Harris, a lawyer and one of Canada’s leading terrorism experts. But Harris, a recent witness before the U.S. Senate Homeland Security Committee, never relented in his refusal to withdraw a public characterization of Mattson as “radical,” nor would he offer apologies, damages, or costs. This forced Mattson, likely fearing what a full legal-disclosure process would reveal, to give up all her demands. In a stunning reversal, and despite her claim of grave reputational damage, Mattson recently agreed to have the Superior Court of Ontario dismiss her own suit.

    ALEXANDRIA, Va. (AP) — A Virginia man has been charged with attempting to assist the Islamic State by photographing targets in the Washington, D.C., area for what he thought would be a video encouraging lone-wolf terrorist attacks in the nation’s capital.

    Haris Qamar, 25, of Burke is the second person this week from the northern Virginia suburbs to be charged at the federal courthouse in Alexandria with attempting to support the Islamic State.

    At an initial appearance Friday, a magistrate ordered that Qamar be held pending a detention hearing scheduled for Wednesday, and that he receive a court-appointed lawyer.

    Qamar came to authorities’ attention through Twitter posts about supporting terrorist attacks that appeared under variations of the handle “newerajihadi,” court documents show.

    Two Syrians were killed when a homemade explosive device they were building accidentally detonated in the Reyhanl? district of the southeastern province of Hatay on July 6, as Turkish security officials were investigating whether the men had any links to terror organizations.

    “An explosion took place in a house in the Kanatl? neighborhood of the Reyhanl? district at around 4:30 p.m. Two Syrians, who were wounded while preparing explosives according to the initial examinations, were taken to the hospital,” a statement released from the Hatay Governor’s Office read, while adding that the wounded later succumbed to their injuries.

    Reports indicated the blast occurred on the second floor of a three-story apartment on ?ehit Sedat Pi?en Street near the district’s center.

    The two Syrian men, identified as Usam Isa and Rahmi Hadad, sustained serious injuries, as their limbs were dismembered during the explosion, before they succumbed to their wounds at a local hospital.

    A German couple were taken to court and sentenced after they created a Facebook group that criticised migrants and the government’s mass migration policy.
    The couple, who live in the German town of Vierkirchen, stood accused of inciting hatred toward migrants via the Facebook group that the pair had created called the “Anti-refugee movement” (AFB). The group is said, by the court, to have been a clear incitement against migrants and as a result both 27-year-old Peter M. and his 26-year-old wife Melanie M. were found guilty of hate speech, Merkur reports.

    The statements on the Facebook group did not seem to contain anything overtly nationalistic or Nazi-inspired, but rather expressed deep concern about the situation in Germany relating to mass migration.

    According to the court, the page, which has been taken down, in its first post stated: “The war and economic refugees are flooding our country. They bring terror, fear, sorrow. They rape our women and put our children at risk,” which along with a German flag as the groups profile photo, was enough to bring the couple to court for hate speech.

    As a result of the migrant influx to Germany, nearly a third of municipalities in a new study revealed that they would have to go into debt this year.
    A study, entitled “Refugee Integration: Challenges for German Municipalities”, surveyed 300 of 1,554 cities and towns with more than 10,000 inhabitants. Given it only sampled 300, and that there are large numbers of migrants in towns with smaller populations, the Berlin Journal estimates the actual numbers of towns heading into debt to be much higher.

    The Berlin Journal revealed that most towns surveyed have already had to absorb any additional debt for the migrant influx. This year, however, 29 per cent of the municipalities said they would outright be driven into debt by the migrants.

    The cities and towns surveyed said the influx of migrants would send them into €1.1 billion of debt. They said by next year, the cost of migrants to these municipalities is likely to go up by €70 million.

    One John Mbah, a victim of Boko Haram attack, has demanded justice from the Federal Government following his brutal ordeal with the insurgents.
    Mbah, who now resides in Okpoko, Ogbaru Local Government Area of Anambra State, said he was living in Dadawa, an outskirt of Sabongari, Kano State when the incident occurred on April 30.

    The victim lamented how his entire family was burnt to death in his church – Discipleship Ministries in the area by the dreaded Islamic religious sect.

    Speaking on NTA on Wednesday, Mbah said his father, Pastor Kenneth Mbah and sister, Adaugo Mbah were burnt alive.

    He said, “On the fateful day, while we were in the church praying, they stormed and ordered us to renounce our Christian faith or be killed.

    “As my father was about to beg them to allow him to be with his faith, they set him ablaze with the fuel they were carrying and when my sister, Adaugo Kenneth, rushed to him to stop the inferno, they poured fuel on her too.

    “Because their attention was on the fire, my elder brother, Nnamdi Kenneth and I sneaked into the inner apartment and as they were ordering us to come out, we knew it was our turn to be killed, so we escaped through the window.

    “As we were running in different directions, I heard my father and sister crying in pain but I had no option than to save my life first.

    The Koran tells us explicitly that ‘children’ do not have to wear the hijab – only when the father decides that his daughter is old enough for marriage should she begin to wear the hijab. Please, remember that the next time you see little girls in a hijab…

  12. Germany – Police report increase in sex crimes at swimming pools

    In all the instances of crimes carried out by groups – what the police describe as “a new form of criminality” – the perpetrators were not German, police say.

    “The allegations range from insults to exhibitionism to assault and rape,” an LZPD spokesperson told the paper. The speaker added that a “disproportionate” number of the allegations were made against men with a migrant background.

  13. Police say officers have been targeted in Missouri, Georgia and Tennessee

    Police say officers have been targeted in Tennessee, Georgia and Missouri in the aftermath of two high-profile killings of black men by law enforcement.

    The attack in Tennessee occurred hours before the killing of five police officers in Dallas on Thursday night during a protest. The Tennessee Bureau of Investigation says the attacker told authorities that he was frustrated by the recent killings by police of black men in Louisiana and Minnesota.

    Police have not disclosed a motive in Friday’s attacks in Georgia and Missouri, which have been described as ambushes.

    In a fourth attack early Friday, a motorist fired at a police car as the officer drove by. In all, four officers were wounded. The officer wounded outside St. Louis is in critical but stable condition. The wounded officers are expected to survive.

  14. FBI Issues Alert in Louisiana: Violence Against Law Enforcement Officers, Riots

    The FBI issued an alert to Louisiana law enforcement agencies warning of violence against officers and planned riots in the aftermath of this week’s high-profile fatal shooting of a black man by Baton Rouge Police. Judicial Watch obtained a copy of the situational information report, which was distributed to police and sheriff departments in Bossier, Caddo Parish and east Baton Rouge as well as Louisiana State Police.

    Titled “Violence Against Law Enforcement Officers and Riots Planned for 8-10 July 2016,” the alert warns that “multiple groups are calling for or planning riots and/or violence against law enforcement in Baton Rouge and Shreveport, Louisiana beginning Friday July 8 2016 and continuing through at least July 10, 2016. The document is labeled “FOUO” (For Official Use Only), a term the government uses to mark sensitive information that’s not classified. It was issued by the New Orleans division of the FBI. The agency did not respond to multiple calls from Judicial Watch for comment.

    On the group’s social media, they called the police department the “Baton Rouge Pig Department,” a term that is often used by militants against police officers across the country, in an exclusive Hayride report.

    Check out the invitation to the protest, which is supposed to take place tomorrow and where sources tell the Hayride that out-of-towners are expected to show up in order to wreak havoc on the city.

  16. Seoul says N. Korea test-fires submarine-launched missile

    SEOUL, South Korea (AP) — South Korea said that North Korea on Saturday test-fired what appeared to be a submarine-launched ballistic missile off its eastern coast.

    The missile was fired from a location near the North Korean coastal town of Sinpo, where analysts have previously detected efforts by the North to develop submarine-launched ballistic missile systems, said an official from Seoul’s Defense Ministry, who didn’t want to be named, citing office rules. He couldn’t immediately confirm how far the missile traveled and where it landed.

    North Korea’s acquiring the ability to launch missiles from submarines would be an alarming development for rivals and neighbors because missiles from submerged vessels are harder to detect in advance. While security experts say it’s unlikely that North Korea possesses an operational submarine capable of firing missiles, they acknowledge that the North is making progress on such technology.

    North Korea already has a considerable arsenal of land-based ballistic missiles and is believed to be advancing its efforts to miniaturize nuclear warheads mounted on missiles through nuclear and rocket tests.

    Nine more killed in Philippine ‘war on drugs

    MANILA: Nine people were killed overnight in the Philippines, authorities said Saturday, as police and suspected anti-drug vigilantes pushed ahead with President Rodrigo Duterte’s controversial war on crime.

    Duterte won the May 9 election by a landslide, largely on a pledge to kill tens of thousands of drug dealers and other criminals, and has urged the police, civilians and even insurgents to help in the killings.

    More than 100 suspects have been killed in the seven weeks since Duterte’s election.

    One pre-dawn raid in the town of Matalam, about 900 kilometres south of Manila, left eight “drug personalities” dead on Saturday, including a woman, regional police spokesman Superintendent Romeo Galgo told reporters.

    One other person was arrested on suspicion of drug offences, Galgo said, adding that three pistols and four grenades were found on the dead suspects.

    In Manila, police said they found an unidentified dead man, his entire head wrapped in tape, on a poorly lit road late Friday. His torso was covered with a cardboard sign reading: “I am a Pusher”.

    Terror, we are told constantly, is the biggest threat to America. It is. The terror of race and class and hatred, of divisiveness and ugly rhetoric and too many guns. The terror of too many whites hating blacks, or browns, too many blacks hating policemen, too many Republicans hating Democrats, and hating this President most of all. Donald Trump talks about “America First.” Okay. But which America?

    These are the new 60s in this country, only meaner and far more dangerous. And even less innocent than that time was, even with a different kind of war to hate. We keep killing our own now, and then when there are protests about that, we kill the people trying to keep the protesters safe.

  19. Democrats’ false anti-police rhetoric increases risk of attacks on police

    Yesterday, five cops were murdered in Dallas by a black shooter who hated the police. This came after months of the police being scapegoated by liberal politicians. Democratic leaders have sought to mobilize their party’s black base by inflaming hostility to the police. Hillary Clinton falsely claimed that there is “‘systemic racism’ in police departments” fueling “mass incarceration,” both before and after the murder of the five police officers in Dallas. Similarly, President Obama claimed yesterday that there are “troubling” “racial disparities” in “our criminal justice system” that show systemic racism in law enforcement, rather than merely “isolated” wrongdoing by individual cops.

    Such claims inflame animosity towards police among African-Americans – perhaps including the Dallas shooter. As Aaron Bandler notes at the Daily Wire, “Anti-police rhetoric has deadly consequences.” As the Dallas Police Chief revealed, the Dallas shooter “said he was upset about the recent police shootings. The suspect said he was upset at white people. The suspect stated he wanted to kill white people, especially white officers.” Earlier, the New York Times reported that in “Minnesota on Thursday night, some protesters had chanted, ‘Kill the police.’” “On social media, there were salutes to the sniper.”

    These liberal claims of “systemic racism” are based on ignorance of the federal government’s own crime statistics, which show that higher arrest rates among blacks are due to a higher crime rate among blacks — not police racism. But these false claims make it appear to many in the black community as if individual tragic deaths of black men like Philando Castile are part of a systematic police campaign to put black men in prison or an early grave — which is just not so. Just as periodic police shootings of unarmed white teenagers does not show a police conspiracy against white men. Indeed, “cops killed nearly twice as many whites as blacks in 2015.”

    The murder rate is eight times higher among blacks than among non-Hispanic whites. (See Wikipedia, “Race and Crime in the United States.”) More than half of all murders are committed by blacks, who are just 13% of the population. (See FBI, “2014 Uniform Crime Reports: Crime in the United States,” Table 43A, Arrests by Race, 2014.)

  20. Dallas sniper followed black militant groups, sent home from Afghanistan

    MESQUITE, Texas (AP) — The Dallas sniper had been sent home from Afghanistan after being accused of sexually harassing a female, and was described as a loner who followed black militant groups on social media.

    Micah Xavier Johnson, who fatally shot five officers and wounded seven more before police killed him with a remote-controlled bomb on Friday, lived with family members in the blue-collar suburb of Mesquite, where he played basketball for hours at a time.

    Friends there said the 25-year-old black man didn’t seem interested in politics, but his Facebook page suggests otherwise: He “liked” black militant groups including the African American Defense League and the New Black Panther Party, which was founded in Dallas.

    His photo showed him wearing a dashiki and raising his fist over the words “Black Power,” and his cover shot carried the red, black and green Pan-African flag.

    For six years starting in 2009, Johnson served in the Army Reserve as a private first class with a specialty in carpentry and masonry, the military said.

    In May 2014, six months into his Afghanistan tour, he was accused of sexual harassment by a female soldier. The Army sent him stateside, recommending an “other than honorable discharge,” said Bradford Glendening, the military lawyer who represented him.

    That recommendation was “highly unusual,” Bradford said, since counseling is usually ordered before more drastic steps are taken.

  21. Missouri officer shot and wounded during traffic stop; suspect held

    BALLWIN — A Ballwin Police officer is in critical condition after he was shot in the neck during a traffic stop earlier today, sources say.

    Sources say without further explanation that the officer was shot at least once from behind and there were at least three shots fired at him. A suspect was captured shortly later during a foot chase, the sources say.

    A weapon was recovered, according to St. Louis County Police, who are taking over the investigation.

    The male officer was taken to Mercy Hospital St. Louis, in Creve Coeur, police sources said.

    A briefing by St. Louis County Police Chief Jon Belmar and Ballwin Chief Kevin Scott was expected at 3 p.m. at Ballwin police headquarters.

  22. Passivity in the Face of Big-Power Aggression

    Speaking in April at the Aspen Security Forum in London, Douglas Lute, Washington’s permanent representative to NATO, said:

    “So essentially there is a sense that, yes, there is a new more assertive, maybe even more aggressive Russia, but that fundamentally Russia is a state in decline. We have conversations in NATO headquarters about states in decline and arrive at two fundamental models: states in rapid decline which typically lead to chaos and breakdown, and states in gradual decline. Then we ask ourselves: Which of these two tracks would we rather have our nearest, most militarily capable neighbor, with thousands of nuclear weapons, move along? To many, trying to manage Russia’s decline seems more attractive than a failed state of that size and magnitude right on the border of NATO.”

    Lute explained why the West adopted clearly inadequate measures to stop Russia after its seizure of Crimea and portions of Donbass. As the thoughtful diplomat explains, “it may not make sense to push further now and maybe even—and maybe accelerate or destabilize that decline.”

    If we do not act because Russia is weak, then how do we explain the West’s China policies? China, in the estimation of almost all policymakers and analysts, is not on the way down. On the contrary, they believe it is ascendant.

  23. CANADA – Liberals promise more than $150 million per year in aid to Afghanistan to battle escalating insurgency

    WARSAW, Poland — Canada is promising more cash to Afghanistan — while some of its allies plan to keep troops in the country to help it deal with an escalating insurgency.

    The Liberal government is renewing more than $150 million per year for aid projects in Afghanistan and to help the country’s security forces. The new money will kick in once Canada’s existing commitment, pledged by the previous Conservative government in 2012, ends next year. It will continue to 2020.

    Prime Minister Justin Trudeau announced the commitment during a special session on Afghanistan at the NATO leaders’ summit in Poland on Saturday, after having met with Afghan President Ashraf Ghani in Warsaw on Friday.

    The new funding extends Canada’s involvement in Afghanistan to nearly two decades. Canada first got involved in the country’s affairs following the terrorist attacks of Sept. 11, 2001, before sending combat troops to the southern province of Kandahar in 2006. It also contributed billions in aid.

    By the time the combat mission ended in 2011, 158 Canadian soldiers, one diplomat and one journalist had been killed. Canada continued to train Afghan security forces in the capital Kabul for the next three years, until the last troops left in December 2014.

    Since then, the security situation in Afghanistan has worsened. Violence has increased across the country, with the Taliban capturing territory and launching attacks on the capital as the U.S. and other allies have drawn down troop levels and increasingly left Afghan forces to deal with security.

    The situation has gotten so bad that Trudeau was warned in a secret briefing note last November that the country could again become a haven for terrorists, which was why the West launched military action to begin with. The so called Islamic State has also been making inroads, making the situation even more desperate.

    In recognition of what he described as the “precarious” situation in Afghanistan, President Barack Obama announced last week the U.S. would leave 8,400 troops in Afghanistan until at least 2017. That is about 3,000 more than originally planned.

    The United Kingdom had planned to withdraw its remaining 450 troops from Afghanistan by the end of this year. However, British Prime Minister David Cameron announced Saturday that it will actually increase the troop complement to 500 to help continue training Afghan forces.

    Australia is also shelving plans to withdraw its 270 troops from Afghanistan until at least next year.

    Meanwhile, Canada’s new funding will be different than what came before in that the emphasis will be on development instead of security. The Liberals have pledged $56 million per year for the Afghan security forces and $90 million for aid. Under the Conservatives, the ratio was flipped.

    Canada recommits funding for Afghan security, development

    $465M to be spent on defence, women’s rights and meeting ‘the basic needs of Afghans,’ PMO says

    Canada will spend $465 million to help cover the bill for Afghan security forces and to pay for development assistance over three years, the Liberal government announced Saturday at the conclusion of the NATO leaders’ summit.

    The cash represents a renewal of funding programs that are set to expire next year.

    The former Conservative government committed a total of $557 million toward an international fund to support security forces, including the fledgling Afghan army, and for Canadian-directed humanitarian and development projects.

    A statement by the Prime Minister’s Office didn’t breakdown how much would be spent on security and how much will go toward development, but noted the aid would “support women’s and girls’ rights and empowerment, and to help meet the basic needs of Afghans.”

    Prime Minister Justin Trudeau met late Friday with Afghanistan’s two top political figures on the margins of the Warsaw summit.

  24. INDIA – 10 Dead In Clashes After Terrorist Burhan Wani’s Killing In Kashmir

    Srinagar: 10 people have died and nearly 200 have been injured in clashes in Kashmir, a day after Hizbul Mujahideen commander Burhan Muzaffar Wani was killed, the police said. Police stations and minority camps have also come under attack, a senior officer said.

    Violent clashes broke out in several places of Jammu and Kashmir with situation particularly “bad” in south Kashmir, the police said. More than 90 of those wounded were security personnel, senior police officer SM Sahai said.

    There is curfew in large parts of Srinagar and several areas of south Kashmir. Security forces were attacked and attempts were made to snatch their weapons. There were incidents of stone pelting and arson.

    Chief Minister Mehbooba Mufti said that “disproportionate use of force for crowd control results in loss of precious lives” and urged the police to follow Standard Operating Procedure. “I express profound grief over the tragic death of the youths and extend my heart-felt condolences to the bereaved family members,” she said in a statement. Senior police officers at a press conference today said they were practicing restraint.

    Despite restrictions, a large number of people gathered in Tral for Burhan Wani’s funeral today. He was killed in an intelligence-led police operation along with two other terrorists on Friday afternoon.

    Several separatist leaders including Syed Ali Geelani and Mirwaiz Umer Farooq, who have called for a valley-wide shutdown today to protest against Wani’s killing, have been placed under house arrest. Jammu and Kashmir Liberation Front (JKLF) chairman Mohammad Yasin Malik was arrested after said he would lead a protest march.

    Burhan Wani, 22, had become the face of new militancy in Kashmir, representing the disturbing profile of young, educated local boys taking up arms. He featured in videos circulated on Facebook and WhatsApp aimed at recruiting young Kashmiri men for terror.

    She is dressed in a black shirt and pants with a denim button-down draped over her shoulders. Her look is topped off with a scarf, neatly knotted on her head.

    For Mustafa, that headscarf is the “centrepiece” of her ensemble.

    “I base my outfits around my hijab — hijab always comes first,” she said. “It’s a part of how I portray my modesty and my religion. It’s the one thing in my outfits that is constantly there.”[…]

    ‘Muslim women need to be everywhere’

    Mustafa and Doulah said they want to use YouTube as an outlet to showcase their style but also challenge the notion that a hijab is restricting.

    “There’s the idea that without [a hijab], you’re prettier, you’re more liberated, you’re not oppressed. Those are the stereotypes me and Haleema and a lot of YouTubers try to defy,” Doulah said.
    Mustafa said she wants to make Muslim women more visible through their YouTube channel.

    “Muslim women need to be everywhere,” she said. “In popular media, in television shows, YouTube. Go for it, do whatever you want.”

    • CBC – Pamphlet targeting Quebec City mosque sparks police probe

      ‘We have to denounce this kind of garbage,’ said Sainte-Foy resident

      Quebec City police have opened an investigation into the distribution of a pamphlet that makes unfounded allegations about a local mosque.

      The pamphlets have turned up in mailboxes in the Sainte-Foy neighbourhood and target the same mosque that was the site of an Islamophobic incident last month.

      A pig’s head was left outside the Centre culturel islamique de Québec in June. The package was accompanied by a note that read “Bon appétit.” Islam prohibits the consumption of pork.

      In a recent days, residents have complained about receiving a pamphlet that makes a positive reference to the June incident. It also claims the mosque is linked to jihadist groups and promotes Sharia law and homophobia.

      “It’s incredible that we can insinuate these things under the cover of anonymity,” said Nicole Villeneuve, one of the residents who received the pamphlet.

      “It leaves unpleasant traces on the population. We have to denounce this kind of garbage.”

      The pamphlets are unsigned, but residents described seeing them delivered by a man and a woman.

      The head of the mosque, Mohamed Yangui, said the pamphlet wouldn’t shake their outlook.

      “We are Quebec Muslims,” he said. “We will continue to contribute positively to Quebec society.”

    The Committee further recommended the UK adopt a “socially equitable” tax policy and demanded the Tory party pursue a feminist agenda.

    The UK should “intensify its efforts to increase the level of representation of women in decision-making positions, both in the public and private sectors… [and] adopt effective measures to eliminate the persistent gender pay gap,” they insisted.

    “The Committee notes with concern that certain groups of the population are more affected by, or at an increased risk of, poverty, in particular persons with disabilities, persons belonging to ethnic, religious or other minorities, single-parent families and families with children,” authors write.

    Adding: “Despite the increase of the national minimum wage that came into effect on 1 April 2016, the Committee is concerned that it is not sufficient to ensure a decent standard of living in the State party.”

    The conclusions of the reports were based on evidence provided by campaigning charities and largely left-wing campaign groups.

    Just Fair, for example, an “economic, social and cultural rights movement”, supplied a large chunk of the evidence, and is run by card-carrying members of the Labour party, Europhiles and left-wing campaigners.”

    “A new study suggests that there is no clear link between refugees and most kinds of crime.

    The news comes as many have tried to tie the mass sexual assaults committed in Cologne on New Year’s Eve to migration in general.

    It is perhaps the phrase that 2015 will be remembered for in Germany: “welcome culture.”

    However, many Germans felt a lot less welcoming following events in the final hours of a year in which more than 1 million people, mostly from the Middle East and Africa, sought asylum in the country. Primarily in Cologne, mass sexual assaults largely blamed on North African migrants caused outrage and shock.

    Since the events of New Year’s Eve, doubts have grown about Germany’s ability to integrate refugees, especially those from Muslim countries. Many commentators and political figures have alleged that migrants have brought an increase in crime to Germany.

    The Berlin-based pro-migration group Mediendienst Integration (Integration Media Service) has presented a study authored by the Münster criminologist Christian Walburg that claims to refute any link between national origin and crime.

    The study is based primarily on statistics from Germany’s Federal Criminal Police Office.

    Walburg told DW that there had been no increase in the number offenses per 100,000 people for the most common types of crimes. However, he said there had been two areas that had indeed shown significant increases: burglaries and pickpocketing.

    Ulf Küch, the head of the criminal police in the central city of Braunschweig, said these particular crimes were not committed by refugees who came in 2015, many of whom were fleeing conflict in the Middle East.

    “These are those who come from Eastern Europe and those who are from the Maghreb,” Küch said.

    “But they do not belong to the group of people who arrived last year with the influx of refugees.” In many cases, Küch said, the people who commit such lower-level thefts have been living in Germany for years.

    ‘Welcome structure’ needed

    Sandra Bucerius, a criminologist from the University of Alberta, has arrived at even more surprising results. For years, she has examined the relationship between migration in crime in Canada, which has a long history of immigration.

    “The studies in the international arena are clear,” Bucerius told DW. “Clear in the sense that immigration tends to reduce national crime rates and not raise them.”

    Bucerius said, however, that the second generation, or the children of migrants, often would show an increase in crime – and that a particularly strong risk factor is a lack of social integration.

    This has worked out better in countries that have been traditional destinations for migrants than in European countries that do not consider themselves as such, she said:

    “Alongside a welcome culture, the point could be made that a welcome structure is also needed.”

    Walburg said the numbers backed this up. “Adult immigrants with access to the labor market or good job prospects seldom register in the crime statistics,” he said.

    Particularly at risk, he said, are people in Germany who only have “tolerated” residency status – one step before deportation. They are not eligible for language courses and lack access to society and the labor market in particular.

    “With their uncertain legal status, they are most at risk of falling into criminality,” Walburg said.

    A paper from the Federal Criminal Police comes to similar conclusions. “Crime in the Context of Immigration” examines figures from the first three months of 2016.

    Its most important conclusion: Despite the high number of refugees in Germany, the number of offenses committed by immigrants fell by 18 percent from January to March.

    But the report warns that one area is cause for concern: crimes against refugees. Attacks against refugee shelters and people thought to be seeking asylum remained at a high level in the first quarter of the year, the report found.”

  40. Obama Pushes More Federal Oversight of Cops After Dallas Attack on Cops

    President Barack Obama is harnessing the increasing attacks on police — and the periodic shootings of people by stressed cops — to push his agenda to federalize state and local police forces.

    “I want to start moving on constructive actions that are actually going to make a difference,” he said during his evening press conference in Poland when he was asked about the Dallas attack.

    Those actions, he said, would be based on the recommendations of the panel that he picked after the 2014 street riots in Ferguson, Missouri. The panel offered “practical concrete solutions that can reduce — if not eliminate — the problems of racial bias,” Obama said.

    The dramatic shootings are an opportunity to push that agenda, Obama said. “If my voice has been true and positive, my hope would be that… [the panel] surfaces problems, it frames them, it allows us to wrestle with these issue and try to come up with practical solutions,” he said.
