on the station near the World Trade Center. Authorities said a subway rider alerted two transit officers on patrol in the station to one device. Cops responded and called in for additional resources. Then the second device was found.

In September 2016, a man, Ahmad Rahimi, left luggage with two pressure cooker bombs on 23rd and 27th streets in Chelsea. The one on 23rd Street exploded and injured nearly three dozen people, none of them seriously. The device on 27th Street never exploded — police responded after a woman spotted it and called 911. Rahimi was captured days later after a gun battle with police in Linden, New Jersey. He was sentenced to multiple life terms last year.

When you’re reading, looking at a map or squinting toward the horizon, your eyes adjust themselves involuntarily and instantaneously, thanks to tiny muscles inside the crystalline lens that can bend it and change its shape.
Like a camera coming into focus, this structure allows us to adjust the amount of light entering the eyes as it travels to the retina, where it is converted into an electrical signal that’s transferred to the brain.
Researchers at the University California San Diego believe there may be a day – in the not so distant future – when glasses and contact lenses can read and respond to these eye movements, adjusting in real time to the electrical signals created by the muscles in the lens.

Store owner fears for his family’s safety after series of incidents
Excrement was smeared earlier this week on the front a clothing boutique in Quebec City that sells Muslim headscarves, an incident police say could be a hate crime.
The store owner, originally from Tunisia, said he has been the target of vandalism several times since opening his store in March.
At first, he said, someone sprayed coffee on the window. Then the lock was damaged, and someone spread excrement on the storefront.
Overnight Sunday, someone again spread excrement on the storefront. This time a security camera was also stolen and a used adult diaper tied to the door.
CBC News is not identifying the man because he fears for his family’s safety.
The store owner said he opened the store in part to sell items specific to Muslim women, such as hijabs, but they’re not featured in the window and that’s not all the store sells.
He said he’s not sure why he’s being targeted but he’s worried about what else the vandal might do.
“My wife works here. My children are here. [But] I am not with them. I work elsewhere,” he said.
He said if police don’t make an arrest, he’ll be closing the business to keep his clients and his family safe.
SPVQ spokesperson Cyndi Paré said police are investigating the latest incident at the store as a possible hate crime.
Third incident in recent months
This is at least the third incident in Quebec City in recent months to lead to a hate-crime investigation.
In May, police opened a hate-crime investigation after a 47-year-old was accused of assaulting a Muslim man outside a mosque.
Last month, a 33-year-old man was charged with assaulting a Muslim man outside a convenience store. The Crown has reportedly said the incident had “a racist or hateful connotation.”
Two thirds of hate crimes reported in Quebec City last year targeted Muslims, according to Quebec City police.

“”There were 15 of us on the boat and I am the only one alive,” says Mohammed Adam Oga from his hospital bed in Malta.
The migrants had each paid a smuggler $700 (£575; €630) to make the journey from Libya to Europe in the scorching heat of the Central Mediterranean.
Then their fuel ran out. Then their food. Then their water. He is the sole survivor, he says, of the passengers, including a pregnant woman, who attempted the arduous journey in one of the deadliest stretches of water in the world.
“We were at sea for 11 days. We started drinking sea water. After five days, two people died. Then every day, two more died.”
He was picked up in Maltese waters on Monday after the European Border and Coast Guard Agency, Frontex, spotted a dinghy adrift at sea.
Footage of the rescue by Malta’s armed forces showed him slumped over a man’s body, before he was airlifted to hospital.
“God sent the Maltese to save me,” he told Times of Malta, while being attached to a drip and too weak to walk.
How the ill-fated trip unfolded
The 38-year-old, who describes himself as an exiled Ethiopian politician from former rebel group the Oromo Liberation Front, decided to make the journey after he was contacted by friends from Germany.
Once in Libya he met a Somali named Ismail and together they arranged their passage via a smuggler.
They set out on 1 August from the Libyan city of Zawia, 45km (28 miles) west of the capital, Tripoli. “The agent gave us the GPS and told us ‘go to Malta’,” he said.
Those on board were: a man and a pregnant woman from Ghana, two men from Ethiopia, and 11 Somalis, he added.
After running out of fuel, food and water, Mohammed Adam Oga describes a desperate situation as they tried in vain to get help from boats and helicopters passing by.
“We saw many boats. We shouted, ‘Help, Help!’ We were waving and they were just passing. A helicopter came and left.”
Mohammed closes his eyes to demonstrate how his fellow passengers began to die.
“They died in the boat. It was sunny, hot. No food and no water. Ismail said we should put the bodies in the sea. We took the bodies and threw them in the water. The bodies were smelling.”
Eventually, he says, the pair were alone on the boat. “Ismail said, ‘Everyone is dead now. Why would we live?”
At one point he describes how his partner became frustrated and said they should die together.
“He threw everything in the sea, phones and GPS. I said, if you want to die, die on your own. I don’t want to die.”
Then Ismail died too.
Caught up in Europe’s migrant row
Mohammed is one of more than 40,000 people who have survived crossing the treacherous Mediterranean to Europe’s coasts this year, including 1,000 to Malta.
According to the UN, 839 have died, making the Mediterranean the most dangerous sea route for refugees and migrants in the world.
While the sea crossings continue, there is deadlock among EU countries about what to do.
Italy’s anti-immigration interior minister, Matteo Salvini, has repeatedly attempted to block charity ships from docking, clashing with the Italian prime minister over 147 migrants who arrived off Lampedusa on Thursday on the humanitarian ship Open Arms.
A second boat, Ocean Viking, has picked up 356 migrants people in four rescue operations close to Libya.
Italy’s much smaller neighbour, Malta, is watching events in Italy closely. Its armed forces have rescued migrants at sea, but Malta is disinclined to help charity ships, as it fears they are encouraging Libya’s smuggling gangs.
What will happen to Mohammed?
When the rescue took place on Monday, Malta’s Home Affairs Minister Michael Farrugia warned: “We cannot do this alone”.
Mohammed Adam Oga is now likely to have to tell his story to Malta’s immigration police and the country’s refugee commission.
He remembers the last days of his journey as like being in a dream. He does not remember his rescue and was unaware that Ismail had died.
He believes he faces arrest if he returns to Ethiopia because his former rebel group is outlawed. He left 15 years ago, first for Eritrea and then Sudan, and wants to travel to the UK.
“If you go to Germany, you have to speak German. I have a little English,” he says.
Does he have any regrets about taking the journey?
“No,” he says. “I am happy. I am alive.”

A ruling from the 9th Circuit Court of Appeals on Friday will allow for the Trump administration’s asylum ban at certain crossings in Texas and New Mexico.
The Hill reports that “the court said in a ruling that it denied the government’s broader request to reverse a previous decision blocking the policy, but upheld the injunction for states on the border outside of its jurisdiction.”

“At least two people were killed and more than two dozen injured after a blast at a mosque in southwestern Pakistan during Friday prayers, officials said.
Provincial police chief Mohsin Hassan Butt said the explosion on August 16 – the latest violence in a string of attacks in restive Balochistan province – was caused by a remotely detonated bomb in the town of Kuchlak.
“Two people including the prayer leader of the mosque have been killed and 25 others were wounded in an IED blast at a mosque,” he said.
A second police official, Abdul Razzaq Cheema, confirmed the incident and casualty figures at the mosque, north of provincial capital Quetta.

A lawyer visiting the Metropolitan Correctional Center told Forbes on Thursday that he saw a “young and pretty” woman casually dressed meeting with Epstein in a private room made for visits between inmates and their lawyers.
The visiting attorney, who wished to remain anonymous, told Forbes the young woman may have been a lawyer, but the “optics were startling.”
