“Events in Cologne and other western cities over New Year showed that security concerns about young immigrants from North Africa haven’t gone away.
“They were trying to run rings around the German state,” said Armin Schuster, security expert in Chancellor Angela Merkel’s Christian Democratic Union party (CDU).
“The fact that so many people of the same background made their way to Cologne, just like last year – that was a test of strength.”
Schuster said that Cologne’s police had reacted appropriately to the threat, praising them for being “robust and decisive.”
But not every one was happy with the police behaviour. The Green Party criticized the police for the way they acted, accusing them of racial profiling. Party leader Simone Peter was particularly scathing about the use of the word “Nafri” – an abbreviation of North African – in a police tweet.
The police themselves were most surprised that they needed to call in reinforcements, despite having a presence ten times that of the previous year, when they were overwhelmed as over a thousand women were sexually assaulted or robbed.
Around 1,000 men who police say belong to the scene of repeat offenders from North Africa got out of trains in Cologne at around 10pm. Hundreds of them were ordered not to enter the street party area.
And it was a picture repeated in other cities. In Essen police stopped around 450 North Africans who they say belong to this criminal scene in the city centre, in Düsseldorf police said the number was close to 800.
The word Nafri is an abbreviation used internally by the police in North Rhine-Westphalia (NRW), where all of these cities lie. It is used to describe young men from North Africa who are repeatedly caught pick-pocketing.
Police say thieves’ preferred method is to distract someone while they are walking down the street and to then steal their wallet.
Three weeks before this New Year, police sent out a clear signal to the young offenders. Toufik M., a man convicted of sexual assault at last year’s celebrations, was deported back to Morocco.
The events of New Year showed that the extremities of the previous year can be prevented, but the phenomenon hasn’t gone away.
Thousands of young North Africans between the ages of 15 and 25 have left the poor neighbourhoods of their countries over the past few years and made their way to Germany.
Many of them joined the masses of refugees who escaped from the Syrian civil war over the so-called Balkan route in 2015.
Less than 2 percent of all asylum seekers from North Africa have their requests granted. They almost always come alone, meaning that they are missing the often strong influence of their families, who care about protecting their reputations.
North Africans who have lived in Germany for longer, among them the well-integrated inhabitants of Düsseldorf’s Maghreb district, appear outraged by how the young men behave.
“We are also upset by what these young men are doing,” said Ahmed Hammouti, head of the Council of Moroccans in Germany.
He said that even immigrants from the region who have nothing to do with criminality have started feeling hostility against them.
But it is hard to influence the newcomers as “they almost never come into our communities,” he said.
The most recent statistics from the Federal Criminal Police Office (BKA) show that immigrants from North Africa (as well as those from Georgia) are more often reported for committing crimes than those from other countries.
Oliver Malchow, chairman of police union GdP, said that “these men have no respect for German law”, adding that they “laugh ironically at officers or spit at them.”
Due to the fact that North Rhine-Westphalia’s immigration office has several employees fluent in North African Arabic, many of these young immigrants have been sent to the western state, Germany’s most populous.
But for some time now, authorities there have been calling for an even distribution throughout the country.”

A man in Bavaria (Bayern in German) filed a case with the Constitutional Court, seeking to hold a ‘Bayxit’ vote to decide whether the southern, alpine state should continue to be part of Germany.
The notion of a Germany without Bavaria may leave some foreigners scratching their heads because many of their cliched ideas about Germany – Lederhosen, Oktoberfest – are in fact uniquely Bavarian.
But the court said in a decision released on Monday that the Grundgesetz – Germany’s constitutional law – does not allow for individual states to break away.
“In the Federal Republic of Germany, which is a nation-state based on the constituent power of the German people, states are not ‘masters of the constitution’,” the court wrote in the decision.
“Therefore there is no room under the constitution for individual states to attempt to secede. This violates the constitutional order.”
The Bavarian Party, which advocates for an independent Bavaria within the EU, mourned the court’s decision in statements posted on social media.
“The fight for Bavarian independence will not be decided by a court, but rather by the will of the Bavarians,” the party wrote on Facebook and Twitter in response to the ruling.
In a separate post, they also promised a continued fight for their state’s freedom.

“Austrian police are investigating an unprecedented number of sexual assaults carried out by a group of men on New Year’s Eve in the western city of Innsbruck, an official said Wednesday.
Some 18 women reported having been groped by up to 10 individuals on Innsbruck’s main square where around 25,000 gathered to ring in 2017, senior police official Ernst Kranebitter said.
“We’ve not had anything like this happen here before,” Kranebitter told AFP.
“They were dancing around the victims and then suddenly grabbed their breast or stuck their hands between their legs. That’s what made it hard for others to notice what was going on — it all happened amid festivities.”
The suspects have been described as being in their late teens, said Kranebitter.
Amateur video footage of the incidents has so far failed to help investigators identify the suspects because the image quality was too poor.
The assault came a year after hundreds of women were mugged and groped in a crowd of men of mainly Arab and north African appearance in the German city of Cologne on December 31.
To avoid a similar incident, police in Vienna distributed 6,000 pocket alarms on New Year’s Eve last week to help prevent attacks.
Police presence had been boosted across Austria, including in Innsbruck, for the end-of-year festivities in the wake of a terror attack in neighbouring Germany in early December.”

Police in Innsbruck are trying to identify a group of men accused of sexually assaulting 18 women during New Year’s Eve celebrations. Witnesses said the assailants were in their 20s or 30s and had dark complexions.
The women reported having been groped by up to 10 individuals on the city’s main square where around 25,000 had gathered for a concert and firework display, with visibility limited, senior police official Ernst Kranebitter said.
“It has definitely been proven that they are foreign,” a spokesman for the police in the western province of Tyrol said, adding witnesses reported they spoke English or poor German.
“We are investigating. We have videos of poor quality but we are trying to make the best of them.”

“Philippine security forces killed Thursday the leader of a Muslim militant group that has carried out deadly attacks on civilians to win support from Islamic State fighters in Iraq and Syria, authorities said.
Mohammad Jaafar Maguid, founder and leader of Ansarul Khilafa Philippines, was tracked down and shot at a beach resort on the southern island of Mindanao shortly after midnight, while three “cohorts” were arrested, a police report said.
Ansarul Khilafa is one of several violent Islamic militant groups on Mindanao, homeland of a large Filipino Muslim minority where a decades-old separatist rebellion has claimed more than 120,000 lives.

“The first is about FETÖ,” deputy prime minister said, in reference to the Fethullahist Terror Organization (FETÖ) and its leader Gülen who has been residing in the United States since 1999.
“One cause for optimism is Gülen, who is still trying to lead his organization through open and secret messages. This is a concern for our national security,” Kurtulmu? said, noting that Turkey’s extradition demand has not yet been responded to.
“Even though he has not been immediately extradited, I hope that he would be arrested in line with our judicial cooperation agreement,” he said.
Islamic preacher Gülen has been living in U.S. since 1999, and was previously a close ally of Turkey’s ruling Justice and Development Party (AKP) before they fell out. Turkey now believes followers of Gülen were behind the failed military coup attempt on July 15, 2016.
Kurtulmu? also referred to Washington’s ongoing support for the Syrian Democratic Union Party (PYD) and its armed wing, the People’s Protection Units (YPG), in the fight against the Islamic State of Iraq and the Levant (ISIL). Ties between Ankara and Washington have been severely affected because of disagreement over the role that the YPG should play in the anti-ISIL fight, as Turkey considers the group an affiliate of the outlawed Kurdistan Workers’ Party (PKK) and therefore a terrorist organization.
“Will the U.S. show its existence in the Middle East through cooperation with terror organizations or through its long-standing ally? I believe the U.S. will undergo a clear change in its position and will cooperate with a state like Turkey [under Trump],” Kurtulmu? said.
“Russian has gained enormous power in Syria by siding with the regime. It has increased its presence in the Eastern Mediterranean and it now has new bases in Syria. Russian has returned to the Middle East and the U.S. has left the initiative to the Russians because it did not know what to do,” he added, also referring to Iran’s expanded presence through the Syrian war.
“[The U.S.] believed that [Syrian President Bashar] al-Assad must go, but it had no idea about how to make that happen,” he said.
“That’s why we also believe the U.S. will also have to accompany us if the Turkish-Russian partnership reaches a point [in a Syrian peace deal],” Kurtulmu? added….”

“Justice Minister Walid Al-Samaan, who is the chairman of the Supreme Judicial Council (SJC), approved a proposal by the council asking courts to hold special evening sessions to marry women who are without male guardians or those who have been subjected to adl (refusal of marriage by the male guardian).
Press reports on Wednesday said the minister sent a circular on the proposal to the family affairs courts all over the Kingdom.
He said a number of judges pointed out that many bridegrooms felt embarrassed to conclude marriage contracts with such women in public view and preferred the greater privacy of court sessions in the evenings.
The minister said if the bridegroom requested a special evening session, the chairman of the court should appoint a judge to come in the evening for the purpose.
He said the proposal was made to the Supreme Judicial Council by a number of judges who participated in a program for domestic violence held recently in Riyadh.
According to the ministry’s sources, courts in the Kingdom last year documented a total of 10,223 marriage contracts for women who had no male guardians or who were prevented from getting married by their guardians…”

“Washington: The United States will transfer four detainees to Saudi Arabia from the Guantanamo Bay military prison in the next 24 hours, US officials said on Wednesday, in President Barack Obama’s final push to shrink the inmate population there despite pressure from the president-elect to halt such releases.
It will be the first in Obama’s final flurry of transfers aimed at sending as many as 19 prisoners to at least four countries, including Italy, Oman and the United Arab Emirates, before Donald Trump is sworn in on Jan. 20.
If the final transfers go according to plan, only about 40 prisoners will remain at Guantanamo, despite Obama’s pledge to close the controversial facility at the US naval base in Cuba.
The Republican president-elect has vowed, however, to keep the Guantanamo military prison open and “load it up with some bad dudes.”
The Obama administration notified Congress last month of its intention to make the additional transfers, Reuters has reported.
Those being transferred make up the bulk of the 23 prisoners declared in parole-style hearings to be safe for repatriation or resettlement in other countries.
Trump on Tuesday signaled his view that all of those held at Guantanamo should remain, despite lengthy inter-agency reviews that deemed many of them eligible to leave.
Trump’s tweets
“There should be no further releases from Gitmo,” he tweeted. “These are extremely dangerous people and should not be allowed back onto the battlefield.”
The White House dismissed Trump’s objections and said transfers from Guantanamo, opened by former President George W. Bush to hold terrorism suspects rounded up overseas following the September 11, 2001 attacks, would continue until Trump takes office.
“We expect that there will be more transfers,” said White House spokeswoman Emily Horne. “We do not comment on the progress of individual detainee transfers until they are completed.”
The two US officials, who spoke on condition of anonymity, were unable to provide the nationalities of the prisoners who were headed to Saudi Arabia.
Last April, the kingdom — one of the top US allies in the region — accepted nine Yemenis under a long-negotiated deal between Washington and Riyadh.
Of the 59 prisoners remaining at Guantanamo before the latest transfer, 10 face charges in military commissions, including alleged plotters of the Sept. 11 attacks, while about two dozens have not been charged but have been deemed too dangerous to release.
Obama, who inherited 242 detainees at Guantanamo Bay when he took office in 2009 and has called it a “recruiting tool” for terrorists, has slowly whittled the number downward.
Under Bush, the prison came to symbolize aggressive detention practices that opened the United States to accusations of torture.
Obama’s efforts to close the prison have been blocked by mostly Republican opposition in Congress, which has barred him from moving any prisoners to the US mainland.
Foot-dragging by Pentagon officials has also been blamed for slowing transfers.

The white schoolboy was dragged in and ordered to spend time with an imam and visit a mosque after he made comments in school about Muslims “trying to take over the country”, according to local reports.
Channel is part of the counter-terror Prevent scheme, which aims to curb recruitment by Islamic terrorists and is used in the most serious cases of radicalisation, targeting “individuals at risk of being drawn into violent extremism”.
The organisation said the 14-year-old was signed up to volunteer with a “multi-faith project” after he was “vocal in his views around what Muslim people should or shouldn’t be allowed to wear”.
Detective Superintendent Nik Adams, North East regional coordinator for Prevent, said the child had illustrated a “genuine vulnerability”.
He told The Yorkshire Post: “He was saying that Muslim women shouldn’t be allowed to wear the niqab and he had his head filled with nonsense that Muslims were trying to take over the country.”
The paper says the child lived in a predominantly white area and he was strongly influenced by the “far-right views of his father” who is separated from his mother.
As part of the programme, the boy was introduced to a white, male officer of a similar age to his father to build a relationship before he was handed over to a younger, Muslim officer.
Mr Adams added: “It has had a fantastic impact on him in terms of his school reports, how he has settled, we’re not getting any more of those anti-Muslim comments, he is getting on better with teachers.”
The decision to publicise the work of Channel targeting a white schoolboy is an unusual move, but the organisation has repeatedly been branded “racist” and accused of “unfairly targeting Muslims”….”

Lawsuit seeks to ban Google from US government contracts
SAN FRANCISCO (AP) — The U.S. Labor Department is trying to bar Google from doing business with the federal government unless the internet company turns over confidential information about thousands of its employees.
The potential banishment is being sought in a Labor Department lawsuit filed Wednesday with the Office of Administrative Law Judges.
The complaint alleges that Google has repeatedly refused to provide the Labor Department with employee compensation records and other information as part of an audit designed to ensure the company isn’t discriminating against workers based on gender or race.
The review of how Google pays the thousands of workers at its Mountain View, California, headquarters is allowed under decades-old laws regulating U.S. government contractors.
Google has struck a series of deals with various federal government agencies during the past decade, including a digital advertising agreement cited by the Labor Department that has generated more than $600,000 for the company since June 2014, according to the complaint. That amount is a pittance for Google, whose revenue has surpassed $130 billion during the same span.

U.S. military intelligence has identified a headquarters for a Chinese military hacking unit — inside two Beijing hotels.
According to an open-source intelligence report produced by the Army’s Asian Studies Detachment, “the Headquarters/Jintang and Seasons Hotel appear to be located in the same or at least adjacent buildings, both of which are, according to available information, owned by or connected to the People’s Liberation Army 4th Department.”
The Fourth Department, known as 4PLA, until recently was part of the military’s General Staff Department and is also known as the Electronic Countermeasures and Radar Department. The unit was reorganized into a new PLA service called the Strategic Support Force. The roll of the department is to conduct offensive electronic warfare and information warfare, including offensive cyberattacks.
The electronic and information warfare are among China’s most secret operations, and the location of the headquarters at the hotels appears to be following the strategic dictum of hiding in plain sight.

TURKEY – IZMIR – Turkish police kill two suspected attackers after car bomb in Izmir
Turkish police shot dead two attackers and were searching for a third after a car bomb exploded outside a courthouse in the Aegean coastal city of Izmir on Thursday, wounding at least 10 people, state media and local officials said.
The blast was caused by a car bomb, Izmir municipality secretary general Bugra Gokce told broadcaster CNN Turk.
A security source told Reuters police had shot dead two attackers following the blast, and the state-run Anadolu news agency said they were searching for a third. Hospital sources said ten people had been brought in wounded.
The bombing comes less than a week after a gunman shot dead 39 people at a nightclub in Istanbul on New Year’s Day in an attack claimed by Islamic State. The gunman is still at large.
Police detained 20 suspected Islamic State militants thought to be of Central Asian and North African origin in Izmir on Wednesday, in raids Turkish media said were linked to the Istanbul nightclub attack.

Two attackers have been killed by Turkish police after an explosion near a courthouse in the coastal city of Izmir.
Provincial governor Erol Ayyildiz told reporters: “A clash erupted after our police officers wanted to stop a vehicle at a police checkpoint in front of Bayrakli courthouse.
“In this clash, terrorists detonated the car bomb while trying to escape.”
Mr Ayyildiz said a police officer and a courthouse employee had been killed in the attack.
Five others were injured, some of them critically.
The attackers were armed with Kalashnikov rifles and grenades, he added.
A rocket launcher, automatic rifle and eight hand grenades were seized by police.
“Initial evidence suggests the PKK was behind the attack,” Mr Ayyildiz said.
Turkey’s deputy prime minister, Veysi Kaynak, said that based on the weapons found, it is believed that a much larger attack was being planned.
The governor said a second vehicle which is thought to have belonged to the attackers was destroyed in a controlled explosion.
Sky News producer Zein Ja’far said the explosion was “near the entrance where judges and prosecutors come in and out”.
Twenty suspected Islamic State militants were held in Izmir on Wednesday.

WASHINGTON (AP) — The nation’s top intelligence official said Thursday that Russia undoubtedly interfered in America’s 2016 presidential election but stopped short of using the explosive description “an act of war,” telling lawmakers such a call isn’t within the purview of the U.S. intelligence community.
In a joint report that roiled the presidential campaign last fall, the Homeland Security Department and the intelligence community said the U.S. was confident of foreign meddling, including Russian government hacking of Democratic emails.
In its assessment, the intelligence community has said Moscow interfered to help Republican Donald Trump win.

2016 was a fine year for Islamist terrorism and an even finer year for Western political distraction. While Islamic terrorists repeatedly succeeded in carrying out mass-casualty terrorist attacks, as well as a constant run of smaller-scale strikes, the political leadership of the free world continued to try to divert their public.
The most striking example of the year came in the summer with the French debate over whether or not to ban the “burkini” from the beaches of France. The row erupted in the days after another 86 people were murdered in a jihadist terrorist assault — this time in Nice, France. With no one sure how to prevent access to vehicles or any idea how many French Muslims might want to follow suit, the French media and authorities chose to debate an item of beachwear. The carefully staged decision by an Australian Muslim woman to have herself filmed while wearing a burkini on a French beach ignited the row, which was eagerly seized upon by politicians.
At the local and national level, the decision to discuss the burkini allowed all the larger political issues behind Europe’s growing security problem to be ignored. In the wake of Nice, there should have been a fulsome public discussion over what if anything can be done to ensure that people who have been in France for many years — in some cases their entire lives — are not indoctrinated to hate the country so much that they drive a truck through a crowded sea-front on Bastille Day. Or there could have been a wide public debate over whether, with so many radicalised Muslims already in France, it was a wise or foolish idea to continue to import large numbers of Muslims into this already simmering situation.
As it was, neither of these debates did occur, and no meaningful political action was taken. Instead, the issue of the burkini sucked all the oxygen out of the debate, leaving no room to discuss anything more serious or longer term than beachwear.

Germany: Fire breaks out at refugee shelter in Hoevelhof
A fire broke out in a refugee shelter in Hoevelhof, North Rhine-Westphalia, on Thursday. According to reports one person has been seriously injured, whilst a further 30 have received medical care due to smoke inhalation.

U.S. Army eases rules on beards, turbans for Muslim, Sikh troops
The U.S. Army has taken new steps to make it easier for Sikhs, Muslims and other religious minorities to obtain approval to dress and groom themselves according to their religious customs while serving in the military, a spokesman said on Thursday.
Army Secretary Eric Fanning, in a memorandum signed this week, revised the uniform policy to set appearance standards for people seeking religious accommodations to wear beards, turbans and head scarfs.
The new rules also enable brigade-level commanders to approve the religious accommodations, an authority that previously rested with the Army secretary. Denial of a religious accommodation may be appealed as high as the Army secretary.
An approved religious accommodation will continue throughout the soldier’s career and may not be revoked or modified without approval of the Army secretary, the memo says. The accommodation will not affect job specialties or duty locations, except in a few limited cases, the memo says.
“Our goal is to balance soldier readiness and safety with the accommodation of our soldiers’ faith practices, and this latest directive allows us to do that,” Lieutenant Colonel Randy Taylor said in a statement.
The new rules were welcomed by the Sikh Coalition.
“We are pleased with the progress that this new policy represents for religious tolerance and diversity,” said coalition Legal Director Harsimran Kaur.
Sikhs have a long tradition of military service in India and elsewhere and have served in the United States as far back as World War One. But uniform reforms after the Vietnam War made it difficult for them to serve without violating the tenets of their faith.
The new rules permit religious accommodations for beards, but they may not be longer than 2 inches unless rolled or tied up. Soldiers with a religious accommodation may wear a turban or under-turban known as a patka.
Soldiers with religious accommodations still must be able to wear combat helmets and other protective headgear and must modify their hairstyles to achieve a proper fit.
The new rules allow head scarfs, or hijabs, for Muslim women. They must be of a similar color to the uniform and be free of designs or markings, unless they are camouflage and worn with a camouflage uniform.
Hair grooming rules have been amended to allow for braids, cornrows, twists or locks, the memo said.

USA – Longmont resident won’t remove anti-Muslim sign from front yard
City officials visited Harry McNevin this week to ask that he remove or alter sign
A Longmont resident has declined city officials’ request that he remove a homemade sign bearing an anti-Muslim message from his front yard after it drew complaints that it promotes hatred.
Painted in red on a wooden board chained to a tree in front of Harry McNevin’s home at 1700 17th Ave. are the words: “Muslim’s kill Muslim’s (sic) if they don’t agree. Where does that leave you, ‘infidel.'”
People have called the message “hate speech,” but Boulder County District Attorney Stan Garnett said the First Amendment to the U.S. Constitution protects Americans’ ability to express their opinions.
“As offensive as a sign like that might be, most of the time a sign on private property is not going to be a criminal violation of any sort,” Garnett said. “That was our impression here as well.”
McNevin, 83, has lived on 17th Avenue for 40 years. He said the phrase expresses his belief that Muslims are a threat and should not enter the country.
“They’re not our friends, they’re our enemies,” McNevin said. “And as they march up and down in Iran, the Shiites, what do they say? Death to America.”
Longmont Public Safety Chief Mike Butler said he and Carmen Ramirez, the city’s community and neighborhood resources manager, visited McNevin on Monday after hearing concerns from community members fearful of the language.
Butler said he had hoped to “appeal to his sense of civility” by asking McNevin to remove the sign or change the wording.
McNevin interpreted the visit from city officials as their insurance of his safety. He said he has posted other signs in the past, including a “Trump for President” sign that he said a group of kids attempted to steal from his lawn.
He said he believes the new sign is factual and not a generalization. He said he wouldn’t know how to change the wording.
“What’s wrong with our country if people can’t have different opinions?” McNevin said.
‘Wouldn’t want to go around promoting hate’
Longmont resident Shawn Taylor sees it differently. She said the phrase is obvious hate speech that does not belong in Longmont or the country.
“We need to move past this type of hatred and learn to live together,” she wrote in a Facebook comment responding to a Times-Call reporter. ” Just because we have a hater and bigot for our new president, doesn’t mean we as Americans have to follow his lead in that regard.”
She said she and her sister are considering staging a protest in front of McNevin’s house once they figure out exactly what he means so they can craft their retort.
For Kimberley Miller-Sjostrom, the two words “kill Muslims” first caught her attention. She said she had to drive past the sign again to catch the rest of its message, and, even then, she couldn’t tell what the cursive writing underneath said or meant.
“I know that there’s the freedom of speech and freedom of religion,” she said. “For myself, I just wouldn’t want to go around promoting hate.”
‘Maybe if he actually met a Muslim…’
Farah Afzal, outreach team member with the Islamic Center of Boulder, said she had difficulty understanding what McNevin intended by the message. But she sensed animosity toward “a certain group of people.”
“He has a right to express his opinion, but maybe if he actually met a Muslim his views might change,” she said. “Muslims do not hate Americans or, for that sake, any people.”
Afzal said Islam teaches followers to love all of God’s creation, and Muslims condemn killing innocent souls, but it’s the U.S. government’s foreign policies that some people disagree with.
She said all religions have extreme groups, which does not give people the right to generalize a whole population under one banner.
The Islamic Center is hosting an open house from 1 to 3 p.m. Feb. 19 at 5495 Baseline Road in Boulder, and Afzal said McNevin is welcome to meet Muslims there.
“I thank all of our well wishers and hope we can stand together against bigotry towards any group of people,” Afzal said.
