Reader’s Links for June 27, 2021

Each day at just after midnight Eastern, a post like this one is created for contributors and readers of this site to upload news links and video links on the issues that concern this site. Most notably, Islam and its effects on Classical Civilization, and various forms of leftism from Soviet era communism, to postmodernism and all the flavours of galloping statism and totalitarianism such as Nazism and Fascism which are increasingly snuffing out the classical liberalism which created our near, miraculous civilization the West has been building since the time of Socrates.

This document was written around the time this site was created, for those who wish to understand what this site is about. And while our understanding of the world and events has grown since then, the basic ideas remain sound and true to the purpose.

So please post all links, thoughts and ideas that you feel will benefit the readers of this site to the comments under this post each day. And thank you all for your contributions.

This is the new Samizdat. We must use it while we can.

  1. “Read this and you won’t click ‘I agree’ ever again: We’re being spied on by phones, computers, TVs, cars – even the doorbells. Worse, argues Oxford professor CARISSA VELIZ, we’re doing it to ourselves by giving away our data”

Most of us know that our personal data is being collected, stored and analysed thanks to our relationship with our mobile phones, computers and the internet. But are we really aware of the full extent of the privacy invasions into our daily lives?

Let’s start at dawn. What is the first thing you do when you wake up? You probably check your phone.

By doing that, you are informing a whole host of busybodies – your smartphone manufacturer, app developers and your mobile company, as well as intelligence agencies (if they happen to be watching you) – what time you wake up, where you’ve been sleeping and who you share a bed with, providing they keep their phone with them too.

    More: https://www.dailymail.co.uk/news/article-9728455/Read-wont-click-agree-again.html

    • More… Scary stuff.

If you wear a smart watch it will have recorded your every movement in bed – including, of course, any sexual activity. Share a picture or record your thoughts on Facebook, or type a search into Google, and that information is tracked and stored.

Perhaps you’ve run out of sugar and you decide to ask your neighbour if she has some spare. Standing outside her door, you notice there’s a new smart doorbell, which records images of those who come near. It’s anybody’s guess where the footage is going to end up and what it will be used for.

You turn on your smart TV. It is probably identifying everything you watch and sending the data to the manufacturer, third parties, or both.

If you had time to read the privacy policies of the objects you buy, you would also have noticed that your TV picks up and records your spoken words and reserves the right to transmit them to other organisations.

      • When I watch a part of a video and then turn it off on my laptop in our living room, the TV will offer us to watch the rest of it once turned on in the evening.

        Yeah, ‘THEY’ are listening….

        • Wow! Scary.
During the past few days, I’ve noticed ads appear that seem to read my thoughts. Very unsettling.

Judges appointed by former President Donald Trump are creating trouble for President Joe Biden’s policies in the early months of the new administration.

Trump-appointed judges have ruled against the current president on policies related to immigration, COVID-19 relief and the environment, among others, Fox News reported.

Many of the court cases against Biden’s policies have yet to be decided and decisions against Biden could be overturned by higher courts.

“What you’re seeing is that ‘pen and phone’ initiatives are running into legal trouble right off the bat,” Ilya Shapiro, the vice president and director of the libertarian Cato Institute’s Robert A. Levy Center for Constitutional Studies, told Fox News.

Dr. Anthony Fauci, the United States’ top infections disease expert, resisted a directive from President Trump to cancel a research grant for a non-profit that was linked to the Wuhan Institute of Virology, according to a new book detailing the Trump administration’s handling of COVID-19 pandemic.

Trump issued a directive to Fauci and the National Institutes of Health in April 2020 to cut funding for a study examining how coronaviruses jump from infected bats to humans after it was reportedly linked to the lab in Wuhan, suspected of having leaked the virus.

The exchange between Fauci and the White House is detailed in an upcoming book by Washington Post reporters Yasmeen Abutaleb and Damian Paletta called “Nightmare Scenario: Inside the Trump Administration’s Response to the Pandemic That Changed History,” according to Fox News.

The study’s sponsor, EcoHealth Alliance, was then told to end the remaining $369,819 balance of its 2020 grant.

The wife of a Wuhan lab researcher working on coronaviruses died of what appeared to be COVID-19 in December 2019, the leader of a State Department investigation under the Trump administration told the Daily Caller News Foundation.

It would have been an early clue that the virus could be transmitted among humans, yet Chinese authorities said that the virus was not transmissible for at least a month after they knew it was, allowing it to spread, according to David Asher, who led an investigation on COVID-19’s origins and served in the State Department under Democrat and Republican presidents. China reported in mid-January that the virus was transmissible among humans.

An individual who worked at the Wuhan Institute of Virology at the time provided the information on the lab researcher’s wife dying, according to Asher.

In my recent article regarding the COVID-19 Injections, I outlined how these experimental pharmaceutical injections differ from traditional vaccines, and thus I will refer to them as EI (experimental injections) for the remainder of this article. We are becoming increasingly aware of the adverse effects resulting from, and potentially remaining to be seen as a result of the EI’s. But there is less information regarding the strange phenomenon we are currently witnessing from those who have not received these injections but have been in close proximity to those who have received injections. Due to the relatively short time frame which these EI’s have been used, there is a dearth of clinical research regarding the EI’s themselves and even less on the impact of those around the injected individuals. Despite the lack of clinical studies at this time, we’d be remiss to ignore the copious anecdotes being shared (vastly on social media) by concerned individuals who despite not being injected, are experiencing adverse symptoms. The reports are predominantly from women experiencing menstrual irregularities. There have been thousands (possibly significantly more) of reports from men, women, and their children of other symptoms, but the menstrual complications are so abundant that a collective of physicians, scientists, and citizens have begun a research study in which women experiencing irregularities whether, they’ve taken the EI’s or not, are encouraged to submit their stories. • Whilst you’ve been distracted by Hancock’s affair, PHE released a report revealing 62% of alleged Covid deaths are people who’ve been vaccinated

BY THE DAILY EXPOSE ON JUNE 26, 2021 •

England Releases a Report Revealing 62% of Alleged COVID Deaths Are People Who’ve Been Vaccinated

The report also reveals the case fatality rate for the Delta variant is an ‘astronomical’ 0.1%

Editor’s note: The unvaccinated make for 58% of the cases but 37% of the deaths, however, this is a function of the unvaccinated being on average younger than the vaccinated. Among the over 50s the unvaccinated make for 10 percent of the cases, but 38 percent of the deaths. This would imply the vaccine offers some protection against a COVID death but not at the claimed 90+ percent efficacy.

The fully vaccinated with two doses make up for 44 percent of the cases among the over 50s, but 46 percent of such deaths. This would imply a single dose offers better protection than two doses but is in fact again a function of age — the older an individual is, the likelier they are to be fully vaccinated. Thus in fact age, rather than vaccination status, remains the biggest risk factor by far.

Breaking news on the morning of Friday June 25th revealed Matt Hancock has been having a secret affair with his aide Gina Coladangelo. We imagine it’s all the nation has been talking about since the images of Hancock embracing the millionaire lobbyist were published, it’s certainly all over the mainstream media and we doubt it will cease to be front page news any time soon.

But because you’ve been busy delighting in Hancock’s embarrassment, you’re probably not aware that Public Health England released a report on the very same day which showed the majority of alleged Covid-19 deaths are significantly higher in people who have had at least one dose of the Covid-19 vaccine, with the highest number of deaths occurring in people who are supposed to be fully vaccinated.

The report titled ‘SARS-CoV-2 variants of concern and variants under investigation in England’, is the 17th technical briefing on alleged variants of concern in the United Kingdom and makes for extremely interesting reading once you realise what the statistics are actually telling us.

PHE have compiled a helpful table which shows the number of alleged confirmed Delta variant cases in the UK alongside the number of alleged deaths due to the variant. The table shows that since the 1st February 2021 up to the 21st June 2021 there have been 9,571 alleged confirmed cases of the Delta variant in people over the age of 50. Of these 8,025 had been confirmed in the past 28 days alone.

But the data shows that people over the age of 50 who are unvaccinated account for just 10% of the alleged confirm Covid cases, whilst those who are fully vaccinated account for 37% of the alleged confirmed cases. A further 40% of the alleged cases are people who had received one dose of a Covid-19 vaccine at least 21 days prior to their alleged confirmed Covid-19 infection.

As you can see from the above table the number of people over 50 who are fully vaccinated with an alleged confirmed case of the Delta variant outnumber those who are unvaccinated by 3 to 1, whilst the number of people over 50 who have had at least one dose of the Covid jab and have an alleged confirmed case of the Delta variant outnumber those who are unvaccinated by nearly 9 to 1.

When the Covid-19 vaccines were given emergency use authorisation the authorities did not have a clue as to whether they would work. The limited trials carried out only measured whether or not a vaccinated person suffered serious disease if infected with Covid-19, they did not measure whether a vaccinated person could still become infected with Covid-19, and they did not measure whether or not a vaccinated person could still spread the virus in line with the mainstream accepted germ theory.

It is claimed that the vaccines reduce the chances of suffering serious illness if infected with Covid-19 significantly, so although a significantly higher amount of vaccinated over 50’s have a confirmed case of the Delta variant compared to those who are unvaccinated, you would assume that the opposite would be seen in the number of people who have allegedly died to the Delta variant?

Because Mr Hancock has told us time and time again that the Covid-19 vaccines are our only route back to normal and we must come forward, roll up our sleeves and get the jab when called upon to do so. So the vaccines must surely do what they say on the tin? It’s not as if Mr Hancock would lie to us, is it? He might have lied to his wife of fifteen years and engaged in an affair with an aide who he appointed to scrutinise the Department of Health as well as awarding her Taxpayers money for doing so, but he wouldn’t lie to the British people, would he?

Unfortunately, it looks like Mr Hancock has been lying again and instead of the Covid-19 vaccines being our route back to normal they are instead quite the opposite. Because the data published by Public Health England shows us that the number of alleged deaths due to the Delta variant are highest among those who have received two doses of the vaccine. [That’s only true in the absolute. ]

Of the 117 alleged Covid deaths to have occurred since the 1st February, a huge 60% of them were people who had received at least one dose of a Covid-19 vaccine which is allegedly supposed to protect them from serious illness. But the majority were not people who had only received one dose, 70% of those who had died even after at least one dose of the Covid-19 jab were in fact fully vaccinated, and a further 27% of those who’d had at least one dose had received their first dose at least 21 days prior to their death.

The number of unvaccinated people to have allegedly died of the Delta variant accounted for just 37% of all alleged Covid deaths according to PHE data.

PHE also revealed just how frighteningly dangerous the Delta variant is within their report. Table 2 shows us that the case fatality rate for the Delta variant is an astronomical 0.1%.

We wonder if you were surprised as we were to see a fatality rate as low as 0.1%? Maybe it’s a mistake, because the people who religiously watch BBC news, trust the Government, and the WHO, wear a mask religiously, preach to others that there’s nothing to worry about when it comes to taking an experimental vaccine because “science is just quicker now”, and attempt to coerce others into getting the jab because “the delta variant is really dangerous”, can’t all be wrong, can they?

      • Nearly all COVID deaths in US are now among unvaccinated

Nearly all COVID-19 deaths in the U.S. now are in people who weren’t vaccinated, a staggering demonstration of how effective the shots have been and an indication that deaths per day — now down to under 300 — could be practically zero if everyone eligible got the vaccine.

An Associated Press analysis of available government data from May shows that “breakthrough” infections in fully vaccinated people accounted for fewer than 1,200 of more than 853,000 COVID-19 hospitalizations. That’s about 0.1%.

And only about 150 of the more than 18,000 COVID-19 deaths in May were in fully vaccinated people. That translates to about 0.8%, or five deaths per day on average.

        • FOX – WHO recommends masks — even for vaccinated people — because of delta variant

The recommendation comes weeks after the CDC said vaccinated people can go most places without masks

As the highly contagious delta variant of the coronavirus gained traction around the world, the World Health Organization urged vaccinated people to continue to wear masks and social distance, according to reports.

“Vaccine alone won’t stop community transmission,” Dr. Mariangela Simao, WHO’s assistant director-general for access to medicines and health products, said during a briefing in Geneva, according to CNBC. “People need to continue to use masks consistently, be in ventilated spaces, hand hygiene … the physical distance, avoid crowding. This still continues to be extremely important, even if you’re vaccinated when you have a community transmission ongoing.”

Director-General Tedros Adhanom Ghebreyesus on Friday called the delta variant “the most transmissible of the variants identified so far … and is spreading rapidly among unvaccinated populations,” the Voice of America reported.

The recommendation comes weeks after the U.S. Centers for Disease Control and Prevention said vaccinated people can go most places without masks. However, federal mandates remain on airplanes, for example.

The U.S. has a higher vaccination rate than many countries struggling with the variant, and daily infection rates have fallen sharply in the U.S. in the last few months as more Americans have gotten the vaccine.

At least 53.9% of the U.S. population has received at least one dose of the vaccine, 63% of Americans over 12 as of Saturday, according to the CDC. Children under 12 are not yet eligible for the vaccine.

Nearly all virus-related deaths by May were from unvaccinated people, an analysis from The Associated Press found. Deaths of vaccinated people was 0.1% of the total.

In the United Kingdom, the variant is now responsible for 90% of all new infections. In the U.S., it represents 20% of infections, and health officials say it could become the country’s dominant type as well.

The vaccines are considered “highly effective” against the delta variant, according to a recent study by the British government, although slightly less than the original strain.

But the WHO urged those vaccinated to “play it safe” and wear a mask because so many remain unvaccinated globally and the variant has become the main spreader in several countries, CNBC reported.

Australia, New Zealand, Bangladesh, Portugal and Israel have all been forced to return to some form of lockdown because of the variant, which originated in India, according to Voice of America.

It’s not clear yet whether the variant makes people sicker since more data needs to be collected, said Dr. Jacob John, who studies viruses at the Christian Medical College at Vellore in southern India.

In “Are COVID Vaccines Riskier Than Advertised?”, Joseph A Ladapo M.D. Ph,D, associate professor of medicine at the David Geffon School of Medicine, and Harvey A Risch, M.D. Ph.D, professor of epidemiology at Yale School of Public Health wrote while “Some scientists have raised concerns that the safety of risks of COVID-19 vaccines have been underestimated….the politics of the vaccination has relegated their concerns to the outskirts of scientific thinking”.

Ladapo and Risch highlighted the fact that clinical studies don’t always tell the full story about the safety of the medications and that the health effects often remain unknown until the medicine is rolled out to the general public.

    They wrote:
Historically , the safety of medications- – including vaccines – – is not fully understood until they are deployed in large populations. Examples include rofecoxib (Vioxx), a pain reliever that increased the risk of heart attacks and strokes; antidepressants that appeared to increase suicide attempts among young adults; and an influenza vaccine used in the 2009-10 swine flu epidemic that was suspected of causing ferrite convulsions and narcolepsy in children. Evidence from the real world is valuable, as clinical trials often enroll patients who aren’t representative of the general population. We learn more about drug safety from real world evidence and can adjust clinical recommendations to balance risk benefits “.

The authors said the “large clustering” of the side effects following COVID vaccines is “concerning” and the “silence around these potential signals of harm reflects the politics surrounding COVID-19 vaccines”.
“Stigmatizing such concerns is bad for scientific integrity and could harm patients”.

“The serious adverse events reported by the Vaccine Adverse Events Reporting System , including low platelets, heart inflammation, deep vein thrombosis and death, is likely “only a fraction “ of the total number of the adverse events.”

“The true number of cases is almost certainly higher” said Ladapo and Risch. “This tendency of underreporting is consistent with our clinical experience “.

The authors slammed the CDC and the FDA for ignoring the reported serious COVID vaccine side effects and said more research is needed to understand the risks.

    They wrote:
Analysis to confirm or dismiss these findings should be preformed using large data sets of health – insurance companies and healthcare organizations. The CDC and the FDA are surely aware of these data patterns, yet neither agency has acknowledged the trend.

The implication is that the risks of the COVID-19 vaccine may outweigh the benefits for certain low risk populations, such as CHILDREN, young adults, and people who have recovered from COVID-19. This is especially true in regions with low levels of community spread, since the likelihood of illness depends on exposure risk. and while you would never know it from listening to public health officials, not a single published study has demonstrated that patients with a prior infection benefit from COVID-19 vaccinations. That this isn’t publicly acknowledged by the CDC or Anthony Fauci is an indication of how deeply entangled pandemic politics is in science.

“Public health Authorities are making a mistake and risking the public’s trust by not being forthcoming about the possibility of harm from the vaccine side effects. There will be lasting consequences from mingling political partisanship and science during the management of a public-health crisis”.

  16. Israel’s new COVID outbreak was caused by hubris

Opinion: Not enough is known about the Delta variant beyond the fact that it is 50% more contagious and can infect vaccinated people; Edelstein’s decision to end the mask mandate in schools just days before the end of the school year was erroneous and purely motivated by politics

…A recent study conducted at Sheba Medical Center, Israel’s largest hospital, shows a drop in antibodies in the staff members who were among the first to receive the Pfizer vaccines in December 2020.

Seven months after the launch of the successful vaccination drive, the continued efficacy of vaccines is still not known.

But health officials must not focus on vaccines only. Coronavirus restrictions were lifted over the past few months and Israelis were given the “all clear” to return to their pre-pandemic lives.

This hubris on the part of the previous government, which threw all caution to the wind for purely political reasons, may now cause a reversal of the mitigation that had already been achieved in Israel.

It is impossible to ignore a connection between the end of the mask mandate in classrooms and the recent rise in cases, as Israel’s schools are full of unvaccinated children studying in close quarters.

But former health minister Yuli Edelstein opted to remove the indoor mask requirement for the last few weeks of the school year solely so that he could laud his achievements before leaving office.

The real damage caused by the policies of the last government will only be seen in the months ahead….

Scientists and health experts are unable to agree on the necessary next steps in light of the renewed outbreak. There is little information available about the Delta variant beyond the understanding that it is far more contagious than other known mutants.

Contagion in Israel is widespread and the severity of illness it may cause is still unclear. The calming messaging of some health professionals who say there will not a rise in hospitalizations may be no more than a combination of unproven hypothesis and wishful thinking….

Comment: “‘can infect vaccinated people;’ another stupidity on YNET. (How many?) Vaccine cannot protect everybody from the regular COVID, it claimed only 90% effctive. (1 out of 10 will get sick).

But that doesn’t mean people need to wear masks, idiot. Masks were used when vaccine was not available because there was nothing better and not because it was good.

But the fact that this disaster happened now, as well as during the summer, means that a far greater disaster was averted. If it had been a year ago this time, the building would have been filled with Jews from New York fleeing the coronavirus regulations, and if it had been last winter, there would have been hundreds of Jews in the building.”

  18. Germany: Markus Soder holds minute of silence for stabbing victims in Wurzburg

The Bavarian Minister-President visited the memorial that was set up Wurzburg to commemorate the victims of the fatal knife attack that took the lives of three people two days prior.

Soder also thanked citizens who had stood in the way of the suspected attacker. A large police contingent secured the event, which was held on Sunday.

Soder said he found the attack “incomprehensible,” but attempted to end the memorial on a good note: “It is all the more encouraging when there is someone who helps, as many citizens have helped (one another). That they have the courage to get involved, even at the danger of themselves, to help others, without seemingly obliged to do.”

Police released details about the victims saying most were women, including an 11-year-old girls who was seriously injured.

An investigation has been opened following the knife attack that took place in the Bavarian city on Friday. The suspect, who had been living in Germany as an asylum seeker since 2015, had been taken into psychiatric care a few days ago after repeated violent episodes.

According to witnesses, the attacker shouted ‘Allahu Akbar.’ The motive is still under investigation, although police are currently not ruling out extremism.

SOT, Markus Soder, Minister-President of Bavaria (German): “There remains this incomprehensible, this complete lack of understanding why someone does something like that, why, with what sense and purpose, someone stabs someone else.

These are moments in life when the rule of law, society and religion reach their absolute limits.

It is all the more encouraging when there is someone who helps, as many citizens have helped (one another). That they have the courage to get involved, even at the danger of themselves, to help others, without seemingly obliged to do.

So, I just think the day is so bad, that is a small ray of hope. Many thanks. Bad day for Wurzburg and Bavaria.”

NYT – U.S. Carries Out Airstrikes in Iraq and Syria

The attacks were against weapons storage facilities used by Iranian-backed militias that the Pentagon said had conducted drone strikes against places in Iraq where American troops, spies and diplomats were located.

WASHINGTON — The United States carried out airstrikes early Monday morning in Iraq and Syria against two Iranian-backed militias that the Pentagon said had conducted drone strikes against American personnel in Iraq in recent weeks, the Defense Department said.

“At President Biden’s direction, U.S. military forces earlier this evening conducted defensive precision airstrikes against facilities used by Iran-backed militia groups in the Iraq-Syria border region,” the Pentagon spokesman, John F. Kirby, said in a statement.

Mr. Kirby said the facilities were used by Iranian-backed militias, including Kata’ib Hezbollah and Kata’ib Sayyid al-Shuhada, to store arms and ammunition for carrying out attacks against places where Americans were located in Iraq. There were no immediate reports of casualties but a military after-action review is ongoing, Pentagon officials said.

The strikes were the second time that Mr. Biden has ordered the use of force in the region. The United States carried out airstrikes in eastern Syria in late February against buildings belonging to what the Pentagon said were Iran-backed militias responsible for attacks against American and allied personnel in Iraq.

The latest strikes were carried out by U.S. Air Force fighter-bombers based in the region.

Pentagon planners have been gathering information for weeks on the sites and militia networks that use them, American officials said on Sunday. Defense Secretary Lloyd J. Austin III and Gen. Mark A. Milley, the chairman of the Joint Chiefs of Staff, briefed Mr. Biden on attack options early last week, and Mr. Biden approved striking the three targets, the officials said.

The strikes were carried out a little more than a week after Iran elected a hard-liner, Ebrahim Raisi, as its next president.

The military action also came as the negotiations intended to bring the United States and Tehran back into compliance with an international nuclear accord have reached a crucial juncture. President Donald J. Trump pulled the United States out of the accord in 2018, and Mr. Biden has been seeking to revive it.

On Sunday, Secretary of State Antony J. Blinken discussed the negotiations on the nuclear deal with Israel’s foreign minister, Yair Lapid, who said Israel had “serious reservations” about the accord, which would ease sanctions on Iran in return for limits on it nuclear program.

Earlier this month, the Biden administration blocked access to myriad websites linked to Iran after the nation held a presidential vote to install Mr. Raisi, a close ally of the clerical government’s supreme leader, as its top elected official.

Pressure has been building for weeks from Democrats and Republican in Congress, and from some of Mr. Biden’s top advisers and commanders, to retaliate against the threat posed by the drones to American diplomats and the 2,500 U.S. troops in Iraq who are training and advising Iraqi forces.

At least five times since April, the Iranian-backed militias have used small, explosive-laden drones that divebomb and crash into their targets in late-night attacks on Iraqi bases — including those used by the C.I.A. and U.S. Special Operations units, according to American officials. So far, no Americans have been hurt in the attacks, but officials worry about the precision of the drones, also called unmanned aerial vehicles, or U.A.V.’s.

The drones are part of a rapidly evolving threat from Iranian proxies in Iraq, with militia forces specialized in operating more sophisticated weaponry hitting some of the most sensitive American targets in attacks that evaded U.S. defenses.

Iran — weakened by years of harsh economic sanctions — is using its proxy militias in Iraq to step up pressure on the United States and other world powers to negotiate an easing of those sanctions as part of a possible revival of the 2015 nuclear deal. Iraqi and American officials say Iran has devised the drone attacks to minimize casualties, hoping to avoid prompting U.S. retaliation.

American officials said the strikes — against two targets in eastern Syria and a third just across the border in Iraq — were carried out about 1 a.m. Monday local time by a mix of Air Force F-16’s and F-15E’s based in the region.

The fighter-bombers dropped multiple bombs — 500-pound and 2,000-pound satellite-guided munitions — on each of the three structures. American officials said the militias used the sites targeted in Syria mainly for storage and logistics purposes; the site hit in Iraq was used to launch and recover the armed drones, which officials said were either made in Iran or used Iranian technology.

Mr. Kirby and other administration officials characterized the strikes as defensive, but leading lawmakers demanded more details on Sunday.

“Congress must be briefed on these airstrikes without delay,” said Senator Tim Kaine, Democrat of Virginia, who has led the fight to limit presidential war powers for a decade from the Senate Foreign Relations Committee. “If the strikes were against militias that were using U.A.V.s to attack American personnel, that would be a conventional self-defense action that is justified. But we need to know more.”

Michael P. Mulroy, a former C.I.A. officer and top Middle East policy official at the Pentagon, has warned that with the technology provided by Iran’s Quds Force — the foreign-facing arm of Iran’s security apparatus — the drones are rapidly becoming more sophisticated at a relatively low cost.

“This action should send a message to Iran that it cannot hide behind its proxy forces to attack the United States and our Iraqi partners,” Mr. Mulroy said on Sunday.

But Mr. Biden’s top aides have also said they want to avoid the angry rhetorical jabs and tit-for-tat threats that Mr. Trump often engaged in with Iran and its proxies in Iraq, and avoid escalating tensions with Tehran at a time when the White House is trying to nail down the nuclear deal.

The airstrikes in February against the same militias were also a relatively small, carefully calibrated military response: seven 500-pound bombs dropped on a small cluster of buildings at an unofficial crossing at the Syria-Iraq border used to smuggle across weapons and fighters.

Those earlier strikes were just over the border in Syria to avoid diplomatic blowback to the Iraqi government. The same calculus influenced the planning for the strike on Monday — two of the three targets were in Syria along the Iraqi border, and the third was just inside Iraqi territory. The strikes took place early Monday in part to avoid any civilian casualties, officials said.

“The United States took necessary, appropriate, and deliberate action designed to limit the risk of escalation — but also to send a clear and unambiguous deterrent message,” Mr. Kirby said.

How the militias and Iran will respond is unclear, and American officials said the relatively small set of airstrikes were unlikely to stop the militia attacks completely. After the February strikes, there was a lull in militia activity against American locations for several weeks, but then an even more dangerous threat emerged: the small armed drones.
