The Local (Germany, France, Italy etc) does exactly the same thing
also they usually omit the word “migrant” or “asylum seeker” from headlines of negatives news, but when it’s something positive they use them immediately, like “asylum seeker saves kid from falling from building” “migrant starts own business” etc
