Newsweek, April 8, 2021: Vladimir Putin’s Adviser Says U.S. Is Developing Biological Weapons Near Russia

Russian President Vladimir Putin‘s chief security adviser has said Moscow has “good reason to believe” the U.S. is developing biological weapons along the borders of Russia and China.

Nikolai Patrushev, who is the secretary of Russia’s Security Council, made the comments during an interview with the newspaper Kommersant, in which journalist Elena Chernenko asked him about claims that China had “deliberately caused” the coronavirus pandemic.

Defending Beijing, Patrushev replied: “I suggest that you look at how more and more biological laboratories under U.S. control are growing considerably in the world and by a strange coincidence, mainly by the Russian and Chinese borders.”

Russia shares land borders with 16 countries—the most of any nation in the world. China shares frontiers with 14 countries, as well as the special administrative region of Hong Kong. Patrushev did not name any specific countries, but said: “Americans help local scientists develop new ways to fight dangerous diseases.”

The review follows concerns raised by Jewish groups of the alleged involvement of Canadian troops in training neo-Nazis in Ukraine as well as warnings by soldiers last year that some Iraqis who have received instruction from Canada were involved in torture and rape.

DND spokesman Dan Le Bouthillier said the review was started in late October. “This review will look holistically at all missions where the CAF conducts mentoring or capacity building functions with the armed forces of another nation,” he noted.

But Le Bouthillier indicated that some details of the review will remain secret as “the specifics of the process by which the CAF verifies the suitability of training candidates is subject to operational security restrictions.”

  2. globe and mail – Russia’s RT to be removed from Canadian lineup by Bell, Rogers, Shaw

    BCE Inc., Rogers Communcations Inc. and Shaw Communications Inc. are pulling a Russian state-funded television channel from their channel lineups after the minister who oversees Canada’s broadcasting system said Ottawa is exploring “all options” to get RT off the air.

    A spokesperson for BCE told The Globe that the Kremlin-controlled television network RT, formerly known as Russia Today, is no longer available in Bell’s channel lineup, while a spokesperson for Rogers said the channel will be removed Monday. Shaw said on Twitter late Sunday that effective Monday, it will no longer be carrying the network, adding, “Customers who subscribe to RT as a pick and pay service will receive a credit in their next billing cycle.”

    Telus Corp. still offers the channel.

    The Conservative Party has called the broadcaster a tool of Moscow that spreads “disinformation and propaganda,” while a January report by the U.S. State Department said the channel has been used to try to sway public opinion about Ukraine in Europe, the United States and even as far away as Latin America.

    Ihor Michalchyshyn, chief executive of the Ukrainian Canadian Congress, said Moscow is using RT to justify its war against Ukraine and that makes it even more crucial to bar it from any Canadian-regulated broadcasting.

    The Globe and Mail reported in 2017 that some of the country’s biggest television providers were being paid by RT to carry the channel. Such arrangements are unusual in the TV distribution business, as typically cable and satellite companies pay specialty television channels for the right to distribute them.

    “It’s really a moral question: Should our cable companies be making money off of the carriage of what is clearly a propaganda channel?” said Barry Kiefl, president of Ottawa-based research firm Canadian Media Research Inc.

    Mr. Kiefl called on Canada’s cable and satellite companies to voluntarily stop broadcasting the channel despite the financial hit, noting that Canada’s airspace has been closed to Russian aircraft operators and that Russian alcohol has been pulled from the shelves at the Liquor Control Board of Ontario (LCBO).

    Failing that, the Canadian Radio-television and Telecommunications Commission (CRTC) could remove RT from its lists of eligible satellite services for distribution, Mr. Kiefl said.

    A spokesperson for Telus said that as a third-party content provider, the telecom “does not exercise editorial control” over the channels it makes available to its customers or what they choose to watch.

    “We fully adhere to the standards and guidelines set out by our regulator, the CRTC, and in the event that the CRTC requests Canadian broadcast distributors remove Russia Today, we will immediately comply. In an effort to keep our customers informed, we have added a Ukrainian category on Channel 3000 for free until at least March 28, 2022,” Richard Gilhooley said in an e-mail.

    Spokespeople for BCE, Rogers and Shaw did not immediately respond to requests for comment.

    After The Globe reported in 2017 that Canadian TV providers were being paid to carry RT, opposition members of Parliament called for more transparency into the agreements.

    At the time, Mélanie Joly, who was then the Heritage Minister, declined multiple interview requests on the subject, saying that regulating and supervising the Canadian broadcast system is the responsibility of the CRTC. The regulator also declined requests for an interview at the time, saying in an e-mailed statement that the agreements with RT are “competitively sensitive.”

    While the CRTC operates at arm’s length from the government, the Heritage Minister’s portfolio includes setting policy that affects how the regulator oversees the industry. Ms. Joly, now Foreign Affairs Minister, had previously used that power. For example, earlier in 2017, she referred a number of renewals of TV licences back to the watchdog, instructing it to reconsider the spending requirements it set for original Canadian programs.

    Conservative interim leader Candice Bergen has called on Ottawa to issue an “order of general application directing the [CRTC] to adopt a new broadcasting policy” that revokes the licences of such outlets “so that Russia Today (RT) is taken off Canada’s airwaves.”

    Canadian Heritage Minister Pablo Rodriguez said Saturday that the federal government is “looking at all options.”

    “I share the concerns of many Canadians about the presence of Russia Today in our broadcasting system,” Mr. Rodriguez said on Twitter.

    Mr. Kiefl argued that removing the channel from Canada’s broadcast system does not constitute censorship, as those who wish to watch RT could still do so online. “You’re not saying the channel can’t exist, you’re just saying ‘I’m not going to distribute it,’ ” Mr. Kiefl said.

    He added that the channel is taking up space that could go to local broadcasters. “The satellite has a limited amount of space – it can only air so many channels.”

    On Sunday, RT remained available to Canadian television subscribers, broadcasting headlines such as “Ukraine army allegedly intensifies artillery fire on residential areas” and “Russian TV channels including RT banned in Poland, Finland, Australia.”

      The Times also revealed how MI6 spies have been told to consider their “white privilege” and avoid using offensive words like “manpower” and “grip” as part of an effort to improve “diversity and inclusion in the security services.”

The whole world is inspired by the strength and intensity of their resistance, and Canada will continue to deliver support for Ukraine’s heroic defence against the Russian military,” Trudeau said.

      There’s an irony of this surfacing now, so soon after the Canadian government began targeting their political opposition for de-banking.

      Essentially, what is happening in Russia, on an entire citizen scale, is the same issue that happened in Canada to the individuals targeted.

      The financial mechanisms in this integrated system of payment are now creating havoc for the individual.

      The SWIFT transfer system sanction(s) against the Russian government, end up debanking everyone in the country. These are remarkable times, and this is an example of something that needs to be factored in to how you can retain individual liberty and freedom.

      While the US is planning to increase its military presence in Eastern Europe to “protect its allies against Russia”, internal documents show what American “protection” in practical terms means.

      The Pentagon has conducted biological experiments with a potentially lethal outcome on 4,400 soldiers in Ukraine and 1,000 soldiers in Georgia. According to leaked documents, all volunteer deaths should be reported within 24 h (in Ukraine) and 48 h (in Georgia).

      Both countries are considered the most loyal US partners in the region with a number of Pentagon programs being implemented in their territory. One of them is the $2.5 billion Defense Threat Reduction Agency (DTRA) Biological engagement program which includes research on bio agents, deadly viruses and antibiotic-resistant bacteria being studied on the local population.

      Project GG-21: “All volunteer deaths will be promptly reported”

      The Pentagon has launched a 5-year long project with a possible extension of up to 3 years code-named GG-21: “Arthropod-borne and zoonotic infections among military personnel in Georgia”. According to the project’s description, blood samples will be obtained from 1,000 military recruits at the time of their military registration physical exam at the Georgian military hospital located in Gori.

      The samples will be tested for antibodies against fourteen pathogens:

      Bacillus anthracis
      Brucella
      CCHF virus
      Coxiella burnetii
      Francisella tularensis
      Hantavirus
      Rickettsia species
      TBE virus
      Bartonella species
      Borrelia species
      Ehlrichia species
      Leptospira species
      Salmonella typhi
      WNV
      The amount of blood draw will be 10 ml. Samples will be stored indefinitely at the NCDC (Lugar Center) or USAMRU-G and aliquots might be sent to WRAIR headquarters in US for future research studies. Walter Reed Army Institute of Research (WRAIR) is the largest biomedical research facility administered by the U.S. Department of Defense. The results of the blood testing will not be provided to the study participants.

      Such a procedure cannot cause death. However, according to the project report, “all volunteer deaths will be promptly reported (usually within 48 h of the PI being notified)” to the Georgian Military Hospital and WRAIR.

      The soldiers’ blood samples will be stored and further tested at the Lugar Center, a $180 million Pentagon-funded facility in Georgia’s capital Tbilisi.

      The Lugar Center has become notorious in the last years for controversial activities, laboratory incidents and scandals surrounding the US drug giant Gilead’s Hepatitis C program in Georgia which has resulted in at least 248 deaths of patients. The cause of death in the majority of cases has been listed as unknown, internal documents have shown.

      The Georgian project GG-21 has been funded by DTRA and implemented by American military scientists from a special US Army unit code-named USAMRU-G who operate in the Lugar Center. They have been given diplomatic immunity in Georgia to research bacteria, viruses and toxins without being diplomats. This unit is subordinate to the Walter Reed Army Institute of Research (WRAIR).

      Documents obtained from the US Federal contracts registry show that USAMRU-G is expanding its activities to other US allies in the region and is “establishing expeditionary capabilities” in Georgia, Ukraine, Bulgaria, Romania, Poland, Latvia and any future locations. The next USAMRU-G project involving biological tests on soldiers is due to start in March of this year at the Bulgarian Military Hospital in Sofia.

      Project UP-8: All deaths of study participants should be reported within 24 h

      The Defense Threat Reduction Agency (DTRA) has funded a similar project involving soldiers in Ukraine code-named UP-8: The spread of Crimean-Congo hemorrhagic fever (CCHF) virus and hantaviruses in Ukraine and the potential need for differential diagnosis in patients with suspected leptospirosis. The project started in 2017 and was extended few times until 2020, internal documents show.

      According to the project’s description, blood samples will be collected from 4,400 healthy soldiers in Lviv, Kharkov, Odesa and Kyiv. 4,000 of these samples will be tested for antibodies against hantaviruses, and 400 of them – for the presence of antibodies against Crimean-Congo hemorrhagic fever (CCHF) virus. The results of the blood testing will not be provided to the study participants.

      There is no information as to what other procedures will be performed except that “serious incidents, including deaths should be reported within 24 hours. All deaths of study subjects that are suspected or known to be related to the research procedures should be brought to the attention of the bioethics committees in the USA and Ukraine.”

      Blood samples from 4,000 Ukrainian soldiers will be tested for hantaviruses. Another 400 blood samples will be tested for CCHF under the DTRA-sponsored Ukrainian Project UP-8.

      Project UP-8: “Serious incidents, including deaths should be reported within 24 hours. All deaths of study subjects that are suspected or known to be related to the research procedures should be brought to the attention of the bioethics committees in the USA and Ukraine.” Source: ukr-leaks.org

      DTRA has allocated $80 million for biological research in Ukraine as of 30 July 2020, according to information obtained from the US Federal contracts registry. Tasked with the program is the US company Black &Veatch Special Projects Corp.

      Another DTRA contractor operating in Ukraine is CH2M Hill. The American company has been awarded a $22.8 million contract (2020-2023) for the reconstruction and equipment of two biolaboratories: the State Scientific Research Institute of Laboratory Diagnostics and Veterinary-Sanitary Expertise (Kyiv ILD) and the State Service of Ukraine for Food Safety and Consumer Protection Regional Diagnostic Laboratory (Odesa RDL).

      US personnel are indemnified for deaths and injuries to the local population

      The DTRA activities in Georgia and Ukraine fall under the protection of special bilateral agreements. According to these agreements, Georgia and Ukraine shall hold harmless, bring no legal proceedings and indemnify the United States and its personnel, contractors and contractors’ personnel, for damage to property, or death or injury to any persons in Georgia and Ukraine, arising out of activities under this Agreement. If DTRA-sponsored scientists cause deaths or injuries to the local population they cannot be held to account.

      USA TODAY – Fact check: False claim of US biolabs in Ukraine tied to Russian disinformation campaign

      The claim: There are biolabs in Ukraine funded by the US government

      In the early hours Thursday, Russian President Vladimir Putin launched a full-scale military assault on Ukraine, inciting a wave of international backlash and sanctions against Russia.

      “Putin is the aggressor. Putin chose this war. And now he and his country will bear the consequences,” President Joe Biden said.

      Some on social media claimed the United States may have more at stake than it lets on.

      A post shared to Facebook on Thursday shows a map of Ukraine pinpointing what the poster asserts are “exclusive U.S. biolabs in Ukraine” that are funded by the U.S. Department of Defense.

      “By now I think most everybody knows about Ukraine/WW3,” reads the post, which amassed more than 400 interactions in a day. “So what do we know about this??”

      Similar posts claimed Russia destroyed seven of the 11 supposed labs in missile strikes. The claims are wrong, independent fact-checking outlets reported.

      The posts misrepresent a treaty between the United States and Ukraine aimed at preventing biological threats. The labs are owned and funded by the Ukrainian government, according to the Security Service of Ukraine, the country’s main security agency.

      That agency and the U.S. Embassy in Ukraine have said the claim of U.S. labs is false. Numerous reports indicate it is tied to a years-long Russian disinformation campaign aimed at discrediting the United States.

      USA TODAY was unable to reach the Facebook users who shared the claim for comment.

      Labs run by Ukrainian government

      The Ukrainian and U.S. governments partnered in August 2005 to “prevent the proliferation of dangerous pathogens and related expertise and to minimize potential biological threats,” according to the treaty.

      Interfax-Ukraine reported in May 2020 that part of the agreement was aimed at “modernizing” state laboratories in the Odesa, Kharkiv, Lviv, Kyiv, Vinnytsia, Kherson and Dnipropetrovsk regions. Those efforts included making repairs, updating equipment and purchasing supplies.

      The Security Service of Ukraine said the laboratories, “financed from the state budget, are subordinate to the Ministry of Health and the state service on food safety and consumer protection,” according to Interfax-Ukraine.

      The U.S. Embassy in Ukraine sought to “set the record straight” on the biolabs claim in a statement in April 2020, calling the theories “disinformation spreading in some circles in Ukraine that mirrors Russian disinformation regarding the strong U.S.-Ukrainian partnership to reduce biological threats.”

      Coda, a nonprofit media company, reported in 2018 that the claim is part of a broader disinformation campaign by the Kremlin to discredit the United States in the eyes of Russia’s pro-Western neighbors, Ukraine and Georgia.

      When the COVID-19 pandemic hit, Russia teamed up with China to further amplify the false claim of U.S. labs in Ukraine. The goal was to call into question whether the coronavirus originated in one of the supposed “U.S.-controlled” labs, according to a report in April 2021 from the Daily Beast.

      The Security Service of Ukraine said the claim is false in a Facebook post in May 2020, according to Interfax-Ukraine.

      “Recently, ‘fake news’ about the alleged activities of American military biological laboratories in Ukraine has been spread in the media and social networks,” the agency said. “No foreign biological laboratories operate in Ukraine. Statements recently made by individual politicians are not true and are a deliberate distortion of the facts.”

      USA TODAY was unable to reach the U.S. Embassy in Ukraine or the Department of Defense for comment.
