  2. EU – Commission asks member states for €3.6 billion to tackle refugee crisis

    The European Commission today (7 June) asked EU countries for up to an extra €3.6 billion of development money for poorer African countries to try and bring the refugee crisis under control.

    If EU leaders agree to paying out the extra cash, it will be matched with another €3.6bn from the EU budget, which is old money already committed to Brussels by national governments.

    Most of the cash, €6.2bn, will be used as risk guarantees to encourage private investment in businesses in developing countries. The idea echoes the based on the Juncker Investment Plan, which earmarked €21 billion as risk guarantees to unlock investment in Europe.

    The Commission said the €6.2bn could leverage up to €62bn of investment in countries such as Lebanon and Jordan, and African countries such as Niger, Senegal, Nigeria, Mali, Ethiopia, Tunisia and Libya.

    The 10x leverage ratio is less than the 15x ratio in the Juncker Plan, which the Commission said will encourage €315bn over three years.

    “We need to do more to improve opportunities in countries of origin so people do not feel compelled to leave. We need to reconsider our traditional models of development cooperation and give a much greater role to private investors,” said Commission First Vice-President Frans Timmermans.

    “We will shortly propose a new external investment fund to crowd in private investment in developing countries. For this we will mobilise €3.1bn which will trigger €31bn. It could even reach €62 billion euros if member states and other partners match the EU’s contributions,” he said in Strasbourg at the European Parliament.

    The other partners are financial institutions such as the European Investment Bank, which is owned by EU member states.

    Improving countries where migrants come from was as important as getting the countries to agree to take back people who came to Europe illegally, Timmermans added.

      Die Welt: Im Kampf gegen die Flüchtlingskrise hat die EU-Kommission bereits Pläne zu einer gerechten Verteilung von Flüchtlingen und zu einem besseren Schutz der Außengrenzen vorgelegt. Jetzt will Brüssel die afrikanischen Staaten stärker in den Blick nehmen. Was planen Sie?

      Dimitris Avramopoulos: Die EU-Kommission wird neue Migrationspartnerschaften insbesondere mit Afrika vorschlagen. Dabei bieten wir zunächst neun Staaten, die Herkunfts- oder Transitländer für Flüchtlinge sind, eine neue umfassende und nachhaltige Partnerschaft an.

      Die Welt: Welche Länder sind das?

      Avramopoulos: Jordanien, Libanon, Tunesien, Niger, Mali, Äthiopien, Senegal, Nigeria und Libyen. Es kommen aber im Laufe der Zeit weitere Länder in Afrika und Asien hinzu.

      Die Welt: Was ist das Ziel?

      Avramopoulos: Das Ziel ist eine Bekämpfung von Fluchtursachen und ein Rückgang der irregulären Migration nach Europa. Die Idee baut auf Erfahrungen auf, die wir zuletzt mit dem Abkommen zwischen der EU und der Türkei gemacht haben. Das wird aber keine bloße Kopie sein. Man kann nicht dieselben Maßnahmen auf alle Staaten übertragen. Wir wollen vielmehr maßgeschneiderte Maßnahmen für jedes einzelne Land.

      Die Welt: Konkret?

      Avramopoulos: Wir wollen mit jedem dieser neun Staaten verschiedene Vereinbarungen treffen. Wir wollen sie überzeugen, dass sie illegale Migranten wieder zurücknehmen. Wir möchten zudem erreichen, dass diese Länder konsequent gegen Menschenschmuggler vorgehen und dass sie ihre Grenzen wirksam sichern. Außerdem wollen wir verhindern, dass sich die Flüchtlinge auf die gefährliche Überfahrt nach Europa begeben: Wir werden darum einige Staaten, die in unmittelbarer Nachbarschaft der Herkunftsländer der Flüchtlinge liegen, ermutigen, noch stärker als bisher den Menschen eine sichere Aufnahme zu gewähren. Und viertens wollen wir legale Wege nach Europa eröffnen, indem die EU-Länder entweder Menschen in Not direkt aus den Herkunftsländern aufnehmen oder legalen Migranten, wie zum Beispiel Hochqualifizierten im Rahmen einer neuen Blue Card, eine Aufenthalts- und Arbeitserlaubnis gewähren.

      Die Welt: Was bietet man den Staaten an?

      Avramopoulos: Die EU kann positive und negative Anreize bieten. Wir können denjenigen Ländern, die sich kooperativ zeigen, zusätzlich zu den bisherigen Hilfsgeldern eine weitere substanzielle finanzielle Unterstützung oder etwa den Ausbau von Handelsbeziehungen zusagen. Wer sich nicht an die Vereinbarungen hält, dem können allerdings auch Einschränkungen zukommen.

      Die Welt: Wie hoch sollen die Finanzhilfen für die neuen Partnerschaften sein und wie soll das finanziert werden?

      Avramopoulos: Wir werden einerseits Maßnahmen vorschlagen, die kurzfristig umgesetzt und schnell wirksam werden können. Dafür werden wir bereits vorhandene Mittel noch gezielter, flexibler und schneller einsetzen. Allein von 2016 bis 2020 können so etwa acht Milliarden Euro für die Finanzierung der Migrationspartnerschaften bereitgestellt werden. Um langfristig gegen Fluchtursachen vorzugehen, werden wir noch im Herbst dieses Jahres einen umfassenden Investitionsplan vorstellen. Indem wir private und öffentliche Investitionen anstoßen, können bis zu 31 Milliarden Euro mobilisiert werden. Die Kommission wird dafür bis 2020 3,1 Milliarden Euro zur Verfügung stellen. Wenn sich auch die Mitgliedsstaaten und andere Partner entsprechend beteiligen, könnten am Ende sogar Investitionen von bis zu 62 Milliarden Euro mobilisiert werden.[…]

      Die Welt: Wie sollen die Flüchtlinge integriert werden?

      Avramopoulos: Die Integration von Flüchtlingen ist vor allem Aufgabe der Mitgliedsstaaten. Jedes Land weiß am besten, was vor Ort zu tun ist. Wichtig ist nur, dass sich alle um erfolgreiche Integration bemühen. Die Integration von Flüchtlingen ist eine politische, moralische und ökonomische Pflicht für alle EU-Länder, um den Zusammenhalt und den Wohlstand zu fördern. Wir erwarten, dass die Flüchtlinge unsere Werte und Regeln anerkennen. Aber wir müssen ihnen auch Möglichkeiten bieten, am gesellschaftlichen und wirtschaftlichen Leben teilzunehmen.

      Die Welt: Welche Rolle kann die EU spielen?

      Avramopoulos: Wir können die Mitgliedsstaaten vor allem finanziell unterstützen. Etwa beim Aufbau von sogenannten Willkommensklassen oder Online-Sprachkursen, der besonderen Förderung von unbegleiteten Jugendlichen oder bei der Integration in Sportvereine. Unser neuer Aktionsplan zur Integration umfasst viele Maßnahmen, aber am Ende liegt die Verantwortung in den Mitgliedsländern.

    • Europe to Need ‘Millions’ of Migrants in Future – EU Commissioner

      Europe will need to attract millions of migrants in the next 20 years to boost the region’s economy, Dimitris Avramopoulos, EU commissioner for Migration, Home Affairs and Citizenship, said Tuesday.

      MOSCOW (Sputnik) — Earlier in the day, the European Commission presented a revised work permit program known as the Blue Card to allow highly skilled workers to legally migrate to the European Union amid skills shortages in health care and information technology sectors.

      “Europe now and for the next 20 years will be in need of a large number of migrants, we know it… We shall be in need of millions of people in the future,” Avramopoulos said during a press conference.

      According to the European Commission, the number of highly skilled third-country national workers currently coming to the bloc is insufficient to address these labor and skills shortages, despite the efforts of Brussels to upgrade the skills of EU nationals under the New Skills Agenda.

      Over 1.8 million migrants fleeing conflict-torn countries in the Middle East and North Africa entered the European Union in 2015, according to the EU border agency Frontex.

          From 2013 to 2015, Israel added more than 16,000 French Jews. In 2014, about half of French immigrants were 34 or younger, and about half had higher education with at least 16 years of schooling in fields such as medicine, engineering and finance.

          A recent survey conducted for the French president by the research institute IFOP estimates the potential French aliya at 200,000 at least, most of whom would be young. The survey found that at least 43% of French Jews were seriously considering emigrating to Israel, mainly based on the insecurity they feel in France today. Among those aged 24 to 34, the number was 64%.

          Note: These are just French Jews leaving for Israel. There’s brain-drain to America and Australia as well. The 200,000 figure, coming from an extreme left source, may even be an understatement.

  3. Touching off a controversy, VHP leader Sadhvi Prachi on Tuesday said it is time to make India free of Muslims. Known for courting controversies, the Sadhvi claimed the mission of a Congress-free India has already been “accomplished” and it is now time to rid the country of Muslims.

    “Now that we have achieved the mission of making a Congress-free India, it is time to make India Muslim-free. We are working on that,” she said in Roorkee where at least 32 people were injured last week in a clash between two communities over forcible evacuation of a scrap dealer’s shop.

  5. IDF demolished illegal buildings funded by the EU

    The community of 70 Jahalin Beduin live near the city of Ma’aleh Adumim, along Route 1 in the corridor leading down from Jerusalem to the Dead Sea.

    The nongovernmental groups Regavim and the Jerusalem Periphery Forum, which monitor illegal Beduin and Palestinian building in that area, welcomed the IDF’s quick response.

    The forum’s land coordinator, Yaniv Aharoni, accused the EU of “bullish behavior,” and of harming Israeli rule of law in the area by continually promoting illegal construction.

    His group and Regavim have long argued that the EU is helping the Palestinian create facts on the ground to solidify the Arab presence in Area C of the West Bank.

Human Rights Watch had previously reported on the role Congolese peacekeepers played in “enforced disappearances,” but the Congolese government “has taken no action toward credible investigations or justice for these crimes,” according to a new report by the group released Tuesday.

    Mered Medhanie, known as The General, was held in Sudan in May and was flown to Rome on Tuesday.

  11. Germany’s Green Party leader Cem Özdemir, one of the champions of the parliamentary resolution passed Thursday calling the 1915 massacre of Armenians in Turkey a genocide, has received death threats and is now under police protection, reports Berliner Zeitung.

    Özdemir, who has a Turkish background, had received insults and death threats in the past but these had become more frequent after the vote, a spokesperson for the Greens said, Reuters reports.

    ABOARD USS HARRY S. TRUMAN (Reuters) – U.S. fighter jets have dropped 35 smart bombs and pamphlet bombs on Islamic State targets in Iraq and Syria in strikes launched from the USS Harry S. Truman aircraft carrier since it moved from the Gulf to the Mediterranean last Friday, Navy officials said.

    The officials said further raids were launched on Tuesday, but not yet tallied.

  13. The Foreign Ministry in Athens has protested a decision by Turkish authorities to allow a daily reading from the Quran to be broadcast from Hagia Sophia in Istanbul during the holy Muslim month of Ramadan.

    In a statement Tuesday, the ministry condemned the decision, describing it as “verging on bigotry” and “not compatible with modern, democratic and secular societies.”

  16. The Command & Control Centre of Dubai Police received 2,419 calls during the first day of the holy month of Ramadan.

    “Yesterday [the first day of Ramadan], The Dubai Police Command & Control Centre received 2,419 emergency calls and reported 250 traffic accidents [two of which were serious] all between 2:30 pm until 7:30pm,” said Lt.   17. Israeli Air Force jets attacked a missile storage facility in Syria over the weekend, targeting a number of military sites said to be housing advanced weaponry, according to Syrian Internet publication Al Wasil Time on Tuesday.

    The attack took place near the embattled city of Homs and reportedly caused extensive damage to the facility.

    The report added that Syrian defense systems identified Israeli aircraft within their airspace but refrained from firing.

    Scientists in California have successfully created part-human, part-pig embryos in hopes of addressing a global shortage of organ donors, the BBC reported Monday.

    The researchers at the University of California, Davis believe the hybrid embryos could develop into seemingly normal pigs that house human organs – in this case, pancreases.
