Several years ago, we did several videos from various Swedish police departments where they stated the same thing, except they did not blame the government policy of mass Islamic and African immigration, but did say that women are no longer safe on the streets especially in groups, and that the police could no longer protect them. This is not a coincidence. This is the result of well planned policies by international leftist groups properly called, the COMINTERN.

Did the City Council prevent Seattle Police Department from using _more_ lethal force?
Since the 1960s the State Governments and the Federal Government have been putting more and more restrictions on when lethal force can be used by the Police. The legislators, activist Judges and an activist media have made it almost impossible for a Police Officer to use lethal force), Look at the Atlanta Shooting, that was a use of lethal force that was clearly justified but the officers are facing a long prison sentence because of an activist Prosecutor. With both lethal and non lethal force taken away from the police they are forced to stop doing what they are hired to do.
Look at the couple in St. Louis who displayed firearms to protect their house, they are facing prison time because they acted in their own defense.

Remember the goal here is a communist revolution, the more they hamper the police and leave hte public unprotected the more the chaos will spread and the better headlines for the Propaganda Media. All of these actions have to be taken as discrete parts of a larger plan, when looking at and analyzing the actions keep the goal in minds and it makes sense. page 5, line 20 of the ordinance: Section 5. This ordinance shall take effect and be in force 30 days after its approval by the Mayor,
page 6 – the city council approves it on 15 June; mayor doesn’t sign it; city clerk files it on 26 June.
25 July is 30 days after the filing date — but you need to look at https://library.municode.com/wa/seattle/codes/municipal_code?nodeId=TIT1GEPR_CH1.04GEPR_1.04.020EFDAOR to see the effective date for ordinances that the mayor doesn’t sign.
So the timeline is different because the mayor responded on June 29, 2020:

The ordinance bans crowd control “weapons” and says that the city is on the hook for $10,000 per person for injuries emotional and physical sustained when tear gas is used during an event protected by the first amendment. (page 4-5).

Nevertheless, despite her opposition, [Chief] Best was set to comply with the council’s ban. She told officers on Thursday that they would no longer be allowed to use tear gas, pepper spray or blast balls.

Just days earlier, the City Attorney’s Office had offered [Judge] Robart arguments on behalf of Best and [Maryor] Durkan for why the ban should not take effect, which he rejected.
“The issuance of this immediate change, without time for additional direction or training, is likely to result in officer confusion,” he wrote.
His order will last 14 days.
