This document was written around the time this site was created, for those who wish to understand what this site is about. And while our understanding of the world and events has grown since then, the basic ideas remain sound and true to the purpose.

So please post all links, thoughts and ideas that you feel will benefit the readers of this site to the comments under this post each day. And thank you all for your contributions.

  3. Russian President Vladimir Putin has said insulting Prophet Muhammad does not count as freedom of expression.

    Insults to the prophet are a “violation of religious freedom and the violation of the sacred feelings of people who profess Islam,”, Putin said on Thursday during his annual news conference, Russian News Agency TASS reported.

    Putin also criticised posting photos of Nazis on websites such as the one titled the Immortal Regiment dedicated to Russians that died in World War Two.

    Putin said these acts give rise to extremist reprisals, citing as an example the attack on the editorial office of Charlie Hebdo magazine in Paris after its publication of cartoons of the prophet.

        Today, the U.S. Food and Drug Administration amended the emergency use authorization (EUA) for the Moderna COVID-19 Vaccine to shorten the time between the completion of a primary series of the vaccine and a booster dose to at least five months for individuals 18 years of age and older.

        “The country is in the middle of a wave of the highly contagious omicron variant, which spreads more rapidly than the original SARS-CoV-2 virus and other variants that have emerged,” said Peter Marks, M.D., Ph.D., director of the FDA’s Center for Biologics Evaluation and Research. “Vaccination is our best defense against COVID-19, including the circulating variants, and shortening the length of time between completion of a primary series and a booster dose may help reduce waning immunity. Today’s action also brings consistency in the timing for administration of a booster dose among the available mRNA vaccines. We encourage everyone to get vaccinated—it’s never too late to get your COVID-19 vaccine or booster.”

        The most commonly reported side effects by individuals who received a booster dose of the Moderna COVID-19 Vaccine after completion of a two-dose primary series were pain, redness and swelling at the injection site, as well as fatigue, headache, muscle or joint pain and chills. The fact sheets for recipients and caregivers and for healthcare providers include information about the potential side effects, as well as the risks of myocarditis and pericarditis.

        The amendment to the EUA was granted to ModernaTx Inc.

      Provinces are likely to introduce mandatory vaccination policies in the coming months to deal with surging COVID-19 caseloads, Health Minister Jean-Yves Duclos said today.

      “What we see now is that our health care system in Canada is fragile, our people are tired, and the only way that we know to get through COVID-19, this variant and any future variant, is through vaccination,” Duclos said.

      Duclos said that while rapid tests, masking and social distancing are useful tools, they won’t end the pandemic on their own.

      “Fifty per cent of hospitalizations now, in Quebec, are due to people not having been vaccinated,” he said. “That’s a burden on health care workers, a burden on society which is very difficult to bear and for many people difficult to understand.

      “That’s why I’m signaling this is a conversation which I believe provinces and territories, in support with the federal government, will want to have over the next weeks and months.”

      Duclos said that while discussions about mandatory vaccination policies are not taking place now, he believes that, based on his “personal understanding of what we see internationally and domestically and in my conversations [with] health ministers over the last few weeks,” the discussion will start in the coming weeks or months.

      He stressed that it’s up to the provinces to decide whether to implement mandatory vaccination policies.

      Duclos said the provinces are facing a perfect storm of record-setting case numbers, a shortage of health care workers and up to seven million eligible Canadians still unvaccinated.

      “What we can do … is provide vaccines, tests, personal protective equipment,” he said. “We can provide tracing support, we can provide all sorts of other non-human resources types of assistance.”

      Intergovernmental Affairs Minister Dominic LeBlanc said there are limits to what the federal government can do to ease shortages of health care staff.

      “It’s no surprise that provincial and territorial governments have considerably more health human resources, for example, than would the government of Canada,” he said.

      Quebec, Europe strengthen vaccine policies

      Earlier this week, Quebec’s Health Minister Christian Dubé announced that Quebecers will need to show proof that they are fully vaccinated in order to enter government-run liquor and cannabis shops as of Jan. 18.

      Dubé said half of the people with COVID-19 being admitted to ICUs in the province are unvaccinated and that the new restrictions are needed slow down hospital admissions.

      The minister also said the Quebec government will soon expand the use of the vaccination passport to other non-essential businesses, such as personal care services. That announcement is expected in the coming days.

      “By limiting the places they can go, we’re limiting their contacts,” Dubé said, referring to the unvaccinated.

      “If you don’t want to get vaccinated, stay home.”

      Some European countries, such as Austria and Greece, have moved in that direction already as infection rates hit record highs and vaccination campaigns stall.

      Greeks over the age of 60 who are not yet vaccinated are now subject to monthly fines of 100 euros ($140 Cdn). Austria, which has one of the lowest vaccination rates in the European Union, is looking at fining unvaccinated Austrians more than 7,000 euros ($9,880). Slovakia, meanwhile, is offering payments of 600 euros ($844) to encourage people to get their shots.

      There are signs that enforcing these new vaccine rules will be a challenge. In late November, roughly 40,000 people assembled in Vienna to protest the new rules.

      DEUTSCHE PRAVDA – Coronavirus: Austrian Chancellor Karl Nehammer tests positive

      Austrian Chancellor Karl Nehammer has tested positive for coronavirus, the chancellery said. The Austrian leader is in self-isolation and not showing symptoms.

      Austrian Chancellor Karl Nehammer said on Friday that he tested positive for COVID-19 and that the infection came from a member of his security detail.

      The news comes as the Austrian government is pressing ahead with plans to implement a general vaccine mandate starting in February.

      It also comes as the country is logging an uptick in COVID-19 cases after infections slowed during a lockdown in November and December last year.

      What we know so far

      According to the Austrian Chancellery, Nehammer is not exhibiting any symptoms.

      “There is no need to worry, I am fine and doing well,” the Chancellery quoted Nehammer as saying.

      The Austrian chancellor said he has received a booster shot and is “as protected as possible from a severe infection.”

      His wife and children have so far tested negative, his office added.

      Nehammer is isolating at home, where he continues to work via video and telephone meetings. He will not have in-person meetings for the next few days, the Chancellery said.

      On Thursday, Nehammer took part in a meeting on tightening the country’s COVID curbs — but his office said he wore a protective FFP2 mask throughout, and that journalists were protected by plexiglass screens.

      Who is Karl Nehammer?
      Nehammer was sworn in as chancellor at the beginning of December 2021 following political upheaval that saw the country cycle through several chancellors in a matter of months.

      The upheaval was kicked off by former Chancellor Sebastian Kurz’s abrupt, and scandal-plagued, exit from politics.

      The 49-year-old Nehammer, who also now heads the ruling conservative Austrian People’s Party (ÖVP), was formerly the country’s interior minister from 2020 to 2021.

      The Vienna-born Nehammer worked in the army for several years. He then started working as a communications adviser before becoming a politician in 2017.

      As interior minister, Nehammer supported Kurz in taking a hardline anti-immigration stance and is likely to continue with a harsh refugee policy.

      The new chancellor has also said he intends to continue with plans to push through a vaccine mandate for the county and take a hardline approach to those who refuse to be vaccinated.

    • Austria makes medical-grade masks obligatory outside

      VIENNA – Austria’s government said it was making medical-grade masks compulsory outside to ward off a new lockdown as Omicron variant cases of Covid-19 rise.

      Chancellor Karl Nehammer revealed the decision, telling reporters the situation was “very serious” with Omicron’s degree of contagion posing “a new challenge”.

      Vienna acted with new daily cases running at 10,000 on Wednesday, compared with 3,000 at the start of the month, in a country of 8.9 million.

      Medical grade FFP2 face coverings had already been compulsory on Austrian public transport and in enclosed spaces since last January.

      FFP2 masks offer better filtration than their surgical equivalent and cover the face more effectively.

      Austria is also tightening its health pass controls but loosening restrictions including on confinement of those who test positive and those with whom they have been in contact to avoid economic paralysis.

      Nehammer said Vienna was not ruling out a new lockdown should hospitalisations spike. the most recent one having ended on December 12 for those vaccinated.

      Those yet to be jabbed must stay at home except for reasons including work and buying food in a country where around one-third of residents have not been jabbed — one of the highest rates in Western Europe.

      EXPLAINED: What do we know about Austria’s new rule for masks outdoors?

      Austria on Thursday announced that its mask mandate would be extended to cover some outdoor areas.

      FFP2 masks are already required on public transport (including at stops and stations), in all shops and other indoor areas including hairdressers, museums, workplaces and at events for example.

      The change extending this to outdoor spaces will come into effect from January 11th.

      This will not be a blanket rule to cover all outdoor public spaces, but rather those where a two-metre distance cannot be kept from people from other households. The full text of the law has not yet been published, but government ministers named examples such as pavements, pedestrian zones, queues, and events.

      “Whenever I am encountering people, I must wear a mask,” Chancellor Karl Nehammer said at the press conference announcing the measures.

      Regions will also have the authority to introduce mask mandates in particularly crowded outdoor areas locally. This was also the case last year, when Vienna introduced such a mandate along the Danube Canal, a popular spot for walking and visiting the bars and restaurants along its banks.

      At the moment for most adults, only FFP2 masks can be worn, though at different points in the pandemic Austria has relaxed rules slightly to allow cloth or surgical face masks. For children aged under 7, no mask is required, and for children aged under 14 and pregnant women a cloth or surgical face mask may be worn as an alternative to FFP2 masks.

      FFP2 masks offer better protection against the coronavirus and other pathogens than the cloth or surgical equivalents, with a higher proportion of aerosols filtered out. They are also generally easier to fit over both mouth and nose, although getting a well-fitting mask is still important.

      As well as the change to the mask mandate, Austria’s government on Thursday also announced shorter quarantines for contacts of positive Covid cases, and 2G checks to be required in shops.

      Like many other countries across Europe, Austria is currently tightening its Covid measures in response to the Omicron wave of Covid-19. Italy for example made face masks compulsory in outdoor spaces from late December.

      Austria’s Covid incidence rate is creeping upwards again, reaching 432 (new cases per 100,000 residents over seven days) on Thursday with particularly high rates in Salzburg and Tyrol, partly tied to winter ski tourism. According to modelling, upwards of 17,000 cases per day are expected by next week. Currently, fewer than 300 people are in intensive care units with Covid-19 after this figure reached 600 earlier in the winter which prompted the government to implement a lockdown.

      “We will do everything we can to avoid another lockdown,” Chancellor Nehammer said on Thursday.

    Investing question: how “ESG” is it for an airline to operate to the tune of 3,000 unnecessary flights, all of which are burning jet fuel, simply to keep take-off and landing rights at major airports?

    Because that’s exactly what’s going on with Brussels Airlines, according to news from Belgium’s The Bulletin.

    The airline’s parent company, Lufthansa, reportedly operated 18,000 flights over the winter that would have otherwise been cancelled due to lack of passengers, the report says. Brussels Airlines accounted for 3,000 of those flights.

    As a result, the Belgian federal government has contacted the European Commission, urging it to change its rules for how airlines secure rights at major airports.

    Previously, the rule was that “airlines must operate flights in at least 80% of their scheduled take-off and landing slots”, the report says. Post-Covid, the requirement dropped to 50%, which is still far above the actual number of flights that would meet demand from passengers.

    Belgium’s federal mobility minister Georges Gilkinet called the rules “incomprehensible from an economic and ecological point of view” and called for a further reduction of the threshold.

    Meanwhile, Lufthansa still plans to cancel 33,000 scheduled flights by the end of March.

  7. FRANCE – FRÉJUS – Man presents dismembered body parts to French police

    French police have detained a man who presented himself at a police station carrying the decapitated head of another man and a penis in a bag.

    The incident happened in Frejus, a town situated between the glitzy resorts of St Tropez and Cannes on the Mediterranean coast in the south of the country.

    “An individual handed himself in to police after cutting of the head and penis of another man,” police in the southern Provence Alpes Cote d’Azur region said, confirming a report first published in the Var-Matin daily.

    Judicial police from the nearby port city of Toulon who are leading the investigation told AFP that the 38-year-old man had presented himself to police this morning in Frejus,.

    “He showed the human head and was immediately taken to the police headquarters and detained,” said a police official, who asked not to be named.

    The man had been known to police until now only for “petty crime”, he added.

    Var-Martin said that investigators headed to an apartment in the district of the city where the man said he had committed the crime and found a decapitated corpse.

    Regional prosecutors are due to issue a further statement later this evening.
