A year before the meeting, Canada’s Joint Task Force Ukraine produced a briefing on the Azov Battalion, acknowledging its links to Nazi ideology.

Canadian officials who met with members of a Ukrainian battalion linked to neo-Nazis didn’t denounce the unit, but were instead concerned the media would expose details of the get-together, according to newly released documents.

The Canadians met with and were briefed by leaders from the Azov Battalion in June 2018. The officers and diplomats did not object to the meeting and instead allowed themselves to be photographed with battalion officials despite previous warnings that the unit saw itself as pro-Nazi. The Azov Battalion then used those photos for its online propaganda, pointing out the Canadian delegation expressed “hopes for further fruitful co-operation.”

    Around 45% of all goods exported by Belarus in 2020 went to Russia.

    These mainly included fertilizers and food, such as dairy products and meat, and trucks.

    It’s a similar story for imports: Half came from Russia – primarily raw materials such as oil and gas.

    The two nations hope to establish a common energy market by 2023.
    Moscow has already signed Belarus up for its Eurasian Economic Union – a trading bloc aimed at increasing Russian influence over former Soviet countries.

    According to sources privy to details about Bennett’s trip to Russia, the negotiations are much more serious than what the West has been saying – and Zelensky faces a tough decision.

    Three days after Prime Minister Naftali Bennett’s meeting with Russian President Vladimir Putin in Moscow, the details are beginning to emerge. According to people who were privy to details about the meeting, the current situation is that Russia has offered a “final” version of its offer to end the crisis, which Ukrainian President Volodymyr Zelensky needs to accept or decline.

    The proposal was deemed “difficult” but not “impossible,” the sources said. It is worse than what Zelensky would have gotten before the invasion but “the gaps between the sides are not great.”

    Putin ordered his forces to halt – and the command for a ceasefire to be enacted was given – in order to wait for Zelensky’s decision, the sources said.

    If Ukraine’s president rejects the proposal, French President Emmanuel Macron’s assumption that “the worst is before us” is prone to happen. In that scenario, Putin will order his army to put the pedal to the metal and change the face of Ukraine.

    Zelensky is torn, the sources said. On the one hand, he is enjoying immense popularity and has become the perfect Che Guevara. On the other hand, he knows full well what the Argentinian revolutionary and guerrilla leader’s end was.

    Zelensky can fortify Ukraine’s independence but will have to pay a heavy price, the sources said. Assumptions are that he will be forced to give up the contested Donbas region, officially recognize the pro-Russian dissidents in Ukraine, pledge that Ukraine will not join NATO, shrink his army and declare neutrality. If he declines the proposal, the outcome may be terrible: thousands, perhaps tens of thousands of Ukrainians will die and there is a high probability that his country will completely lose its independence.

    According to the sources knowledgeable about the content of the talks, Bennett’s trip to Moscow was not meant to mediate between the sides and no arbitration proposal was officially offered. Rather, the trip was meant to get a sense of what Putin’s position was, what his state of mind was and what his redlines were, and report them to the West.

    The real negotiations, according to the sources, are happening directly between Russia and Ukraine and are much more serious than what the West has been saying. Kiev has not shared with the West what has been going on in the negotiations since they do not want to damper the worldwide sense of emergency.

    In reality, however, the Ukrainians know full well what Putin’s demands are and they know they will have to make a dramatic decision in the coming days.

    No one will pressure the Ukrainians, the sources said; the decision is Zelensky’s.

    One thing is certain, however: Putin is determined, and the growing complications since the invasion will not deter him. On the contrary, he cannot turn back, so the more the war becomes difficult and casualties mount, the more he will be pressured to show real achievements.

    The impression is that, despite the fact that the predictions of a quick victory over the Ukrainian army have been proven false, Putin is as determined as ever.

    Ben Wallace, the defence secretary, has said that Britain and Nato would support Poland whether or not it decided to donate MiG-29 fighter jets to Ukraine, warning that Russia could attack the country as a result.

    The US has urged Poland to supply the Soviet-era planes to Ukrainian pilots, offering to provide replacement American jets.

    Wallace warned that the “blowback” would be on the Polish people if the country went ahead with the deal, adding that it was a “really big responsibility” on the shoulders of Andrzej Duda, the president of Poland.

      zero hedge – US “Surprised”, Wasn’t Pre-Consulted On Poland’s Announcement Of Jets For Ukraine

      Update(17:24ET): This level of huge contradiction among allies on such a big development is just a bit awkward and even embarrassing. The Biden administration is saying it was caught completely by “surprise” at Poland’s declaration hours ago that it would send all its Russian-produced MiG-29 jets to Ramstein Air Base in Germany for the United States to be able to transfer them to Ukraine.

      While the possible plan was reportedly under consideration for days, it doesn’t appear the White House was notified of Warsaw’s final decision prior to the announcement being declared as a ‘done deal’ via the Polish Ministry of Foreign Affairs website. Apparently for Washington, there was no done deal at all.

      “Poland’s decision to put all its MIG-29 jets at the disposal of the United States was not pre-consulted with Washington,” State Department Undersecretary Victoria Nuland said Tuesday in the wake of Poland’s statement. And more:

      “To my knowledge, it wasn’t pre-consulted with us that they planned to give these planes to us,” she said at a hearing of Senate Foreign Relations Committee. “I look forward when this hearing is over to getting back to my desk and seeing how we will respond to this proposal of theirs to give the planes to us,” she said.

      Here’s how the exchange began:

      “I was in a meeting where I ought to have heard about that just before I came (to a Senate hearing), so I think that actually was a surprise move by the Poles,” Undersecretary of State for Political Affairs Victoria Nuland told US lawmakers.

      Asked by a senator whether US officials coordinated ahead of time with Poland before Warsaw made its announcement, Nuland said: “Not to my knowledge.”

      The official statement from Poland had said, “The authorities of the Republic of Poland, after consultations between the President and the Government, are ready to deploy – immediately and free of charge – all their MIG-29 jets to the Ramstein Air Base and place them at the disposal of the Government of the United States of America.”

      Elsewhere during her Senate testimony remarks, Nuland said that the US is currently considering placing Patriot missile batteries in Poland.

      The bizarre back-and-forth over the “surprise” MiG fighter jet agreement gave rise for some in Congress to demand the White House see it through, now that the offer has apparently already been made by Poland. It would require, according to the statement from Warsaw, for Washington to supply in place of the depleted MiGs new F-16s at a future date.

      All of this possibly just brought Warsaw into Russia’s crosshairs, or at least some in Poland might now be worrying… After all, the logistics alone of such a major transfer during a war inside Ukraine would be perilous and difficult, to say the least. Russia has also warned it could target such externally supplied major weapons systems entering from abroad.

      And then there was this deeply alarming scenario floated on Tuesday in the Senate hearing with Nuland:

      A statement posted Tuesday to its Ministry of Foreign Affairs website indicated the jets will be placed “at the disposal of the Government of the United States of America” which in turn is expected to send them to Ukraine, after President Zelesnky has issued a series of urgent appeals for fighter planes.

      It’s part of a controversial deal which had in the last days emerged and which was widely reported as being in the works, despite Poland as recently as Sunday greatly downplaying it – perhaps not wanting to prematurely provoke Russia’s wrath. It was previously confirmed that the other side of the deal would see Washington quickly replace Warsaw’s depleted MiG-29 jets with F-16 fighters.

      The statement from Poland’s government followed with: “At the same time, Poland requests the United States to provide us with used aircraft with corresponding operational capabilities. Poland is ready to immediately establish the conditions of purchase of the planes.”

      “The Polish Government also requests other NATO Allies – owners of MIG-29 jets – to act in the same vein,” the statement concluded.

      Days ago Secretary of State Antony Blinken said the US is “very actively” looking at resupplying Poland if it can quickly transfer its own Russian-made aircraft to Ukraine.

      “We are looking actively now at the question of airplanes that Poland may provide to Ukraine and looking at how we might be able to backfill should Poland decide to supply those planes,” Blinken previously from in Moldova, while on a trip that highlighted the growing refugee crisis from the war.

      “A perilous delivery” it will be, ABC’s chief Washington correspondent observes, given Russia has threatened to militarily block major external weapons shipments…

      Crucially, there was also this recent statement from an unnamed Polish official given to FT: “I can’t speak to a timeline but I can just say we’re looking at it very, very actively.” The official said further, “Poland is not in a state of war with Russia, but it is not an impartial country, because it supports Ukraine as the victim of aggression. It considers, however, that all military matters must be a decision of Nato as a whole.”

      Already many NATO nations have been supplying Ukraine with anti-tank and anti-air should fired missiles, but if a large-scale movement to get more fighter jets to Kiev gains momentum, this will certainly mark a huge escalation, and the Kremlin has recently warned it could attack such provocative military supplies coming from the West.

      The Polish foreign minister, Zbigniew Rau, said his government was “ready to deploy – immediately and free of charge – all their MiG-29 jets to the Ramstein airbase and place them at the disposal of the government of the United States of America”.

      But the Pentagon appeared to reject the proposal, saying it was not “tenable”.

      In a statement, the US Department of Defense said the prospect of the jets departing from the base “to fly into airspace that is contested with Russia over Ukraine raises serious concerns for the entire Nato alliance”.

      “We will continue to consult with Poland and our other Nato allies about this issue and the difficult logistical challenges it presents, but we do not believe Poland’s proposal is a tenable one,” John Kirby, the Pentagon press secretary, said.

      Poland is thought to have 28 of the Soviet-era warplanes, and had been in negotiation with the Biden administration on a three-way deal in which Warsaw would gave the planes to Ukraine, on condition that the US would provide the Polish air force with newer US fighters.

      “Poland requests the United States to provide us with used aircraft with corresponding operational capabilities,” Rau said in a statement on his ministry’s website. “Poland is ready to immediately establish the conditions of purchase of the planes.”

      Rau requested other Nato allies with MiG-29 jets – a reference to Slovakia and Bulgaria – “act in the same vein”.

      By handing them to the US, Poland is hoping to mitigate the risk of direct retaliation from Russia.

      However, the US under secretary of state for political affairs, Victoria Nuland, said the Polish announcement had taken Washington unawares, calling it a “surprise move by the Poles”.

      “To my knowledge, it wasn’t pre-consulted with us that they plan to give these planes to us,” Nuland told Congress. “I look forward when this hearing is over to getting back to my desk and seeing how we will respond to this proposal of theirs to give the planes to us.”

      The idea of donating old warplanes to Ukraine was raised on 27 February by the EU foreign and security policy chief, Josep Borrell, who declared: “We are going to provide even fighter jets.” That announcement annoyed Polish officials, who said Warsaw was not properly consulted over a move that could expose the country to risk.

      The Russian defence ministry did not address the issue directly but warned that any country that provided air fields for Ukrainian warplanes that were later used against Russians would be considered by Moscow as being involved in the conflict. Polish thinking is that when the planes are delivered to Ukrainian pilots, they will be taking off from an air base in Germany as US assets.

      Poland announced the plan as US officials said the war in Ukraine had reached a pivotal moment, with Russia sustaining severe losses but with Putin determined to press on.

      “I think the next couple of days are going to be critical for both the humanitarian situation and also for the tide of this war,” Michael Carpenter, the US ambassador to the Organisation for Security and Cooperation in Europe (OSCE), told the Guardian.

      US intelligence agencies told Congress on Tuesday that they tentatively estimated that 2,000 to 4,000 Russian soldiers had been killed so far, but that Putin would persevere in the face of fierce Ukrainian resistance.

      “We assess Putin feels aggrieved the west does not give him proper deference and perceives this as a war he cannot afford to lose,” the US director of national intelligence, Avril Haines, told the House intelligence committee.

      Carpenter quoted the Ukrainian foreign minister as saying Ukraine will win – but at what price?

      “I think that is the question that we’re all asking ourselves, and what can we possibly do to get humanitarian relief to those in need, and to force the Russians to abide by some sort of ceasefire and respect for humanitarian corridors,” he said.

      But Carpenter cautioned: “I have to say it’s so difficult because the cynicism on the Russian side is just unbelievable.”

      The CIA director, William Burns, predicted “an ugly next few weeks” in Ukraine, in which the Russian leader would escalate the war “with scant regard for civilian casualties”.

      Haines said US officials believe Putin “is unlikely to be deterred … and instead may escalate – essentially doubling down to achieve Ukrainian disarmament and neutrality to prevent it from further integrating with the US and Nato if it doesn’t reach some diplomatic negotiation”.

      Carpenter said that US and allied weapons supplies were still getting through to the Ukrainian army.

      “I don’t want to get into too many specifics as to how we’re getting our security assistance to the Ukrainians who are using it, but I can tell you that that pipeline is open, and we’re dedicated to giving them what they need to be able to defend themselves,” he said.

      The Ukrainian government of Volodymyr Zelenskiy has placed great importance on the delivery of fighter jets, but US officials and military experts have expressed scepticism over how decisive MiG-29s can be, particularly as Russian forces have substantial anti-aircraft missile systems.

      “I don’t want to focus too much on one particular system. Ukraine has a lot of needs,” Carpenter said. “Certainly combat aircraft could help but there’s a lot of other systems that could be useful in terms of degrading Russian air power and preventing the vast bulk of the civilian casualties, which are resulting from long-range fires.”

      A senior US defence official said that Russian armed forces were stepping up their pressure on Kyiv, with intensified bombing to disrupt life in the capital and possibly lay the groundwork for a full-scale assault.

      The US assesses Russia has lost about 5% of the tanks, artillery and other military equipment it brought into Ukraine, and that it still has the “vast majority” of its short-range, surface-to-air missiles and artillery available.

      The US official also said the Pentagon believes Russia has prepared up to 11 tank landing ships in the Black Sea for future amphibious assaults on the Ukrainian coast.

    Earlier today Under Secretary of State for Political Affairs, Victoria Nuland, was testifying before the Senate Foreign Relations Committee (SFRC) on Russia’s invasion of Ukraine. The Senate foreign relations committee is the legislative branch body who works with the executive branch State Dept to launder money through foreign nations. The Senate is the bank, the State Dept is the collection agency.

    One of the members of the SFRC is Marco Rubio, also the vice-chairman of the Senate Select Committee on Intelligence (SSCI). Keep this point at the front of your reference. Senator Rubio has a specific intent when he asks Ms Nuland publicly about biological weapons labs in Ukraine.

    Don’t get so caught up with the nervous admission by Under Secretary Nuland, that you miss the purposeful intent of Rubio in getting out in front of a story that could be more troublesome for the Fourth Branch (intelligence apparatus). Rubio would not make this public remark, if he wasn’t intending to dilute a bigger issue.

    “Ukraine has biological research facilities, which in fact we are now quite concerned Russian troops, Russian forces may be seeking to gain control of.”

    On Tuesday, Under Secretary of State for Political Affairs Victoria Nuland told the Senate that the US is working with Ukraine to protect biological research labs as Russia continues its attacks on the Eastern European nation.

    “Ukraine has biological research facilities, which in fact we are now quite concerned Russian troops, Russian forces may be seeking to gain control of, so we are working with the Ukrainians on how they can prevent any of those research materials from falling into the hands of Russian forces should they approach,” Nuland told the US Senate Foreign Relations Committee in a hearing.

    The response came in regards to a question from Senator Marco Rubio, who asked: “Does Ukraine have chemical or biological weapons?”

    Following Nuland’s response, Rubio continued on to ask whether she would have any doubt that the Russians would be behind any potential biological or chemical attacks.
    “I’m sure you’re aware that the Russian propaganda, two groups already putting out there all kinds of information about how they’ve uncovered a plot by the Ukrainians to release biological weapons in the country and with NATO’s coordination. If there’s a biological or chemical weapon incident or or attack inside of Ukraine, is there any doubt in your mind that 100 percent it would be the Russians that would be behind it?” Rubio asked.

    “There is no doubt in my mind, Senator, and it is classic Russian technique to blame on the other guy what they’re planning to do themselves,” Nuland responded.

      The US has 336 labs in 30 countries under its control, including 26 in Ukraine alone.

      It should give a full account of its biological military activities at home and abroad and subject itself to multilateral verification.
