This document was written around the time this site was created, for those who wish to understand what this site is about. And while our understanding of the world and events has grown since then, the basic ideas remain sound and true to the purpose.

So please post all links, thoughts and ideas that you feel will benefit the readers of this site to the comments under this post each day. And thank you all for your contributions.

This is the new Samizdat. We must use it while we can.

    • Iraq: MFA announces organisation of extraordinary flights for migrants to return from Belarus

      Iraqi Foreign Ministry Spokesperson Ahmed Al-Sahaf announced on Sunday that the Iraqi government is planning to organise extraordinary flights to voluntarily return migrants stranded at the Belarusian-Polish border.

      “All the measures we rely on are to enhance the path of the voluntary return of Iraqi migrants and refugees during the next two or three days, God willing, there will be an urgent and exceptional trip. The Embassy of the Republic of Iraq in Moscow called for this, through its official website, and deposited phone numbers through which anyone wishing to register on this flight could be coordinated,” the spokesperson said.

      The decision comes after the ministry announced the suspension of direct flights between Iraq and Belarus and the temporary withdrawal of the work permit of the Belarusian consul in Baghdad.

      Al-Sahhaf explained that the Iraqi embassies in Moscow and Poland will give the migrants passports in case they lose them during their journey.

      Tensions between the EU and Belarus have been escalating in recent months, with the EU accusing Belarusian President Alexander Lukashenko of deliberately sending migrants to the border in response to sanctions imposed by the EU.

      Austria went into a new pandemic lockdown at midnight on Sunday night – but only for its unvaccinated population. It’s in response to a record surge in COVID-19 cases that the government says threatens to overwhelm intensive care units.

      For ten days, millions of people will be required to stay at home – unless their journey is deemed essential.

      Crowds took to the streets of the capital, Vienna, to protest what they say is a vaccine mandate by the back door.

      They chanted for their freedom outside a fortified Chancellery – but under the new measures they will have to stay home.

      The protestors were there to make their hostility to the new lockdown heard. But in a country entering a fourth wave of the COVID pandemic – not all are opposed.

      Speaking on Sunday the country’s Interior Minister Karl Nehammer had a stern warning to the Austrian people.

      63 percent of the population have currently had both jabs, with Chancellor Alexander Schallenberg calling on those still unvaccinated to take up the offer of a shot.

      Those who currently haven’t received two jabs will only be permitted to leave their homes for work and carry out essential tasks such as shopping and attending medical appointments.

      The announcement follows a record surge in COVID infections and government concerns hospitals could become overwhelmed.

      Austria’s government has approved a new lockdown that will only apply to unvaccinated people. Starting at midnight on Sunday, the government said people who haven’t been vaccinated will only be allowed to leave their homes for essential reasons, such as working, shopping or taking a walk.

      The lockdown is intended to push more people to get the jabs against COVID-19.

      Austria’s decision comes just two days after the Netherlands announced a partial lockdown for all residents.

      Austria has one of the lowest vaccination rates in western Europe.

      Together with Chancellor Alexander Schallenberg Interior Minister Karl Nehammer held a press conference announcing the measure.

      Police in Turin said the “Basta Dittatura” (Enough of the Dictatorship) chat had tens of thousands of members and was a prime forum for organizing protests against Italy’s health pass.

      Like many European countries, Italy requires people to show their so-called Green Pass to dine indoors, visit museums and cinemas and for long-distance public transport. The pass shows proof of vaccination, a recent negative test or having been cured of COVID-19.

      Protests have grown more acute after Italy last month became the first Western country to also require the pass to access workplaces.

      In a statement Monday, police said they monitored the now-shuttered Telegram chat for weeks and identified 17 extremists who threatened Premier Mario Draghi, among others. They were considered the most dangerous of the chat members, and searches of their homes across the peninsula Monday turned up weapons and flammable acid, police told a press conference in Turin.

      “Other recurring targets were also the police, doctors, scientists, journalists and other public figures accused of ‘enslavement’ and ‘collaboration’ with the ‘dictatorship’ in place,” the statement said.

      Nearly every weekend has featured anti-vaccine and anti-green pass protests in Italy, including one Oct. 9 in Rome in which extremists trashed the headquarters of Italy’s main labor union. A protest this past weekend in Milan featured the American anti-vaccine activist, Robert F. Kennedy.

      Last week, the Interior Ministry issued guidance to police departments nationwide advising them to restrict protests from being staged in congested city centers. The ministry reaffirmed the right of protesters to gather, but cited the potential threat to public security and contagion in recommending protests be allowed only farther afield.

      Italy, where the coronavirus outbreak first erupted in Europe in February 2020, is seeing a steady increase in its daily caseload amid a new wave of infections. Authorities registered 62 cases per 100,000 inhabitants last week, the third consecutive week of increased incidence.

      But Italy for now is doing better than many other western European countries. Nationwide, hospital bed capacity is well below the critical threshold and, while Italy’s official death toll of 132,775 remains one of the highest in Europe, daily deaths have remained under 100 for months. Experts cite Italy’s green pass requirement, continued indoor mask mandates and relatively high vaccination rate: 84% of the population over age 12 is fully vaccinated.

      Roberto Speranza detta le nuove regole per quanto concerne i trasporti pubblici, firmando la nuova ordinanza in accordo col ministro delle Infrastrutture e dei trasporti Enrico Giovannini.

      Il controllo del Green Pass da parte delle autorità preposte dovrà obbligatoriamente scattare in stazione, ancor prima che il passeggero possa salire a bordo del convoglio. La stretta dovrebbe riguardare innanzi tutto i grandi hub, vale a dire quelli in cui risulta presente un “gate di accesso”, come ad esempio Milano Centrale, Firenze Santa Maria Novella e Roma Termini. Qualora tale verifica preventiva non sia possibile, a causa delle caratteristiche specifiche della stazione, “il controllo può essere effettuato dal personale di bordo insieme al controllo del biglietto di viaggio”, si legge nell’ordinanza.

      In caso di semplice sospetto di un caso di positività al Covid, si potrà provvedere addirittura a fermare l’intero convoglio. “La Polizia Ferroviaria e le Autorità sanitarie devono essere prontamente informate”, recita infatti la nota firmata da Speranza. “All’esito della relativa valutazione sulle condizioni di salute del passeggero, a queste spetta la decisione in merito all’opportunità di fermare il treno per procedere ad un intervento o prevedere appositi spazi dedicati”, precisa il comunicato. Il passo successivo sarà la sanificazione di tutto il treno, responsabilità che ricadrà sulle spalle dell’impresa ferroviaria ed elemento imprescindibile per consentire al convoglio di riprendere la sua corsa fino a destinazione.

Nella nuova ordinanza si prevede nuovamente l’utilizzo delle porte anteriori, ma solo ed esclusivamente nel caso in cui risulti installato “un apposito separatore protettivo dell’area di guida”. I passeggeri dovranno obbligatoriamente mantenere almeno un metro di distanza l’uno dall’altro, e per salire o scendere dal mezzo pubblico avranno da rispettare un “idoneo tempo di attesa al fine di evitare il contatto”.

      Da segnalare il ritorno del bigliettaio, che fungerà anche da controllore sui trasporti pubblici: il personale dovrà essere dotato “di mascherine chirurgiche o con più alto livello di protezione (FFP2) e di soluzione idroalcolica per la frequente igienizzazione delle mani”.

      Navi e traghetti

      La stretta arriva anche al largo: su navi e traghetti, infatti, bisognerà “evitare quanto più possibile i contatti tra il personale di terra e il personale di bordo” e rispettare “la distanza interpersonale di almeno un metro”. Permane anche l’obbligo di uso della mascherina, sia per il personale che per i passeggeri.

      Trasporto merci

      In caso di non possesso della mascherina, gli autisti saranno obbligati a restare a bordo del proprio mezzo di trasporto. In ogni caso, le attività di carico e scarico delle merci dovranno avvenire secondo modalità che non prevedono contatti diretti tra operatori ed autisti.

    France is ready to defend Ukraine’s territorial integrity, President Emmanuel Macron told Russian President Vladimir Putin on Monday.

    The warning comes after NATO chief Jens Stoltenberg cautioned Moscow against any aggression after “large and unusual concentrations of Russian forces” were spotted at Ukraine’s border in recent weeks.

    In 2014, Russia annexed Ukraine’s Crimean Peninsula and claimed the waters around it now belonged to Moscow, despite most countries continuing to recognize the peninsula as Ukrainian.

    Russian-backed separatists took control of Ukraine’s eastern Donbass region the same year and soldiers on both sides continue to engage in battle, resulting in casualties.

    Ukrainian President Volodymyr Zelenskyy said last week that there were nearly 100,000 Russian soldiers near Ukraine’s border.

    Meanwhile, Macron and Putin also agreed that tensions on the Poland-Belarus border where migrants have been massing had to be de-escalated, the French president’s office said.

    Tensions have soared since last week as coordinated efforts by migrants to cross from Belarus into EU member Poland were thwarted by Polish border guards.

    bloomberg – U.S., Allies Weigh Reprisals If Russia Moves Against Ukraine

    The U.S. and its European allies are discussing potential responses if Russian President Vladimir Putin takes military action against Ukraine, including fresh sanctions on Moscow and further security assistance for Kiev.

    Senior U.S. officials have raised the idea of a package of measures in discussions with European counterparts over the past week, telling them the Biden administration is already working up a menu of options to counter possible moves by Russia, according to people familiar with the discussions.

    The planning is at an early stage even within the U.S., and would require more discussions before seeking the support of other countries. But it comes after U.S. officials raised the alarm that Russia may be weighing a potential invasion of Ukraine as tensions flare between Moscow and the European Union over everything from migrants to energy supplies. The Kremlin denies any such intention.

    The effort is also aimed at steering Putin away from further aggression on Ukraine by making clear there would be a strong and coordinated response, two of the people said. They declined to specify what might be included, but with heavy sanctions already on many parts of the Russian economy including its defense and finance sectors, one area left to attack might be energy. A White House spokesperson declined to comment.

    100,000 Troops

    Putin has parked large numbers of troops near the Ukraine border previously, including earlier this year when he sent more than 100,000 troops, as well as tanks, warplanes and warships, to Crimea and other areas. He resisted for weeks as Kiev and western nations called on him to de-escalate, before pulling troops back in late April.

    The latest frictions come against a broader backdrop. Not only are troops massing again (Ukraine President Volodymyr Zelenskiy said last week that Moscow was “concentrating nearly 100,000 soldiers” near the border), but record-high gas prices leave Europe vulnerable to Russian largess on supplies. EU members including Poland have also accused Russia of encouraging a refugee crisis as its ally Belarus funnels migrants toward the bloc.

    French President Emmanuel Macron told Putin he defends Ukraine’s sovereignty in a phone call Monday that also addressed the migrant crisis. But Putin blasted the government in Kyiv in the call for its recent use of a drone against Russian-backed separatists and denounced recent U.S. and allied naval exercises in the Black Sea as “provocative,” the Kremlin said.

    Last week, German Chancellor Angela Merkel called the Russian leader twice in as many days to discuss the tensions. U.S. President Joe Biden and European Commission chief Ursula von der Leyen discussed the Ukraine buildup when they met in Washington last week.

    “We see an unusual concentration of troops and we know Russia has been willing to use these types of military capabilities before to conduct aggressive actions against Ukraine,” North Atlantic Treaty Organization Secretary General Jens Stoltenberg told reporters Monday. “This military build-up also reduces any warning time between a decision in Russia before they’re able to conduct a military aggressive action.”

    ‘Unfounded,’ Says Kremlin
    The Kremlin Friday dismissed talk of a potential invasion as “unfounded,” saying troop movements on its own territory were a domestic matter. People close to the Kremlin have said Putin aims to send a clear message to the West that Moscow won’t tolerate any further expansion of NATO military ties with Ukraine, but isn’t seeking a wider war.

    The spring crisis on the border eased after Biden called Putin and offered a summit, which took place in June. But Ukrainian officials say the Kremlin didn’t pull back all of the forces it massed at that time.

    “After the last military exercises in the border the Russian troops withdrew,” EU foreign policy chief Josep Borrell told reporters after a meeting of foreign ministers in Brussels Monday. But the Russian forces didn’t remove their equipment, he said, “so they can deploy quickly because the heavy material is already in place.”

    A similar package of possible countermeasures to the one now under discussion was developed by the U.S. in the spring but not implemented, according to two of the people. The EU assigned its foreign affairs service to craft options earlier this year to respond to any further Russian moves but those efforts stalled, one person added.

    This time, the U.S. is preparing to share with allies more of the information that’s triggered its worries, to build support for a joint response, according to two of the people.

    After a meeting with their Ukrainian counterpart in Brussels Monday, the foreign ministers of France and Germany warned in a joint statement that “any new attempt to undermine Ukraine’s territorial integrity would have serious consequences.”

    Ukrainian Foreign Minister Dmytro Kuleba said, “We agreed that certain communication will be conducted with Russia to demotivate it from any aggressive moves.”

    The U.S. dispatched Central Intelligence Agency Director Bill Burns to visit Moscow in early November to convey its concerns about the buildup. He spoke by phone with Putin but there was no apparent sign of change in direction from the Kremlin.

    Tensions between Russia and Ukraine first blew up in 2014, when Moscow annexed the Crimean Peninsula and backed a separatist rebellion in the east of the country. That triggered sweeping U.S. and European sanctions, but the conflict has continued, killing more than 13,000 people in east Ukraine.
