Reader’s Links for June 30th, 2022

Each day at just after midnight Eastern, a post like this one is created for contributors and readers of this site to upload news links and video links on the issues that concern this site. Most notably, Islam and its effects on Classical Civilization, and various forms of leftism from Soviet era communism, to postmodernism and all the flavours of galloping statism and totalitarianism such as Nazism and Fascism which are increasingly snuffing out the classical liberalism which created our near, miraculous civilization the West has been building since the time of Socrates.

This document was written around the time this site was created, for those who wish to understand what this site is about. And while our understanding of the world and events has grown since then, the basic ideas remain sound and true to the purpose.

So please post all links, thoughts and ideas that you feel will benefit the readers of this site to the comments under this post each day. And thank you all for your contributions.

This is the new Samizdat. We must use it while we can.

  7. A New DIME Approach to Policy for Iran and China

    By Jeremiah Shenefield

The role of any foreign policy, regardless of political leanings, should always focus first on the preservation of the national security of the United States. The central sticking points for politicians, government bureaucrats, and planners are what topics rise to the level of national security concerns? Policymakers have claimed national security extends to international terrorism threats, climate change, or ensuring lasting global democracy in the face of authoritarianism. While all reasonable, a common policy concern/goal is the pursuit of economic prosperity and the continued status of the U.S. as the global economic leader. Economies are broad, touch

  9. RCMP admits to remotely turning on phone cameras, mics of criminal suspects

This is the first time RCMP has even acknowledged that it has this ability, which uses malware to intrude on phones and devices, despite having had the technology for years.

The RCMP has admitted for the first time that it has been using spyware to infiltrate the cell phones of Canadians, including by remotely turning on the camera and microphone of suspect’s phones and laptops.

The RCMP says those tools were only used in serious cases when other, unintrusive measures were not successful.

This is the first time RCMP has even acknowledged that it has this ability, which uses malware to intrude on phones and devices, despite having had the technology for years, and using it in 10 investigations between 2018 and 2020, reports Politico.

A senior research associate at the University of Toronto’s Citizen Lab said that “this is a kind of capability that they have done everything possible to keep incredibly quiet.”
“This is a remarkable finding and, for the first time, publicly reveals that the RCMP is using spyware to infiltrate mobile devices, as well as the broad capabilities of their spyware,” he continued.

The RCMP said that the increasing popularity of end-to-end encrypted apps means that police need new techniques to catch criminals.

Critics, however, say the RCMP is crossing a line, and that there needs to be rules in place on what limits the RCMP’s tools, including malware and spyware.

The RCMP admitted to their spying on Canadians in a document in the House of Commons after a question from a Conservative MP on what government programs gather data from Canadians.

The spyware techniques were used by the RCMP’s Covert Access and Intercept Team. The team says it gathers data that can’t be obtained using traditional means and instead opt for the use of spyware, or as they call it, “on-device investigative tools.”

Those tools can gather pictures, videos, calendar entries, financial records, “audio recordings of private communications and other sounds within the range of the targeted device” and “photographic images of persons, places, and activities viewable by the camera(s) built into the targeted device,” the document says.

The RCMP says that those tools are used only during serious criminal investigations that involve national security.

The document says that it needs spyware because traditional methods of wiretapping are less effective than they were before.

“In less than a generation, a high number of Canadians migrated their daily communications from a small number of large telecommunication service providers, all of which provided limited and centrally controlled services to customers, to countless organizations in Canada and elsewhere that provide a myriad of digital services to customers,” the document reads.

“That decentralization, combined with the widespread use of end-to-end encrypted voice and text-based messaging services, make it exponentially more difficult for the RCMP to conduct court-authorized electronic surveillance.”

    • Multipolar world order evolving globally, process irreversible — Putin

“The position of Russia and many other countries is that this democratic, more just world order should be built on the basis of mutual respect and trust, and, of course, on the generally accepted principles of international law and the UN Charter,” the President emphasized

MOSCOW, June 30. /TASS/. A multipolar world order is evolving globally now, Russian President Vladimir Putin said on Thursday.

“A multipolar system of international relations has been actively evolving. The process is irreversible, it has been unfolding in front of our eyes and it is objective in its nature,” Putin said, addressing the 10th St. Petersburg International Legal Forum (SPBILF).

“The position of Russia and many other countries is that this democratic, more just world order should be built on the basis of mutual respect and trust, and, of course, on the generally accepted principles of international law and the UN Charter,” he emphasized.

Putin’s video address “was recently recorded during his working trip to St. Petersburg,” the Kremlin said on its website.

Putin lauded the in-person forum, saying that “even the most advanced communication technologies cannot replace a direct dialogue and face-to-face meetings”.

      =================
Address to participants of 10th St Petersburg International Legal Forum

Vladimir Putin gave a video address to greet the participants of a plenary session of the 10th St Petersburg International Legal Forum. This year’s plenary session was themed Law in a Multipolar World. The video address was recorded during the President’s recent visit to St Petersburg.

I would like to welcome you to the 10th St Petersburg International Legal Forum, which, as always, has brought together leading jurists and practicing lawyers from many countries.

I am glad that after a forced interruption, the forum is again being held in person because even the most advanced communication technologies cannot replace a direct dialogue and face-to-face meetings.

Participants at the St Petersburg International Economic Forum recently discussed the most relevant political, financial, technological and cultural issues on the global agenda; many of these issues directly related to international law. It is important that you continue this conversation within this forum and discuss important topics like Law in a Multipolar World.

It is true, a multipolar system of international relations is now being formed. It is an irreversible process; it is happening before our eyes and is objective in nature. The position of Russia and many other countries is that this democratic, more just world order should be built on the basis of mutual respect and trust, and, of course, on the generally accepted principles of international law and the UN Charter.

At the same time, it is being said that law cannot adequately respond to the problems and challenges of today, to today’s turbulent and fundamental changes. There are also more radical assessments that the idea of international law is being dismantled. I fundamentally disagree with these conclusions.

Undoubtedly, the system of international law needs to be further developed, but we should not confuse cause and effect. Crises happen not because law is faulty, but because of attempts to replace law with dictate, and international standards with the national jurisdiction of certain states or groups of states in a deliberate refusal to follow essential legal principles – justice, conscientiousness, equality and humanity. These are not just legal ideals, but values that reflect the diversity of our civilisation.

Some states are not ready to accept losing their supremacy on the international stage, and they are striving to preserve the unjust unipolar model. Under the guise of what they call order based on rules, and other questionable concepts, they try to control and direct global processes at their own discretion, and hold to a course of creating closed blocs and coalitions that make decisions for the benefit of one country, the United States of America. The natural rights of others in international relations are being ignored; the fundamental principle of indivisibility of security is being used selectively. The West’s unilateral, illegitimate sanctions against sovereign states have reached an unprecedented scale.

I will add that the countries that advocate their own exceptionalism also overstep the law and cross out such concepts as inviolability of property and freedom of speech in their own domestic policy as well. In sum, the domination of one country or a group of countries on the global stage is not only counter-productive, but also dangerous and inevitably creates global, systemic risk.

The multipolar world of the 21st century does not have a place for inequality or for discrimination against states and peoples. Therefore, our country speaks for the practical realisation of the pivotal international legal principle of the sovereign equality of states and the right of each state to pursue its own development model.

The Russian foreign affairs agenda has always been and remains constructive. We develop multipolar relations with all who are interested in them and place great value on cooperation within the UN, the G20, BRICS, the SCO and other associations.

Russia is open to dialogue on ensuring strategic stability, preserving agreements on the non-proliferation of weapons of mass destruction and improving the situation in arms control. We are focused on joining efforts on crucial issues like the climate agenda, fighting famine, providing stability in food and energy markets, and fair rules in international trade and competition.

All of these areas require appropriate and flexible legal regulation and meticulous cooperation. With this approach, we could avoid crises such as the current one in Donbass that is happening to protect its residents from genocide – and there can be no other definition for the Kiev regime’s actions than “a crime against humanity.”

At the same time, Russia will continue to create a more democratic and just world where the rights of all peoples are guaranteed and mankind’s cultural and civilizational diversity is preserved.

I am confident that, by consistently following international law and joining our efforts, it is possible to resolve the most difficult problems that the world is facing and to provide for the stable, sustainable and progressive development of all states. Both practicing lawyers and jurists can and should bring a significant contribution to the recreation of the authority of law, strengthening its legal institutions and rebuilding trust in international relations.

I wish all of you productive work and interesting networking.

      Thank you for your attention.

    • Germany’s Scholz urges free transit for Russian goods to Kaliningrad

German chancellor said that ‘we are dealing here with traffic between two parts of Russia,’ suggesting that EU sanctions should not apply

MADRID — German Chancellor Olaf Scholz on Thursday sought to cool tensions in the Baltic region by urging Lithuania and the EU to lift restrictions on freight transport from Russia to its Kaliningrad exclave, arguing that EU sanctions against Moscow should not apply there.

Tensions have been running high in recent weeks over Russian rail transport to Kaliningrad, which is sandwiched between Lithuania and Poland.

The crisis started when the EU implemented new sanctions against Moscow in mid-June, under which the bloc banned imports of Russian steel and ferrous materials. The train line supplying goods from Russia to Kaliningrad passes through Lithuania, so customs agents started stopping freight trains for checks. This, in turn, led to Moscow threatening “practical” retaliatory action if the EU didn’t unblock metal goods stuck in transit.

Speaking at a press conference at the NATO summit in Madrid, Scholz said that it was “a matter for the European Union to set the necessary framework and rules” for freight transport from Russia to its enclave.

“And, of course, these [rules] must always be set in the light of the fact that we are dealing here with traffic between two parts of Russia,” he added, suggesting that EU sanctions against Russian goods should not apply because these goods were not entering the bloc as imports but just passing in transit.

EU officials are currently in talks with Lithuania to exempt freight traffic between Russia and its Kaliningrad enclave from the sanctions.

“I believe that all parties involved are currently making great efforts to establish a de-escalation dynamic here,” Scholz said.

Germany is outraged by Lithuania’s actions to blockade Kaliningrad and fears war with Russia – Spiegel

According to the publication, the blockade of sanctioned goods to Kaliningrad may soon be lifted at the request of Germany.

German government outraged by Lithuania’s actions which block the transit of goods to Russian Kaliningrad.

Reports about it Spiegel with reference to their own sources.

A dispute over a ban on the transit of some goods to the Russian exclave in Kaliningrad is unfolding. According to the publication, soon the sanctioned goods may be blocked abolished at the request of Germany.

For almost two weeks, the European Commission and Lithuania have been discussing whether transit cargo for Kaliningrad is subject to EU sanctions. The German government is now insisting that the territory be exempted from sanctions to avoid escalation with Russia.

The publication notes that Germany is outraged by Lithuania’s actions. Berlin does not share the assessment of Lithuanians that the transit of sanctioned goods to Kaliningrad should not pass through the EU.

“This is transportation from Russia to Russia. It is allowed,” Spiegel was quoted as saying by a German official.

The German government fears that the conflict with Russia will lead to escalate due to a transit dispute and Moscow will use force to create a land corridor.

Chancellor Olaf Scholz has repeatedly stressed that one of his most important goals is to prevent NATO from becoming a belligerent. German soldiers are stationed in Lithuania, who may be involved in a possible conflict.

Lithuanian government circles have stated: “The Germans are putting pressure on the European Commissionso that sanctions do not extend to Kaliningrad. They are afraid that their soldiers may be involved in a military conflict and allow themselves to be intimidated by the Russian Federation. “

Brussels’ decision on this issue must be made by July 10, when the next sanctions will take effect, the newspaper reports. Lithuania insists on the rule of law when interpreting sanctions. “We have not changed our attitude, the EU has changed,” they say in Vilnius.

Back in April, the European Commission assured that sanctions would also apply to transit to and from Kaliningrad – “every time goods from Russia cross the EU border by both rail and land,” Spiegel said.

Vilnius now fears that any lifting of sanctions could worsen the security situation. “Sanctions must be enforced. No decision should undermine the credibility and effectiveness of EU sanctions policy,” a Lithuanian Foreign Ministry spokeswoman said recently.

Lithuanian Foreign Minister Gabrielius Landsbergis urges the world not to allow concessions or revision of sanctions against Russia due to the ban on the transit of goods to Kaliningrad. The minister says the Kremlin may see this as a sign of weakness on the part of the EU.

It will be recalled that on June 17, Lithuania banned the transportation of goods such as construction materials, metals and coal to Kaliningrad, citing EU sanctions over Russia’s invasion of Ukraine. The ban also affected rail links between Moscow and Kaliningrad and road transport. Air and sea routes are not subject to sanctions.

In Russia, they threatened that the transport blockade of the Kaliningrad region “unties her hands” and allowed the unblocking of Kaliningrad by military means.

    The Cry-Baby Leftist Mind
BY VICTOR DAVIS HANSON JUN 30, 2022 12:00 AM ET

    AP Photo/Jose Luis Magana
Modern progressives assume moral and intellectual authority.

Consequently, their supposedly superior ends naturally justify almost any means necessary to achieve them.

Among the elite, the Democrats’ “blue-wall” states were once considered a testament to the wisdom of the Electoral College. When that wall crumbled in 2016 to Donald Trump, the Electoral College suddenly was blasted as a relic of our anti-democratic founders.

The nine-person Supreme Court was once beloved. On issues like abortion, school prayer, same-sex marriage, pornography, and Miranda rights, the Left cheered the Court as it made the law and ignored legislatures and presidents.

Republican Court picks — Harry Blackmun, William Brennan, Anthony Kennedy, Sandra Day O’Connor, Lewis Powell, John Roberts, David Souter, John Paul Stevens, Potter Stewart, and Earl Warren — would often flip leftward. How could they not be swayed by the greater brilliance of their liberal colleagues?

From affirmative action to Roe v. Wade to Obamacare, apostate Republican justices for a half-century greenlighted legislating from the bench.

In response, was there any serious right-wing talk of packing the court with six additional justices to slow down its overreaching left-wing majority — or of a mob massing at the home of a left-wing justice? Certainly not.

    But now?

Suddenly a narrow constructionist majority has returned matters of abortion to the states. And the once-beloved Court is being slandered by leftist insurrectionists as illegitimate.

Every sort of once unthinkable attack on the courts is now permissible.

Confidential draft opinions are leaked illegally. A senior senator threatens justices by name at the doors of the Court. The homes of justices are surrounded by heckling protestors. And the very life of a justice is threatened by a would-be assassin close to his home.

Consider also the Senate filibuster. Former President Barack Obama not long ago ranted that it was racist and a 180-year-old relic.

Obama’s logic was infantile. When Democrats were in the Senate minority, he was giddy that the filibuster could slow down the Republican majority. Indeed, while a senator, Obama himself filibustered the nomination of Supreme Court Justice Samuel Alito.

Related: Roe v. Wade Is History, but the Abortion Debate Reveals Rot at America’s Center

When Democrats were in the majority, however, a pouting Obama blasted the filibuster as a racist, Jim-Crow roadblock.

Can the January 6 committee issue some universal declaration that defeated candidates should not question the integrity of an election, much less call for it to be ignored?

Apparently not. In 2016, a defeated Hillary Clinton claimed the winner, Trump, was illegitimate — this from the architect of the entire Russian collusion hoax.

Clinton then trumped her own inflammatory rhetoric by urging Joe Biden not to accept the 2020 tally of the balloting if he lost.

Former President Jimmy Carter agreed that Hillary Clinton won the 2016 election and Trump was thus illegitimate.

Hollywood actors appeared in commercials, insurrectionary style, urging Republican electors to renounce their constitutional duties and instead elect Clinton.

On racial matters, the Left is most intellectually bankrupt.

During the recent confirmation hearings of African American nominee to the Supreme Court, Ketanji Brown Jackson, the Left alleged that tough questioners were racists and sexists for “bullying” Jackson.

Yet she got the kid-glove treatment compared to the character assassinations of past conservative nominees. Brett Kavanaugh was smeared as teen-aged rapist and targeted by former Democratic media heartthrob Michael Avenatti, now an imprisoned felon.

Currently, loud mobs of affluent, young white women have been circling the home of African American Justice Clarence Thomas — just one of five court justices who voted to let the states decide the status of abortion.

Thomas did not write the majority opinion that overturned Roe v. Wade, but then again, leftists have a toxic fixation with Blacks who do not appreciate their condescension.

In the left-wing mind, the buffoonish Capitol riot on January 6 was an “insurrection.”

Yet the much larger May 31, 2020, riot that sought to storm the White House grounds and sent the president into a bunker was the sort of mob violence that “was not going to stop” in the words of now Vice President Kamala Harris.

The recent pro-abortion mob assault on the Arizona state senate, the Left insists, was an apparent cry of the heart.

What would the Left do if after 2022 midterms a Republican-majority Congress emulated its own infantile tantrums?

Imagine new House Speaker Kevin McCarthy, R-Calif., tearing up a President Joe Biden State of Union address on live television.

How about the House impeaching Biden twice, even as a private citizen in 2025?

Envision a 22-month, $40-million investigation of the entire Biden quid pro quo, corrupt family syndicate?

What if McCarthy booted left-wing congressional representatives from key select committees?

And what if conservatives showed up screaming at the gates of one of Obama’s three mansions?

How odd that leftists are destroying the very customs and traditions whose loss will come back to haunt them when the Democrats lose the Congress in November.

Cry-baby tantrums won’t win over the public. These nonstop puerile meltdowns have turned off most Americans who tire of whiny narcissistic hypocrites.

  14. Nature Journal: Our failure to embrace nuclear power helped Russia invade Ukraine

We still have no way of knowing how and when the war in Ukraine will end, but it will have to stop somehow sooner or later. When that happens the rest of the world will need to look in the mirror and see what, if anything, we have learned from this debacle. At the journal Nature, French energy researcher Nicolas Mazzucchi is getting a head start on that process by pointing out a major if underreported factor in the early days of the invasion and the sanctions that significantly hindered much of Europe’s response. He notes that France was among the first to declare a ban on imports of Russian oil and natural gas to put the squeeze on their economy. But other nations were unable to do so and some expect to continue buying Russian oil (and funding its war in Ukraine in the process) at least through the end of the year because they had no other way to keep the lights on. How did France manage to get out in front on this issue? They largely converted to nuclear power over the past few decades and were not beholden to Russia in that fashion.

It seems like only yesterday when Vladimir Putin was saying that he has “no problem” with Finland or Sweden joining NATO and that such a move “would not pose a threat” to Russia. Actually, that was more than a month ago, but his tone changed a bit today. While NATO leaders were meeting in Spain, Putin announced to the media that if Finland and Sweden were to put any sort of NATO military assets in their countries near Russia’s border, he would have to “respond in kind” to “create the same threats” against them. Putin clearly doesn’t have any intention of turning down the temperature in the region, but his threat does raise another question. BREAKING: SCOTUS Reins in the Power of the EPA
BY STACEY LENNOX JUN 30, 2022 10:36 AM ET

On Thursday the Supreme Court handed down a ruling that will significantly curtail the power of executive agencies to control entire sectors of the economy through promulgating rules.

While some commentators view this decision narrowly as a determination of the Environmental Protection Agency’s (EPA) ability to promulgate regulations to address climate change, in practice, it sets a precedent that will limit the ability of all executive agencies to make regulations that shift entire industries without specific congressional authority to do so.

According to legal expert Jonathan Turley, “it will be much more difficult for President Biden to order sweeping environmental changes without congressional approval” in the wake of this decision.

The case, West Virginia v. Environmental Protection Agency, originated during the Obama administration. It challenged the EPA’s Clean Power Plan, a set of regulations that required all energy producers to transition coal-fired power plants to natural gas. The Obama EPA relied on its powers under the Clean Air Act to make the mandate.

A group of states led by West Virginia and coal industry associations sought a stay on the Clean Power Plan in 2015. The plaintiffs argued the plan exceeded the EPA’s mandate under the Clean Air Act and violated states’ rights to regulate electrical power. The D.C. Circuit Court of Appeals denied the plaintiffs a stay in January 2016. When the plaintiffs appealed the issue to the Supreme Court, the justices issued the stay, pending the outcome of all litigation.

This stay on implementing regulations was the first granted by SCOTUS before a review by the federal court of appeals. Many SCOTUS watchers felt this ruling signaled that the court might be interested in rolling back Chevron deference or narrowing the power of executive agencies through the major rules doctrine.

Chevron deference is SCOTUS’s legal test to determine when the court should defer to an executive agency’s answer or interpretation of the law when authoring regulation. This deference was appropriate when the agency’s response was reasonable and Congress had not spoken directly to the precise issue in question. Applying the major rules doctrine would require Congress to speak on substantive issues through legislation before an administrative agency could act. The current court used this reasoning twice during COVID, ending the CDC’s eviction moratorium and preventing Biden’s vaccine mandate for private employers.

Other commenters thought it was a sign the court would be willing to prevent agency overreach until litigation settled all legal questions. Regulations can do significant damage while parties argue a case when an administration begs for forgiveness in the courts after knowingly sidestepping Congress. The Obama administration lost more lawsuits with a 9-0 majority at the Supreme Court than any modern president.

The issues in the case remained unresolved when President Trump took office in January of 2017. As part of easing regulations on the energy industry, Trump’s EPA repealed the Clean Power Plan and implemented the Affordable Clean Energy rule. The new rule required coal-fired plants to upgrade their equipment to burn coal more efficiently. On the evening of January 20, 2021, the D.C. Court of Appeals struck down the Trump EPA regulation. It said the EPA’s revocation of the Obama plan was invalid based on a misinterpretation of the Clean Air Act. Joe Biden was inaugurated the next day.

Instead of quickly implementing the Obama-era regulation, Biden’s EPA decided to try its hand at writing a new rule. The plaintiffs weren’t waiting to resolve the issue. West Virginia v. Environmental Protection Agency asked SCOTUS to overturn the D.C. Circuit’s ruling on the Trump-era plan. Specifically, it urged SCOTUS to review whether a regulation that is so substantial it affects an entire industry violates the major questions doctrine. It also asked the court to rule on provisions of the Clean Air that may violate the nondelegation clause of the Constitution.

In the decision, the majority found the court had the jurisdiction to decide the case without a new rule from the Biden administration. The plaintiffs’ claim asked SCOTUS to issue what some, including Justice Elena Kagan in the dissent, see as an advisory ruling. The court made an advisory opinion when it ruled in favor of the plaintiffs seeking an injunction against New York’s gathering limits on religious services. When SCOTUS issued the decision, the restrictions no longer applied to the religious organizations that filed the suit. SCOTUS took a similar advisory approach here.

The majority opinion, authored by Chief justice John Roberts, concludes (emphasis added):

Capping carbon dioxide emissions at a level that will force a nationwide transition away from the use of coal to generate electricity may be a sensible “solution to the crisis of the day.” New York v. United States, 505 U. S. 144, 187 (1992). But it is not plausible that Congress gave EPA the authority to adopt on its own such a regulatory scheme in Section 111(d). A decision of such magnitude and consequence rests with Congress itself, or an agency acting pursuant to a clear delegation from that representative body. The judgment of the Court of Appeals for the District of Columbia Circuit is reversed, and the cases are remanded for further proceedings consistent with this opinion.

This wording appears to be a significant blow to the Chevron deference and a nod to the major questions doctrine. It will impact cases that allege executive overreach and may be the first of many steps the court will take to make the legislative branch of government do its job.

  19. ctv news NACI recommends fall COVID-19 booster in advance of possible future wave

OTTAWA – The National Advisory Committee on Immunization is recommending booster shots this fall in advance of a possible future wave of COVID-19 in Canada.

In a release Wednesday, NACI says jurisdictions should plan to offer boosters to people who are at increased risk of severe illness from COVID regardless of the number of booster doses they previously received.

It says this should include people 65 years of age and older, residents of long-term care or living facilities, and individuals 12 years of age and older with an underlying medical condition that places them at high risk of severe COVID-19.

The recommendation also includes adults in Indigenous, racialized and marginalized communities where infection can have disproportionate consequences, as well as quarters for migrant workers, shelters, correctional facilities and group homes.

NACI also recommends that boosters be offered to all other individuals from 12 to 64 years of age regardless of the number of booster doses they have previously received.

It says it will provide recommendations on the type of COVID-19 vaccine to be offered for this booster dose as evidence on appropriate vaccines becomes available.

“Cases of COVID-19, including associated hospitalizations and deaths, are currently declining in Canada. However, the likelihood, timing, and severity of a future wave of COVID-19 is uncertain,” NACI said in a release.

“It is possible that consistent with other respiratory viruses, incidence of COVID-19 will increase in the later fall and winter seasons thus posing a risk for individuals/communities and increasing pressure on health systems.”

ctv news – Canada extends COVID-19 border measures until Sept. 30, including ArriveCan app

The federal government will extend current COVID-19 public health measures for travellers entering Canada, including the use of the ArriveCan app, until at least Sept. 30.

In a release Wednesday, the Public Health Agency of Canada also said it will continue the pause of mandatory random testing for fully vaccinated travellers at all airports until mid-July.

It first announced the pause on June 11 and said in the release that it’s allowing airports to focus on streamlining their operations.

The public health agency said it’s moving forward with plans to relocate COVID-19 testing for air travellers outside of airports to select test provider stores, pharmacies or by virtual appointment.

Mandatory random testing is to continue at land border points of entry with no changes.

The release added that travellers who are not fully vaccinated and don’t have a valid exemption must continue to test on Day 1 and Day 8 of their 14-day quarantine.

“As we move into the next phase of our COVID-19 response, it is important to remember that the pandemic is not over. We must continue to do all that we can to keep ourselves and others safe from the virus,” said Health Minister Jean-Yves Duclos in a statement.

He also urged people to remain up to date with the recommended vaccinations to ensure they are adequately protected against infection, transmission and severe complications.

“As we have said all along, Canada’s border measures will remain flexible and adaptable, guided by science and prudence.”

All travellers will have to continue to use the ArriveCan app or website to provide their travel information within 72 hours before their arrival in Canada or before boarding a cruise ship destined for the country. The government said 95 per cent of land and air travellers are using the app and it’s taking steps to enhance compliance.

The government also said moving testing outside of airports will allow Canada to adjust to increased traveller volumes while still being able to monitor and quickly respond to new variants of concern or changes to the epidemiological situation.

It said border testing has been essential in helping Canada slow the spread of the virus, as data from the tests are used to understand the current level and trends of importation of COVID-19 into the country.

The testing program also allows for detection and identification of new COVID-19 variants of concern, it said.

Tourism groups and border-community mayors and MPs have called on the government to ease restrictions and scrap the ArriveCan app, saying the measures are limiting cross-border travel.

Transport Minister Randy Boissonnault said the government is deeply invested in growing Canada’s visitor economy.

“From our reputation as a safe travel destination to our world-class attractions and wide-open spaces, Canada has it all and we are ready to welcome back domestic and international tourists, while prioritizing their safety and well-being.”

THIRD BOOSTER: Trudeau health minister urges Canadians to check eligibility for next jabs

“If you’ve already received a first booster, that’s great, and please see if you’re eligible for a second or a third booster to remain up to date,” said Duclos.

Health Minister Jean-Yves Duclos updated Canadians on what it means to have “up-to-date vaccination” status, and urged Canadians who have already been boosted twice to receive a third booster.

“What exactly do we mean by up to date vaccination? Let me be very clear. Up to date means you’ve received your last dose in the last 9 months. If you’ve already received a first booster, that’s great, and please see if you’re eligible for a second or a third booster to remain up to date,” said Duclos.

Duclos then urged those who have not gotten their booster to do so, saying that their efficacy has waned.

“While you might have gotten infected, risk is high you could get reinfected with all the downfall, including the risk of developing symptoms of long Covid. As health experts and physicians will tell you, it is critical that you go get the shot that’s waiting for you,” he said.

Duclos said that NACI has strongly recommended that all people 18 years of age or older get a booster six months after they’ve gotten their first shots, even if they’ve already had Covid.

  22. TIME – You Could Have Long COVID and Not Even Know It

t took a long time for Rachel Bean to fully accept that she has Long COVID. Bean, 35, caught the virus in May 2020, when most experts were still saying that COVID-19 either causes life-threatening illness or milder symptoms that resolve within a few weeks. Bean’s acute case was asymptomatic—so as time passed and she felt unwell, with a rapid heart rate and unrelenting fatigue, she figured there had to be another explanation.

Then, in August 2020, she joined an online Long COVID support group and found that plenty of other people hadn’t fully recovered from COVID-19, either. But many of their symptoms seemed different than hers, so she kept pushing through. Finally, in late 2020—shortly before her illness forced her to leave her job as a social worker—Bean asked her doctor to refer her to a Long COVID treatment clinic.

Today, Bean is struck by how many people still don’t realize that their health issues could be signs of Long COVID. She’s talked to people who insist they’ve fully recovered from COVID-19, but also complain of classic Long COVID symptoms like fatigue and cognitive dysfunction. “People aren’t necessarily connecting the dots,” Bean says.

Experts say that lack of recognition could be causing some Long COVID cases to go undiagnosed. “People are bad at correlation if they’re not thinking about it all the time,” says Hannah Davis, a machine learning expert who is part of the Long COVID Patient-Led Research Collaborative. “When you had COVID…and then two months later you stop being able to drive, you’re not necessarily going to tie it to that.”

Not every health issue is a sign of Long COVID. Thousands of people around the world are diagnosed with COVID-19 every day, and many recover without lingering issues. Others experience health problems following but unrelated to their infections, because all the things that made people sick before the pandemic haven’t gone away.

But Long COVID affects more people than many realize. In the U.S. alone, roughly one in five adults with a known previous case of COVID-19 currently has Long COVID symptoms, according to recent data from the National Center for Health Statistics. Others could be living with the condition without realizing it.

Testing for COVID-19 is now as easy as swabbing your nose at home. Diagnosing Long COVID is more complicated, as no single test can detect it.

Public-health groups define the condition slightly differently, but their criteria usually boil down to having symptoms that didn’t exist prior to a confirmed or suspected SARS-CoV-2 infection, last at least a couple months after infection, and can’t be explained by anything else.

In the summer of 2020, an estimated half of cases weren’t formally diagnosed, according to an article co-authored by U.K. researcher Trish Greenhalgh. It’s hard to say exactly what that percentage is today, but it’s probably still significant. There are an estimated 2 million people with Long COVID in the U.K., which by Greenhalgh’s estimate means each full-time general practitioner there cares for about 65 long-haulers. But fewer are properly diagnosed, due to factors like patients not seeking care, doctors missing the condition, or doctors entering it into patient records as something else, she explains.

Elisa Perego, an honorary research fellow in archaeology at University College London who is credited with coining the term “Long Covid” to describe her own condition, says there’s another problem: many people genuinely have no idea they might have Long COVID.

Policymakers, public-health officials, and the media “have often portrayed covid as a short, flu-like disease, especially in the young,” Perego wrote in an email. As a result, people might not make the connection between a case of COVID-19 and health issues months later, especially if they had a mild initial illness or are fully vaccinated; other people may have been asymptomatically infected or got a false-negative test result, so they don’t know they had COVID-19 at all.

Long COVID also isn’t always a linear condition. Some people catch COVID-19 and never fully recover, while others seem to get better and then relapse—sometimes multiple times.

There’s also a common misconception that Long COVID symptoms are a continuation of the issues people experience right after getting sick, like coughing or fever. That’s the case for some people, but many others develop new symptoms, including fatigue, chronic pain, and neurological or cognitive issues. “It is commonly more than one symptom and commonly more than one system in the body,” says Nisreen Alwan, an associate professor in public health at the U.K.’s University of Southampton who has had Long COVID herself.

These symptoms are also often oversimplified. Labels like “fatigue” or “brain fog” don’t always capture the more distinctive experiences of long-haulers—like crashing after physical activity (known as post-exertional malaise) or experiencing cognitive dysfunction such as memory loss. Plus, media coverage doesn’t always reflect the range of severity associated with Long COVID, focusing on only the most dire cases. If people don’t see their experiences reflected in news articles or lists of symptoms, they might assume something else is going on, Alwan says.

Research shows that more people are found to have post-COVID fatigue and cognitive impairment when studies screen for these symptoms using objective, as opposed to subjective or self-reported, measures. That finding suggests some people either miss or minimize their own symptoms, Davis says.

People of color seem most likely to be missed, says Dr. Zeina Chemali, director of neuropsychiatry clinics at Massachusetts General Hospital and co-author of a recent study on Long COVID symptoms. Three-quarters of the people in her study were white, educated women, which “speaks volumes about the disparities in care and access,” she says.

While some people don’t realize they could have Long COVID, others refuse to accept it—and ableism plays a part in that, Perego says. “Discrimination of disabled people in society and the fear of being permanently ill may render it more difficult to accept prolonged disease and the risk of never recovering,” she wrote.

Almost all long-haulers experience stigma at some point, according to a study Alwan co-authored that has yet to be peer-reviewed. That could mean stigma from others—like loved ones being uncomfortable with or not believing a Long COVID diagnosis—or internalized stigma, like being embarrassed about one’s illness or physical limitations.

The medical establishment often doesn’t make matters easier, as some patients still face disbelief or a lack of knowledge from their doctors. “This is an area where you really have to be on top of research,” Davis says. “Your average clinician just doesn’t seem to be doing that,” which leads to cases being missed, dismissed, or misunderstood.

Even people who are correctly diagnosed with Long COVID don’t have great treatment options; there is no known cure for the condition, though some of its associated symptoms can be managed. But Alwan says getting a diagnosis is important for other reasons. It could make people eligible for disability benefits and sick pay, and a diagnosis might prompt a patient’s physicians to do more thorough physical exams that could uncover treatable issues.

Better recognition, diagnosis, and public education about Long COVID could help people who might currently be suffering in silence. “The fear is that you might be missing those most in need of support,” Alwan says. “It might be that people recognizing they’ve got Long COVID are not the only people who really need access to care.”

NEW – From mid-2023, according to planned legislation in Germany, everyone over the age of 14 will be able to change their gender and first name once a year, the governing parties announced today.

    ==============================================
Germany presents plan to make changing gender easier

BERLIN, June 30 (Reuters) – Germany will cut the red tape required for changing a person’s name and gender under a plan presented by the government on Thursday that seeks to abolish a controversial 1980 law regulating the process.

Transgender, intersex and non-binary individuals will in future be able to change their details with a visit to their local civil registry office, according to a paper setting out the planned legislation.

Such individuals would no longer have to provide a medical certificate or go through an often lengthy and expensive court process in which the person’s gender is assessed by two experts and a judge, as is currently required.

“The current law treats those affected as if they are sick. There is no justification for this,” Justice Minister Marco Buschmann said in a statement.

Families minister Lisa Paus described the current Transexual Law as “degrading” and said: “We will now finally abolish it and replace it with a modern self-determination law.”

In a bid to protect young people, the new legislation would allow individuals aged 14 and over to register a new name and gender themselves, but a court could overrule that change in cases where the parents do not support it.

    https://www.reuters.com/business/finance/germany-presents-plan-make-changing-gender-easier-2022-06-30/

    =====================================================

DEUTSCHE PRAVDA – Germany unveils plans for simpler legal gender change process

Transgender people in Germany will have an easier time formally changing their gender and name under a new government plan. Self-determination would replace the requirement for two expert reports and court approval.

The German government on Thursday unveiled plans to make it easier for transgender people to have the first name and gender they identify with legally recognized.

The move was announced by Family Affairs Minister Lisa Paus during a press conference in Berlin.

What do we know about the law?

The proposed “self-determination” law would replace Germany’s “transsexual law,” which requires people to go to court and provide two expert reports, usually from psychotherapists, for their first name and gender to be changed on official documents. The law has been in effect in Germany for 40 years.

Under plans for the new proposed law, an adult applicant can go to their local registry office and declare the change. Children aged 14 and over would also be allowed to do so with permission from their parents or legal guardians.

A number of other European countries, such as Belgium, Denmark and Switzerland, already allow legal gender status to be changed through self-declaration.

Germany’s governing coalition promised to abolish the “transsexual law” when it came to power in December 2021. Justice Minister Marco Buschmann said he expected the government to approve the law before the end of the year, after which it would still need to pass through parliament.

What did the German government say about the new law?

“The right to live a self-determined life is fundamental to all people,” Paus said during the press conference.

She added that the current procedures are “not just lengthy and expensive but also deeply humiliating. But above all, they are completely superfluous.”

“We live in a free and diverse society that is already further along in many places than our laws are. It’s about time that we adapt the legal framework to societal reality,” she said.

Paus said that after a formal change of gender is registered, no further changes would be allowed for a year. This is intended to “ensure the seriousness of the desire to change.”

Germany’s family affairs minister said the law would allow for fines in cases where a person’s gender or name change is disclosed without their permission.

Hundreds of demonstrators in the Indian state of Rajasthan defied a police ban on public gatherings and marched in protest on Thursday, two days after two Muslims posted a video claiming responsibility for killing a Hindu tailor in the city of Udaipur.

Protesters in Udaipur waved saffron flags and chanted slogans demanding justice, while members of Indian right-wing Hindu nationalist organization burnt an effigy in Hyderabad, calling for the suspects to be publicly executed.

Two suspects were being interrogated by federal investigators on Wednesday, while state police were on guard against any unrest in the northwestern state. Fearing outbreaks of religious violence, police in Rajasthan banned public gatherings and suspended internet services.

India has a long history of religious violence, and thousands of people have been killed since the country became independent from British colonial rule in 1947.
