  1. French police ‘in crisis’ due to strain of working conditions (thelocal, Jul 3, 2018)
    https://www.thelocal.fr/20180703/french-police-in-crisis-due-to-strain-of-working-conditions

“France’s police force is “in crisis” due to the combined strain of terror attacks, the migrant crisis and terrible working conditions, a new report reveals.

A six-month investigation by a senate committee into the state of the country’s internal security forces including the police and gendarmes has made some shocking discoveries.

According to the report, the police force in France faces terrible working conditions including gruelling hours as it is more in demand than ever due to terror attacks and the migrant crisis.

The report states that police have to work irregular schedules and only get one weekend out of five off.

And while a new vacation cycle which would mean police officers would only have to work every other weekend is currently being tested, this would require an increase of between 16 and 33 percent in the number of officers, the investigation revealed.

According to the senators, 3,000 to 4,000 additional police officers are needed to improve the situation.

Another of the report’s discoveries is that there are 22 million hours of police overtime that remain uncompensated and it claims that if these hours were to be paid it would cost a whopping 272.1 million euros.

On top of that police equipment is as worn out as the policeman themselves, with 10 percent of police vehicles or 3,400 vehicles, having carried out more than ten years of service.

This means that on some police cars basic functions such as sirens no longer work “which may compromise the safety of interventions” according to the report.

Many police stations are dilapidated and unsafe to work in and as administrative demands increase they are forced to deal with old-fashioned computer equipment.

And they are also having to deal with a rise in attacks directly targeting French police in recent years.

“A new type of aggression appeared in recent years, clearly intended to cause physical harm to the police, even to kill,” said one of the directors of France’s riot police, the CRS .

It is believed that the stress created by this environment is partly to blame for the devastatingly high suicide rate among police which is 36 percent higher than the rest of the population.

Around 2,600 judicial police officers resigned in 2017 due to the strain of the work.

The only positive point to come out of the presentation of the report held on Tuesday was that €150.8 million has been invested into the police equipment budget in 2018 (for everything aside from computers) and €2,000 will be spent on the equipment of each policeman.

As a result, 60 percent of police officers have received a new bulletproof vest.

“There is a great danger for the Republic to give the impression that one neglects its internal security,” president of the investigation, socialist senator Michel Boutant told Le Figaro. “We are witnessing a moral exhaustion, especially in the police.”

“The time for reform has now come, this report must not go unheeded,” said police force Alternative Police. “The Ministry of the Interior has made the running of the police too academic and it is disconnected from the field. It is imperative to change today’s paradigm.”

The union went on to say that this would require steps such as a reform of the way the police are organised and a change in the chain of command and training.””

What utter rubbish. The biggest “strain” these gendarmes are facing is overcoming the trigger pull weight of their sidearms. Once that confusing little matter is settled, there will be a lot more well-behaved “immigrants” carousing through Europe’s quaint cobblestoned byways.

  2. UK Manchester – Imam who subjected pupils to over 100 physical assaults at a mosque in Rochdale has been jailed

The court heard that the father-of-five would slap, kick and push the boys he was teaching

An imam who subjected his young pupils to over 100 physical assaults at a mosque in Rochdale has been jailed for 17 months.

Abdul Rauf, 51, was said to have displayed ‘Dickensian’ methods of teaching at a mosque on Crawford Street, where he bullied and tormented children.

Rauf, of Sussex Street, Rochdale, was sentenced at Manchester’s Minshull Street Crown Court on Monday after earlier pleading guilty to assault occasioning actual bodily harm and 20 offences of common assault.

The court heard that the father-of-five would slap, kick and push the boys he was teaching.

The scale of the imam’s offending was not revealed until one of the victims told a teacher at his school that he and another boy had been assaulted at his local mosque.

Over 40 hours of CCTV was reviewed by Greater Manchester Police officers and the footage revealed 109 assaults perpetrated by Rauf.

One of the victims, who cannot be named for legal reasons, claimed the imam had called him a ‘gay boy’ before taking off his sock and slapping him round the head with it.

The boy said that on another occasion, the imam kicked and slapped him – causing him to fall against a pillar.

CCTV footage showed Rauf assaulting a number of pupils at the mosque – but only two ever pressed charges against him. The exact number of victims is not known, police said after the case.

Judge Michael Duck described the imam’s offending as ‘humiliating’ and ‘degrading’ as he sentenced Rauf to immediate custody.

He said: “These young men were expecting to be nurtured in the ways of Islam and the way in which you behaved is in no way acceptable to the ethics of your faith. 🙂 🙂 🙂 🙂 🙂

“You were given a high level of respect and trust by your community and those children came to that mosque to be taught by you.

“There is an element of you believing that you were untouchable within that environment.

“You subjected these children to petulance and violence, smacking or hitting a child if they did not comply with your will.

“That – if it ever belonged to an era – belonged to a very different one.”

Rauf’s defence lawyer, Ahmed Nadim, said his client had since been ostracised by the local community after the extent of his offending became clear.

He said: “The defendant displayed Dickensian attitudes towards teaching and feels a level of corporal punishment is appropriate.

“It is to do with his understanding of how appropriate teaching may be engaged in.

“It is not to do with the victims’ young age or vulnerability, but a failure on his part about what appropriate teaching methods may be employed.”

Rauf must serve half of his sentence before being considered for release.

Following the sentencing hearing, Inspector Phil Key from GMP’s Rochdale borough said: “Abdul Rauf is a nasty, bully of a man who beat the children in his classes until it became normalised.

“The children were left cowering and holding onto their ears, their arms and their legs after he repeatedly used violence as a punishment.

“The parents of the children had no idea that they were leaving their children in the care of a man who would leave them writhing in pain and covered in marks and bruises.

“Rauf left the children intimidated and afraid to tell their parents about his bullying tactics.

“I dread to think how many children’s lives he has affected over the years, we are doing all we can to support those children and their families that we know about.

“We are working with Rochdale Council, the Council of Mosques and other partners to ensure that this type of behaviour is never repeated and our children are safe with those that we put our children in the care of.

“I would like to commend the bravery of those who came forward and spoke to police, I understand how difficult that must have been. Rauf will never be able to hurt another child in his care, and that is all thanks to those who spoke out against him.

“Anyone who has been affected, should contact police with any concerns.”

Following the hearing, an NSPCC spokesman said: “This was a complete betrayal of trust by Rauf and it is right that he has been sentenced for his wickedness against children in a place of worship.

“These poor children had every right to the proper care expected from their religious leader but instead were met with violence and brutality.

“The NSPCC is visiting primary schools across Rochdale with its ‘Speak Out Stay Safe’ service, empowering children to protect themselves from abuse and highlighting how to speak out if they ever experience it.”

    • The boy said that on another occasion, the imam kicked and slapped him – causing him to fall against a pillar.

I suppose it will be up to the courts (or whatever respective DNA laboratories) to determine exactly whose “pillar” the young boy fell against.
