    It will take decades for Ukraine to be accepted into the European Union, France’s Emmanuel Macron has said.

    In a speech to the EU’s parliament in Strasbourg, he instead suggested Ukraine could join a “parallel European community” while it awaited a decision.

    This would allow non-EU members to join Europe’s security architecture in other ways, said President Macron.

    Ukraine began the process of applying to join the bloc in February this year, four days after Russia’s invasion.

    “We all know perfectly well that the process to allow [Ukraine] to join would take several years indeed, probably several decades,” Mr Macron said on Monday.

    He added: “That is the truth, unless we decide to lower the standards for accession. And rethink the unity of our Europe.”

    • All Putin wanted was no NATO in Ukraine which is understandable and the recognition of the 2014/2015 Minsk agreements. Macron supports Russia in this matter. Giving autonomy to two bordering regions does not mean separation from Ukraine.

      In Canada, Quebec has its autonomy in that the French language and its culture prevail. It is still part of Canada. The same would apply to the two Eastern Ukraine Russian-speaking areas.

  8. Biden signs bill that aims to streamline U.S. military aid to Ukraine

    President Joe Biden signed legislation that aims to streamline U.S. military assistance to Ukraine.

    The Ukraine Democracy Defense Lend-Lease Act of 2022 will ease some of the requirements for the U.S. to lend or lease military equipment to Kyiv.

    The Biden administration has sent multiple arms packages to bolster Ukraine’s defense, most recently on Friday.

    WASHINGTON — President Joe Biden signed a bill Monday that will streamline the lengthy process of supplying Ukraine with the military equipment needed for the fight against Russia.

    “I’m signing a bill that provides another important tool that directly supports the government of Ukraine and the Ukrainian people and their fight to defend their country and their democracy against Putin’s brutal war,” Biden said from the Oval Office.

    “The cost of the fight is not cheap, but caving to aggression is even more costly,” Biden added.

    Biden’s signature on the Ukraine Democracy Defense Lend-Lease Act of 2022 will make it easier for the U.S. to lend or lease military aid to allies affected by Russia’s invasion of Ukraine. Biden already has some power to lend or lease equipment, but the legislation he will sign into law will ease some of the requirements for doing so.

    Under the measure, Ukraine can request streamlined transfers of U.S. weapons and other security assistance. The U.S. will get guarantees that the country will replace or reimburse the assets at a later date.

    Monday’s legislation evokes the “Lend-Lease Act,” through which the U.S. supported allies, including the Soviet Union, during World War II.

    On Friday, the Biden administration announced a new weapons package for Ukraine worth $150 million.

    The latest military aid package, the ninth security assistance installment, brings the U.S. military aid commitment to $3.8 billion since Moscow invaded its neighbor in late February.

    The $150 million pledged on Friday comes from the remaining $250 million in presidential drawdown authority, which allows the president to transfer excess weapons from U.S. arsenals without congressional approval.

    Last month, Biden requested $33 billion from Congress after he exhausted his remaining drawdown authority. He reiterated his request on Friday.

    He said that for Ukraine to succeed against Russia, the U.S. and its allies must continue to move weapons and ammunition into the country.

    President Joe Biden signed into law a measure designed to make it easier for the U.S. to send weapons and supplies to Ukraine as the country continues to fight off a Russian invasion that began in February.

    “Every day Ukrainians pay with their lives,” Biden said Monday of Russia’s continuing attacks, adding that the legislation he signed at the White House would be another tool to aid the government in Kyiv.

    The measure, which borrows its name from a law that ended the U.S. policy of neutrality ahead of World War II and stepped up support to the U.K. and other allies, cuts some red tape but does not include additional funding. Biden has separately asked Congress for $33 billion in aid to Ukraine, including several billion dollars for weapons and security assistance.

    “I’m signing a bill that provides another important tool in our effort to support the people of Ukraine,” the president said.

    The bill was introduced in the Senate by a bipartisan group including Texas Republican John Cornyn and Maryland Democrat Ben Cardin.

    Biden last week promoted the importance of U.S. and allied weapons for Ukraine’s defense with a visit to a Lockheed Martin Corp. plant making Javelin anti-tank missiles, which American and NATO officials say have been instrumental in stopping Russia’s invading armored columns.

    Secretary of State Antony Blinken said that the U.S. has been able to deliver weapons into the hands of the Ukrainian government within 72 hours after the president authorized them.

    “We have cut through a lot of red tape,” Blinken told the Senate Foreign Relations Committee late last month. “We want to make sure that we continue to drive this as effectively and efficiently as possible.”

    Pentagon spokesperson John Kirby said Monday that funding for the drawdown authority Biden has used to send weapons to Ukraine would run out by the third week of May. He called on Congress to quickly pass the $33 billion supplemental that has been stalled in Congress amid a dispute over immigration and abortion.

    Congressional Democrats are preparing a plan that would boost President Joe Biden’s requested $33 billion Ukraine aid package to nearly $40 billion

    WASHINGTON — Congressional Democrats are preparing a plan that would boost President Joe Biden’s requested $33 billion Ukraine aid package to nearly $40 billion, and a House vote is possible as soon as Tuesday, two people familiar with lawmakers’ thinking said.

    In a retreat, Biden conceded that the package should not contain any of the additional billions he’s requested to combat COVID-19. Republicans, whose backing would be crucial to pushing legislation through the evenly divided Senate, have opposed adding that money to the Ukraine aid.

    “We cannot afford delay in this vital war effort,” Biden said in a written statement. “Hence, I am prepared to accept that these two measures move separately, so that the Ukrainian aid bill can get to my desk right away.”

    Biden said he has “nearly exhausted” his authority to continue shipping military aid to Ukraine, adding, “We are approximately ten days from hitting this critical deadline.”

    Democrats have already offered their latest proposal to the GOP.

    “I’m focused on getting it done without extraneous matters on it, and getting it done quickly,” Senate Minority Leader Mitch McConnell, R-Ky., said of the latest proposal, which Democrats have offered to the GOP. He said the measure “may adjust some in the process.”

    Details of the measure were described Monday by people who could speak only on condition of anonymity because they were not authorized to discuss it publicly. Biden’s statement provided no details, saying, “Congress is likely to pass it in substantially the form I proposed.”

    Democrats’ movement on the proposal comes with Russia’s invasion of Ukraine in its 11th week and showing signs of becoming a grinding, long-term war. Heavy fighting in Ukraine’s eastern and southern areas is causing widespread damage and significant losses on both sides, but the Russian offensive is showing few signs of progress.

    Still, U.S. officials in and out of Congress have stressed that it will be critical to continue speeding assistance to Ukraine, whose forces are outnumbered.

    Emphasizing the urgency facing U.S. officials, Pentagon press secretary John Kirby said the Pentagon’s ability to send weapons systems and other equipment from Defense Department stockpiles to Ukraine will run out in about three weeks. The Pentagon currently has about $100 million in drawdown authority left from a $13.6 billion Ukraine aid measure enacted in March.

    “Which is why we encourage Congress to act quickly,” Kirby told reporters at the Pentagon. He said the Pentagon would like “no interruption” in its ability to send Ukraine weapons and other equipment.

    While Democrats say more spending to combat COVID-19 is also crucial, their plan to seek votes on a package omitting those funds underscores their thinking that rushing assistance to Ukraine is their top priority. A push for a separate pandemic measure would come later, Democrats say.

    The officials said Democrats’ Ukraine measure would include $3.4 billion more than Biden had requested for defense spending and another $3.4 billion over what the president sought for humanitarian aid.

    Biden’s request, which he sent Congress on April 28, asked for $20 billion for defense spending for Ukraine, the U.S. and their allies. It also requested $3 billion for humanitarian assistance, including to help feed people around the world who rely on grains and other food from war-racked Ukraine.

    Backed by Democrats, Biden has asked Congress for another $22.5 billion to buy vaccines, treatments and tests so the country could be better prepared for future COVID-19 variants, and to help staunch the virus’ spread in poor countries abroad. In a deal with Republicans, Democrats agreed last month to slice that request to $10 billion, but the compromise was derailed over other disagreements.

    With elections approaching and the public tiring of dealing with the pandemic, Republican support for added COVID-19 spending has flagged. Democrats hoped wrapping the pandemic money into THE WIDELY POPULAR UKRAINE MEASURE would ease approval of the COVID-19 funds.

    In his statement, Biden said Congress should send him the Ukraine funds “in the next few days. And then, I urge Congress to move promptly on the COVID funding bill.”

    Unwilling to slow the Ukraine package, Republicans also want to keep the pandemic spending separate so they can use that measure for a fight over immigration that could damage Democrats.

    The GOP wants to force a vote on a proposal to continue curbs on admitting migrants crossing the Mexican border for fear of spreading the pandemic, restrictions imposed by then-President Donald Trump.

    With increases in border crossings expected soon, that proposal divides Democrats, with many reluctant to back Biden in ending those restrictions later this month.

    On Monday The Washington Post is reporting that for the first time the Pentagon will provide Ukrainian forces “high-precision laser-guided weapons” as part of the recently approved mammoth arms package amid Russia’s invasion.

    As expected, defense contractors will continue seeing a windfall of profits: “The Pentagon is expanding delivery of commercially available weapons and military equipment to Ukraine, detailing on Friday its $136 million in purchases of aerial drones, laser-guided rockets, binoculars and other items set for shipment soon.

    The WaPo details further that “The weapons and equipment, to be purchased from U.S. companies, represent a separate category of military assistance than the vast quantities of armaments that the United States already has provided Ukraine from existing Pentagon stocks.”

    Pentagon undersecretary for acquisition and sustainment Bill LaPlante has vowed to utilize “all available tools to support Ukraine’s armed forces in the face of Russian aggression.”

    This is but the latest in the ramped-up continuing saga of it’s not a proxy war simply because we insist it’s not a proxy war… Many Western military analysts have pointed to the game-changing nature of US weapons and intelligence-sharing on the Ukraine battlefield, saying it’s greatly slowed and even stalled the Russian advance, also in the east, where Russian forces have focused their current objective on taking the Donbas.

    According to further details of a system called the “advanced precision kill weapon system”:

    This round includes $22.6 million worth of 70mm rockets — known as the advanced precision kill weapon system — that can be fired from helicopters

    …the advanced precision kill system, for instance, works by converting low-cost ammunition into guided weapons. U.S. forces have used it to supplement the firepower inherent to a variety of aircraft, including helicopters and fighter jets.
