      Paragraph 3 a :
      a. Beginning Day D, and even prior to the establishment of checkpoints on the Castello road, humanitarian assistance will be delivered consistent with the terms of the CoH and established UN procedures, and in coordination with relevant UN representatives. At the Turkish border, the UN Monitoring Mission (UNMM) will continue to inspect and seal the trucks designated for delivery of humanitarian assistance via Castello Road to Eastern Aleppo. The seals will not be broken and the trucks will not be opened by any authority between the point of their review and sealing in Turkey and the point of their unloading at UN and its partners’ warehouses in east and west Aleppo.

  1. The second video, if it was a hellfire or even two the convey was carrying munitions that went off and did a lot of secondary damage. I doubt if the Russians expect many thinking people to accept that it was the US but there are a lot of people around the world that will seize on any excuse to blame the US.

Ashton Carter, United States Secretary of Defense.

  3. SOT, Staffan de Mistura, United Nations Special Envoy to Syria (English): “I must reiterate what we now believe to be an almost self-evident truth, but a truth which doesn’t seem to be actually implemented. A so-called military solution or victory in Syria is impossible, including in Aleppo.”

SOT, Staffan de Mistura, United Nations Special Envoy to Syria (English): “From an humanitarian point of view, we ask this Council, one: to press for a cessation of the violence and protection for civilians and civilian infrastructure. Two: Weekly 48 hour pauses in the fighting to ensure at least that the UN and its partners can reach eastern Aleppo without preconditions, neither from the government and frankly not even from the opposition and three: to press for medical evacuation – and there are several cases – for urgent cases which exist at the moment in eastern Aleppo.”

SOT, Vitali Churkin, Russian Ambassador to the United Nations (Russian): “The unavoidable consequences of the country’s fall, the advent of a million streams of refugees was received as an unforeseen aggravator. As a result hundreds of groups are being armed in Syria and the territory of the country is being bombed indiscriminately. Bringing peace is almost an impossible task now.”

SOT, Vitali Churkin, Russian Ambassador to the United Nations (Russian): “The American side de facto signed that it was unable to influence the groups it sponsors and to deliver on the deal as it promised. First of all, to separate those groups from terrorists and mark their positions on the ground accordingly.”

SOT, Vitali Churkin, Russian Ambassador to the United Nations (Russian): “The ceasefire can only be salvaged now on a collective basis. It’s not us that have to prove something to somebody unilaterally. We have to see proof that there is a genuine desire to separate US-allied rebel groups from the Al-Nusra Front, then destroy the Al-Nusra Front and bring the opposition into a political process. Otherwise our suspicions that this was only meant to shield the Al-Nusra Front would only grow stronger.”

Russian Ambassador to the UN Vitali Churkin stated that the Syrian ceasefire “can only be salvaged now on a collective basis,” during an emergency UN Security Council meeting on the crisis in New York City, Sunday, stressing that a cessation of hostilities could be implemented only if the US used its influence to bring Jabhat Fateh al-Sham, formerly known as al Nusra Front, to heel.

  4. Turkish troops to go further into Syria, says foreign minister

In an interview with FRANCE 24, Turkey’s Foreign Minister Mevlut Cavusoglu said Ankara is planning to send troops 45 kilometres into Syrian territory to establish a no-fly zone and a safe zone.

Cavusoglu noted that the Free Syrian Army forces, supported by Turkey and the West, had made good progress against the Islamic State (IS) group – and that this should serve as a model for the campaign to take back Raqqa from the IS group.

He denied allegations that Turkey had entered Syria to attack the PYD/YPG Kurdish group, but warned that the US had not fulfilled its promise to Turkey that those groups would not cross the Euphrates. Furthermore, Cavusoglu blasted Washington for arming the PYD/YPG group, calling this decision “unacceptable”.

The foreign minister also squarely blamed Syrian President Bashar al-Assad and his allies for the failure of the ceasefire, adding that the regime were also clearly responsible for the attack on the aid convoy. Cavusoglu also called for an independent investigation into the attack on the convoy.

Furthermore, Cavusoglu told FRANCE 24 that Turkey had provided the US with solid evidence of cleric Fetullah Gulen’s role in the failed coup in Turkey, and that Ankara is therefore expecting that he will be extradited soon.
