  1. Charlotte police protests: Governor declares state of emergency as violence erupts for second night

    Protests turned violent for a second night in Charlotte after Tuesday’s fatal police shooting of a black man. Late Wednesday, Gov. Pat McCrory declared a state of emergency for the city and deployed the National Guard and State Highway Patrol troopers to assist local police.

    One person was shot at the protest and was taken to the hospital with life-threatening injuries, Medic said. The city initially reported that he died, but later retracted that, saying he was on life-support.

    City leaders appealed for calm and promised a thorough investigation of the shooting that triggered hours of violent protest and shut down Interstate 85 on Tuesday.

    But the unrest continued Wednesday night, with police using tear gas to disperse hundreds of protesters who blocked the intersection of Trade and Tryon streets in the heart of uptown, then occupied the EpiCentre entertainment complex.

    Pockets of the city were on edge late Wednesday afternoon, with some uptown businesses apparently sending workers home early over uncertainty about further protests. The Charlotte Chamber urged businesses in uptown and University City to “remove or chain down all tables, chairs, signs or planters.”

  4. Teen Sisters Hurt During Stockton Protest Felt Targeted Because They Are White

    STOCKTON (CBS13) – Stockton police are searching for the suspects in a vicious attack that happened on Friday against two teenaged sisters.

    Police say a group of protestors wearing Black Lives Matter shirts held a vigil and a protest near the intersection of Pacific and Yokuts Avenues.

    Protestors were remembering Colby Friday, an African-American man who was shot and killed by Stockton police in August after he ignored an officer’s commands to drop his handgun.

    Police say two Caucasian girls left a local restaurant and passed by the protest when they were attacked by the protestors.

    What was supposed to be a peaceful protest remembering Colby Friday turned into a vicious brawl directed against two sisters, and now, investigators are looking for suspects.

    They’re robbed as they walk their dogs, go on moonlit strolls or sit waiting for buses.

    They’re robbed as they lean on their canes or sit in their wheelchairs. In some cases, they’re shoved to the ground and even kicked while they’re down.

    More than once a day on average this year, someone over the age of 65 was mugged somewhere in New York City. And the numbers are up, particularly in the Bronx and Manhattan.

    City seniors know they are vulnerable — and given the choice between safety and freedom, they’re choosing the former, limiting what they do and where they go in order to keep safe.

  6. Warplanes hit Aleppo in heaviest attack in months, defy U.S.

    BEIRUT (Reuters) – Warplanes mounted the heaviest air strikes in months against rebel-held districts of the city of Aleppo overnight, as Russia and the Syrian government spurned a U.S. plea to halt flights, burying any hope for the revival of a doomed ceasefire.

    Rebel officials and rescue workers said incendiary bombs were among the weapons that rained from the sky on the city. Hamza al-Khatib, the director of a hospital in the rebel-held east, told Reuters the death toll was 45.

    “It’s as if the planes are trying to compensate for all the days they didn’t drop bombs” during the ceasefire, Ammar al-Selmo, the head of the civil defense rescue service in opposition-held eastern Aleppo told Reuters.

    “It was like there was coordination between the planes and the artillery shelling, because the shells were hitting the same locations that the planes hit,” he said.

    The assault, by aircraft from the Syrian government, its Russian allies or both, made clear that Moscow and Damascus had rejected a plea by U.S. Secretary of State John Kerry to halt flights so that aid could be delivered and a ceasefire salvaged.

  7. Crime-plagued Chicago to add nearly 1,000 police officers

    CHICAGO (Reuters) – Chicago’s police department plans to hire nearly 1,000 officers over the next two years in a bid to combat a surge of violence in the third-largest U.S. city that has included more than 500 murders this year, the city’s police chief said on Wednesday.

    Police Superintendent Eddie Johnson said the emphasis would be on bolstering a depleted detective division, increasing leadership and focusing on policing on the city’s most violent areas.

    “This will make us a bigger department, a better department and more effective department,” Johnson told dozens of officers and reporters on Wednesday.

    The department will add 516 patrol officers, 92 field-training officers, 112 sergeants, 50 lieutenants and 200 detectives, police spokesman Anthony Guglielmi said in a post on social media.

  8. Texas says withdrawing from U.S. refugee resettlement program

    AUSTIN, Texas (Reuters) – Texas gave notice on Wednesday that it was withdrawing from participating in the U.S. Office of Refugee Resettlement’s program, citing security concerns after failing in federal court to halt the inflow of Syrian refugees into the state.

    The Texas State Refugee Coordinator sent a letter to the agency, giving 120 days notice of its intention to withdraw, charging the program was riddled with problems that present security risks, Republican Governor Greg Abbott said.

    The Office of Refugee Resettlement said in a statement its services to help integrate newcomers into U.S. society are only provided after they complete stringent U.S. security screenings.

    “Despite multiple requests by the State of Texas, the federal government lacks the capability or the will to distinguish the dangerous from the harmless, and Texas will not be an accomplice to such dereliction of duty to the American people,” Abbott said in a statement.

  9. Judge orders State Dept. to release Clinton security docs starting in five days

    A frustrated federal judge ordered the State Department to begin producing within five days hundreds of documents on whether required or recommended security training, briefings or courses were completed by former Secretary of State Hillary Clinton and her top aides.

    Judge Richard Leon ruled Tuesday in favor of The Daily Caller News Foundation by rejecting the State Department’s motion to dismiss TheDCNF’s Freedom of Information Act lawsuit concerning production of the documents originally sought under the Freedom of Information Act. But he also denied TheDCNF’s request to depose State Department officials.

    The State Department has been unable to produce any records confirming that Clinton and her top aides received mandatory annual security briefings about the proper handling of classified materials and the proper methods for conducting secure communications.

    The meme shown above has resurfaced of late after enjoying an intial period of virality back in July. At the time, the reliably liberal “fact-checker” Snopes attempted to debunk the message by noting that “the Clintons were not ‘forced’ to return any gifts, they were not found to have ‘stolen’ any items, and the aggregate value of the objects in question was much less than $200,000.”

    The whole analysis is an exercise in hair-splitting, which ends with the authors shooting themselves in the foot anyway by reporting:

  11. Brother of St. Cloud stabbing suspect jailed

    FARGO, N.D. – The brother of a man accused of attacking 10 people at a central Minnesota mall before being killed by an off-duty police officer won’t be released from jail in Fargo to attend the funeral.

    East Central Judicial District Judge Thomas Olson on Wednesday refused to temporarily release from jail 27-year-old Abdullahi Adan, of St. Cloud, Minnesota. He is the brother of Dahir Ahmed Adan, who authorities have accused of going on a knife attack Saturday at the mall in St. Cloud.

    Court records show Abdullahi Adan pleaded not guilty to two felony drug counts in July. He is being held at the Cass County Jail after being arrested for drugs back in June of this year in Fargo. During a traffic stop, an officer smelled marijuana, detained Adan and two other men, and subsequently found various amounts of drugs and over a thousand dollars in cash in the vehicle.

    Adan also has a pending appeal with the North Dakota Supreme Court after being arrested in the western part of the state late last year, officers again finding a large amount of marijuana.

    Abdullahi Adan is part of a group of inmates suing the Cass County Jail, alleging pork had been included in their meals. As the men are Muslim, their religion does not permit them to ingest pork.

    Abdullahi Adan’s attorney did not immediately return a call Thursday seeking comment on the case.

  12. CBC – ‘Shady, secretive system’: Public Safety green-lit RCMP, CSIS spying devices, documents reveal

    Government officials refuse to say exactly what interception devices are being approved in Canada

    Public Safety Canada has repeatedly approved CSIS and the RCMP’s use of devices to spy on Canadians’ communications, documents obtained by CBC News reveal.

    Canadians have been kept largely in the dark about police and intelligence agencies’ surveillance capabilities. But recent revelations in a Montreal court case that police are using electronic tools to scoop up mobile phone signals have prompted some experts to call for greater transparency in the approval and use of technologies that potentially violate privacy.

    The new documents reveal Public Safety Canada approved requests from the RCMP, Canadian Security Intelligence Service and the Defence Department granting more than a dozen licences to an unnamed company (or companies) for the purpose of possessing, manufacturing or selling devices “used primarily for the interception of communications.”

    The documents, which are heavily redacted and don’t identify the manufacturers or the devices and their capabilities, were shared with CBC News by Ottawa-based investigative researcher Ken Rubin.

    “It’s a part of the puzzle,” Rubin said. “There are too many questions there. All I’ve uncovered is a link to how this rather shady, secretive system works, and there’s no public understanding of it.”
    Government won’t identify devices

    The one- and two-year licences were issued beginning in 2015, and in some cases, they extend until 2018. One was granted to CSIS retroactively.

    They were granted under Section 191 of the Criminal Code, which says technology for the surreptitious interception of private communications is illegal, unless permission to use such technology is granted by the public safety minister.

    The RCMP wouldn’t disclose what the licences are for.

    “We generally do not comment on specific investigative methods, tools and techniques outside of court,” said spokeswoman Cpl. Annie Delisle.

    Public Safety Canada spokesman Jean-Philippe Levert also declined to identify the devices.

    “Disclosing details such as the specific types of equipment used to conduct investigations may hinder these agencies’ effectiveness and their ability to carry out their mandates,” he said.

    CSIS didn’t reply to CBC’s request for comment.

  14. HUNGARY – ‘Put them on an ISLAND’ Furious Orban demands EU rounds up and ships out illegal migrants

    VIKTOR Orban has declared the EU should round up and deport illegal immigrants and put them in camps beyond the bloc’s borders.

    The Hungarian Prime Minister, who has been at the forefront of a wave of anti-EU and anti-migrant sentiment, said those who arrive inside the bloc without permission should be held on an island off the North African coast.

    Just two weeks ahead of Hungary’s referendum asking people if they want to reject mandatory EU migrant quotas, Mr Orban said illegal immigrants “must be shipped out”.

    Under his controversial plans, migrants could file for asylum while waiting in EU-supervised camps.

    He said: “This could be an island, it could be a coastal area in North Africa, but the security and supplies of that area must be guaranteed by the EU in its own interest.

    “Those who came illegally must be rounded up and shipped out.

    “We must set up large refugee camps outside the EU, with armed security and financial support provided by the Union.

    “Everyone who came illegally must return there. There they can file for asylum.”

    The hardliner has managed to seal the Serbia-Hungary border shut to migrants in recent weeks as he drums up support for the October 2 referendum.

    To ease the burden on Italy and Greece, EU states agreed a year ago to distribute 160,000 people to elsewhere in the bloc under a quota system.

    But Mr Orban’s government has opposed the quota, which could see 1,300 migrants resettled in Hungary.

    The Prime Minister said the camp was a “grave moral task” that was the only alternative to migrants staying in Europe and being relocated around the continent.

    Mr Orban said: “There is only one solution that befits everyone, including us who are not yet in trouble because we defended ourselves and countries like Germany which are in trouble: Taking migrants out of the Union.”

    Mr Orban stressed that the external borders of the EU must be strengthened to prevent a repeat of 2015, which saw 9,000 migrants a day cross the border from Serbia to Hungary at the height of the crisis.

    He said: “Borders must be used, because they protect us.

    “Some imagine a globe without borders…I am one of those who would not like to see the civilisation of the world change.”

    President of the European Parliament Martin Schulz hit back at Mr Orban’s suggestion.

    Speaking on German TV, he said: “I don’t know anything about the suggestion.

    “I don’t think it’s a good idea to have detention islands, but maybe things are getting confused, maybe the suggestion was about areas for refugees who do not have asylum yet.

    “All of us should probably moderate our tone of voice over refugees.”

    Wie die „Bild“-Zeitung schreibt, gilt der 20-jährige Mohamed Youssef T. als eine Art Anführer der unbegleiteten, minderjährigen Asylsuchenden im sächsischen Bautzen. Junge Flüchtlinge hatten in der vergangenen Woche nach Polizeiangaben Steine und Flaschen auf rechte Demonstranten geworfen und waren daraufhin von mehreren Personengruppen durch die Stadt gejagt worden.

    T. soll sich laut „Bild“-Zeitung bei der Auseinandersetzung äußerst aggressiv verhalten haben. Im Internet sei außerdem ein Foto aufgetaucht, dass den 20-jährigen mit einem Maschinengewehr im Anschlag in seiner libyschen Heimat zeigt. Eine Mitarbeiterin des zuständigen Landratsamtes sagte der Zeitung, man befürchte von ihm einen schlechten Einfluss auf die jungen Asylsuchenden in Bautzen.
    „Ich will einfach meine Ruhe“

    Gegenüber „Bild“ wehrte sich T. jedoch gegen die Anschuldigungen. „Ich sehe mich als Aufpasser meiner Freunde“, so der 20-jährige. „Die trinken und klauen, machen Stress. Ich will damit nichts zu tun haben. Ich will einfach meine Ruhe.“ Bezüglich des Fotos sagte er, in Libyen seien Waffen ganz normal. Er habe mit dieser Zeit aber abgeschlossen: „Ich will keine Waffen mehr anfassen“.

    „Ich bin mit 17 Jahren aus Libyen geflohen“, sagte T. der Zeitung. Sein Vater und sein Bruder seien im Kampf gegen Machthaber Muammar al-Gaddafi ums Leben gekommen. Dennoch würde er gerne zurück in seine Heimat – doch die politische Lage sei immer noch zu gefährlich. Gleichzeitig habe er jedoch wegen seiner Hautfarbe in Deutschland „Probleme mit Nazis“.

    Die Polizei hatte T. nach Angaben der „Bild“-Zeitung bei einer Demo bereits einmal festgenommen, nachdem er auf rechte Demonstranten losgegangen war. Auch sein Zimmer sei auf Waffen durchsucht worden. Gefunden wurde dabei dem Bericht zufolge nichts. Im Zusammenhang mit den Ereignissen in Bautzen hat die Polizei nach eigenen Angaben insgesamt 30 Ermittlungsverfahren eingeleitet.

    Calais aid workers volunteering in the Jungle have been accused of having sex with migrants, some of whom are believed to be underage, according to a whistle blower.

    The revelations have caused a furious row on Facebook, with some volunteers claiming the allegations should have remained secret and criticised the whistle blower for expressing his concerns.

    According to the whistle blower, some volunteers avail of the service of the Jungle camp prostitutes, while others have multiple partners in one day.

    Other aid workers have complained that unscrupulous volunteers are treating the camp like a ‘free for all festival’ and ‘find it difficult to keep it in their pants’.

    The original allegations were aired on a Facebook thread concerning the People to People Solidarity group, which has since been deleted.

    It was claimed that female volunteers were more likely to have sex with male migrants than any other combination.

    One volunteer was described as having ‘a bad reputation’ for sleeping with male refugees and was asked to leave the camp.

    One male volunteer had to be ‘persuaded by other male volunteers’ against returning due to his ‘inappropriate behaviour with female refugees’.

    According to the original post, the whistle blower claimed: ‘I have heard of boys, believed to be under the age of consent, having sex with volunteers.

    ‘I have heard stories of men using the prostitutes in the Jungle too. I have heard of volunteers having sex with multiple partners in one day, only to carry on in the same vein the following day.

    ‘And I also know, that I’m only hearing a small part of a wider scale of abuse.’

    Several volunteers severely criticised the whistleblower for discussing the abuse allegations in an open forum.

    However, one volunteer defended him claiming: ‘It always really worries me that we’re more concerned with the press/our reputation than we are with the sexual abuse itself.’

    According to the Independent, some volunteers believe sexual relationships between aid workers and refugees is ‘natural’ while others believe it breaks the ‘usual codes of conduct’.

    The UNHCR said it has a ‘zero tolerance’ policy concerning the sexual exploitation of refugees in such camps.

    However, some of the volunteer groups in the camp do not have clearly defined ‘codes of conduct’, while others complain about so-called ‘independent volunteers’ who are not attached to any particular group.

    Clare Mosely, founder of Care4Calais told the Independent: ‘At the end of the day it isn’t recognised as an official refugee camp, it’s an illegal settlement. So we’ve got no way of forcing anyone to leave. That is the difficulty.’

    Care4Calais has a ‘zero tolerance’ policy concerning sexual relations between volunteers and camp inhabitants.

    Another volunteer wrote: ‘In my view, most defo beyond inappropriate – breaches all sorts of codes, highlights massive deficit of integrity, blurs reciprocal boundaries beyond measure.

    ‘Pretty much no different to sex tourism. This is the sort of stuff that makes others with better resolve, cringe – need to have a rocksolid mindset that separates the camp environment from that of a freeforall “festival” – if you’re incapable of “keeping it in your pants” then consider whether you ought to be there.’

    Another contributor added: ‘So the concerns around exploitation of vulnerable people should be ‘kept private’ should they? ‘kept within the group’ .

    ‘Whatever your feelings on sex between volunteers and refugees it is clear that it is a very important subject to discuss OPENLY.

    ‘The press is a perfectly valid place to analyse and protect vulnerable people.

    ‘It is exactly this notion of protecting people that ensured children were abused for years within childrens homes and the Catholic Church.’

  17. House investigators vote to hold Clinton’s email tech Bryan Pagliano in contempt

    The House’s investigative committee voted Thursday to hold Hillary Clinton’s chief tech staffer in contempt of Congress after Bryan Pagliano failed, for a second time, to show up and testify on his former boss’s secret emails.

    Mrs. Clinton last year had urged Mr. Pagliano to cooperate with probes into her emails, but he has now refused to talk to two separate congressional committees — though he did speak to the FBI.

    “We are left with no choice,” Oversight Committee Chairman Jason Chaffetz said after Mr. Pagliano again stiffed his panel, even after being served a subpoena by armed agents of the U.S. Marshals Service.

    The committee voted 19-15, split along party lines, to approve the contempt report and send the matter to the full House for a vote.

    But it’s not clear anything will come of it. The Obama administration declined to enforce contempt proceedings that the House has brought against former IRS senior executive Lois G. Lerner.

    Democrats said Thursday’s vote was a political ploy designed to embarrass Mrs. Clinton.

    “Where is our investigation of Donald Trump? His potentially fraudulent business practices?” said Rep. Elijah E. Cummings, the ranking Democrat on the committee. “This is an abuse of authority and taxpayer dollars to inappropriately affect the presidential election.”

    Mr. Pagliano’s lawyers have said if he did appear, he would assert his Fifth Amendment right against self-incrimination, just as he did to the congressional Benghazi probe.

    Mr. Cummings said given that, there’s no public policy reason to make him come and make the assertion in person. He said it appeared to be an effort to harass Mr. Pagliano.

    Mr. Chaffetz said Mr. Pagliano got immunity from the FBI, so he shouldn’t have any fear of testifying. Mr. Cummings, though, said the immunity was limited and there is still enough danger to Mr. Pagliano that he can legitimately refuse to testify.

    Republicans said the FBI has closed the case, so the only way Mr. Pagliano would end up in trouble is if he were to lie to Congress.
