  1. Memo: Norway ‘not mentally prepared’ for refugees’ impact

    “The Norwegian psyche is likely not mentally prepared for the full gravity of the migration crisis. That also applies to its costs and impacts on other budget and policy areas. It may be difficult to avoid higher unemployment and increased social welfare costs in 2017,” the memo stated.

    The memo also warns that new terror attacks are likely and that the refugee crisis has hit the point where “the limit for what residents and authorities in European countries can absorb is either already reached or imminent”.

  2. Two Afghan migrants are arrested for ‘sexually assaulting’ two young girls at a German swimming pool where a group of schoolgirls had previously been molested by refugees

    Two migrants have been arrested for allegedly sexually assaulting two young girls at a public swimming baths in northern Germany.

    The Afghan asylum seekers, aged 14 and 34, had reportedly molested the teenagers at a popular aquatics centre in Norderstedt, in the northern state of Schleswig-Holstein.

    The alleged victims, aged 14 and 18, were reportedly assaulted on Sunday near the water slide at the main pool of the town’s Arriba baths complex.

    “Britain is to send troops to Tunisia to help prevent Islamic State fighters from moving into the country from Libya, the British defence minister has said.

    “A training team of some 20 troops from the 4th Infantry Brigade is now moving to Tunisia to help to counter illegal cross-border movement from Libya in support of the Tunisian authorities,” Michael Fallon told Parliament on Monday.

    The move comes after growing Western concern that Islamic State (IS) is seeking to use Libya as a base to plan and carry out attacks. Last June, 30 British holidaymakers were killed when an Islamist gunman attacked a beach at a hotel on Tunisia’s Mediterranean coast.

    “I … am extremely concerned about the proliferation of Daesh (IS) along the Libyan coastline, which is why we have been urgently assisting the formation of a new Libyan government,” Fallon said.”

    “The jihadist group Islamic State (IS) has killed eight Dutch militants it accused of attempting to desert and mutiny, a Syrian activist group says.

    They were arrested after clashes erupted between a 75-strong Dutch unit and and an IS unit from Iraq.

    Some 200 people from the Netherlands are believed to have joined IS.

    Many have travelled to the city of Raqqa, which has become the de facto capital of the caliphate whose formation IS proclaimed in 2014 after taking control of large parts of Syria and Iraq.

    “Saudi Arabia has acknowledged that the US-led anti-ISIS coalition has held a “political” discussion about a potential ground troop deployment in Syria. Riyadh’s statements have been criticized by Damascus as destructive and a threat to regional security.

    In an interview with Reuters, an aide to Saudi Arabia’s defense minister, Brigadier General Ahmed Asseri, confirmed that defense ministers from the anti-Islamic State (IS, formerly ISIS/ISIL) coalition debated placing ground troops on the ground in Syria during a ministerial meeting in Brussels last month.

    “It was discussed two weeks ago in Brussels,” Asseri said, clarifying that the discussions took place on the “political” level only without going into details of a potential “military mission.”

    The general stressed that if the decision is made, Saudis would be more than willing to contribute troops – a move that Syria strongly warned against on a number of occasions. Asseri also acknowledged that Riyadh has been working on the military implementation of a possible Syria invasion.

    “Once this is organized, and decided how many troops and how they will go and where they will go, we will participate in that,” he said.

    “We need to discuss at the military level very extensively with the military experts to make sure that we have a plan.”

    The Saudi general stressed that for the time being, the Kingdom’s air force is ready to strike Islamic State targets from Turkey’s Incirlik air base, where four Saudi fighter jets were deployed last month.

    “Parisian police will be given assault rifles and Kalashnikov-resistant shields in a first for the French capital’s officers, nearly four months after a devastating terror attack killed 130 people, the interior minister said on Monday.

    The weapons, up until now reserved for elite intervention forces, will allow members of certain police units “to intervene as fast as possible to reinforce the first patrols, notably when we are confronted with mass killings”, said the minister, Bernard Cazeneuve.

    “Some of the criminals you are confronted with no longer hesitate to use heavy weapons against you, and you must be equipped with the means to fire back, and adequate protection,” Cazeneuve told officers at a Parisian police station.

    The anti-criminal (BAC) police units, who most often operate in plain clothes, will be given 204 Heckler and Koch G36 assault rifles, 1,800 bulletproof vests and 241 shields that are resistant to Kalashnikov bullets.

    The new equipment, which also includes Taser guns and other items, is worth €17m (£13.3m/US$18m).

    The boosting of police capability comes after jihadist gunmen armed with Kalashnikovs and suicide bombs attacked a concert hall and several restaurants and cafes around Paris on 13 November, killing 130 and leaving hundreds injured.

    A member of the BAC police units – armed with a handgun – was the first to arrive on scene at the Bataclan concert hall, where he shot dead one of the jihadists who killed 90 people during a show.

    However, he was forced to retreat and await specialised police officers as he was not sufficiently equipped against the two attackers still alive in the building.

    The devastating attack saw authorities put in place a state of emergency, which has been extended until the end of May.”

    “Russia has pledged continued support in equipping and training of the Afghan national security forces, the Russian Foreign Ministry said Monday.

    The renewed commitment by Moscow comes days after the Afghan security forces received 10,000 Ak-47 assault rifles and ammunition as part of Russia’s contribution to support the Afghan troops in fight against terrorism.

    “A large batch of Russian small arms and ammunition for the needs of the Afghan Interior Ministry has been delivered to Afghanistan gratis through the Russian Interior Ministry,” according to a statement by Russia’s Foreign Ministry.

    The statement further added “In view of this, the Afghan authorities have expressed gratitude to the Russian leadership.”

    “We reaffirm our readiness to continue cooperation with Afghanistan in fighting against terrorism and the drug threat both on the bilateral basis and in cooperation with foreign partners and international organizations,” the statement added.

    “We will continue to render assistance to Kabul in establishing and equipping the combat-capable national security forces, in training the personnel for the Afghan law enforcement agencies, including on the basis of specialized Russian universities and colleges.” the statement said.

    The Afghan government has stepped up efforts to reach out to the regional countries in a bid to attract support to the Afghan national security forces.

    Meanwhile, Russia is looking to step in to support the Afghan government and security forces amid concerns that the terror groups, particularly the Islamic State of Iraq and Syria (ISIS) loyalists, are trying to establish safe havens in the country, a move that could endanger the Central Asian countries.”

    “China has pledged more than $70 million to support the military sector of Afghanistan, the Office of the President – ARG Palace said.

    The latest commitment by Beijing to support the Afghanistan military followed during a visit to Afghanistan by Chief of China’s People’s Liberation Army Mr. Fang Fenghui.

    A statement by ARG Palace said President Ghani met with the delegation of the Chinese officials led by General Fenghui on Monday evening.

    The statement further added Gen. Fenghui briefed President Ghani regarding the plans, views and programs of the China’s President regarding Afghanistan and the region.

    Gen. Fenghui quoted in the statement by ARG Palace said “The people of China remembers and appreciates your efforts while serving with the World Bank and implementation of irrigation projects in various parts of China.”

    He also hailed Afghanistan’s efforts and steps taken by the Afghan government for expanding ties with the world, maintaining peace and fight against terrorism, pledging Beijing’s cooperation in this regard.

    He pledged more than $70 million in fresh military aid to Afghanistan, saying the latest aid will follow besides Beijing’s ongoing cooperation in development and economic sector.

    Gen. Fenghui also added that China will call a regional summit to implement the proposal by President Ghani during Shanghai conference for fight against terrorism.

    Reiterating China’s commitment to fight terrorism in the region, Gen. Fenghui said Afghanistan is located in a strategic location and acts as an important economic belt, which is continuously threatened by the terror groups.

    He recommended a joint fight against the menace of terrorism as per the frame work of Quadrilateral group comprising of Afghanistan, Tajikistan, China and Pakistan, with information sharing to be the central part of the group.

    Gen. Fenghui said China remains committed to support Afghanistan with the available resources and facilities, hailing the Afghan forces who are currently busy in suppressing the international terrorism.

    Meanwhile, President Ghani said terrorism remains a threat not only for Afghanistan but also threatens regional countries, including China.

    He said the Afghan forces will continue to their fight against terrorism, saying the terrorists are receiving training outside the country and are deployed to Afghanistan.”

    “At least 98 anti-government armed militants were killed and scores of others were wounded in ongoing military operations by the Afghan security forces, the Ministry of Defense (MoD) said.

    Providing operational update, the Ministry of Defense (MoD), said at least 11 militants affiliated with Islamic State of Iraq and Syria (ISIS) terrorist group were among those killed.

    A statement by MoD said at least 49 militants were wounded and 12 others were arrested besides various types of weapons, ammunition and explosives confiscated by the security forces.

    The statement further added majority of the militants suffered casualties during the operations in Pashtunkot district of Faryab province where at least 50 deaths were reported.

    At least 14 militants were killed in a separate operation in Sangin district of Helmand province, MoD said, adding that another militant was killed in another operation in Adraskan district of Herat province in the west.

    According to MoD, two commanders of the ISIS terrorist group were killed along five foreign insurgents in Achin district of Nangarhar province.

    At least 15 militants were killed in the ongoing operations in Dand-e-Dhori district of northern Baghlan province, while 7 other were killed in Dasht-e-Archi district of Kunduz province, MoD added.

    The anti-government armed militant groups have not commented regarding the reports so far.”

    “An Afghan policeman has shot dead four of his colleagues at a checkpoint on a remote stretch of a major southern road.

    Police in Uruzgan province said another 11 officers manning the checkpoint are still missing.

    It is still unclear what happened at the checkpoint, which is located on the road between Kandahar and Uruzgan provinces.

    No group has claimed responsibility for the incident.

    Afghanistan’s police fight insurgents on the front lines, but have fewer resources than the army.
    On remote checkpoints they are vulnerable to Taliban attacks.

    Authorities want to consolidate the checkpoints into larger bases but have faced resistance from locals who see them as a barrier against insurgents.”

    “The Independent Human Rights Commission of Afghanistan (AIHRC) has voiced concerns regarding the invasive virginity tests the Afghan women and girls are going through after they are accused of adultery.

    In its latest report, AIHRC said the women are subjected to the invasive tests after accused of moral crimes by the judiciary institutions of the country.

    The report further added that the victims are subjected to the tests without their consent which are usually accepted by the judiciary institutions, making it a basis for the trial of the accused.

    AIHRC questioned the method of the tests, saying the tests are being conducted without considering the scientific basis of such tests, persistent corruption in government institutions, and technical insufficiency.

    The rights organization also expressed concerns regarding the eloping of the women, saying the majority of the women are fleeing from the houses due to growing domestic violence with forced marriages remaining a top motive for the girls to abandon their families.

    The girls are often accused of adultery while the men are accused of kidnapping and are tried by the judiciary institutions, AIHRC said, adding that the security institutions are introducing the girls to Forensic where they undergo virginity tests to confirm they were not involved in adultery.

    The 17-page report by AIHRC has been prepared based on findings and interviews of 53 women serving in jails on adultery charges in 12 provinces, the rights organization said.

    AIHRC also added that the prisoners interviewed by the rights organization were between 13 to 45 years of age with 45 of them jailed over adultery charges, 8 others were accused of eloping and adultery, and 2 of them were accused of adultery and alcohol consumption.

    The women are serving in jails in Badakhshan, Bamyan, Daikundi, Ghor, Herat, Nangarhar, Kabul, Kandahar, Kunduz, Faryab, Balkh and Paktia provinces, AIHRC added.”

    “The UAE Federal Supreme Court sentenced an Omani man to jail and imposed a fine finding him guilty of insulting symbols of the UAE.

    Al Bayan reports that the court issued the verdict against 29-year-old Omani, identified as S.M.S., to three-years imprisonment and fined him Dh50,000.

    The convict will be deported after serving his jail term in the country.

    He is charged with disseminating information with a view to ridicule and damage the reputation of the state symbols. He also ridiculed Emirati martyrs in Yemen, describing them as ‘cowards’ on WhatsApp. “

  14. NASA unveils supersonic airliner of the future

    Its astronauts already travel fast enough, so now NASA wants to bring the ultimate in speedy flight to the masses.

    NASA officials on Monday unveiled the design of a supersonic aircraft that would boast speeds comparable to the Concorde – but without that jet’s sonic boom. The weird-looking new vehicle boasts a long, skinny nose, oddly angled wings and a tail fin folded into what looks like an origami airplane.

    The jet NASA calls QueSST would fly at speeds of Mach 1.4, or roughly 1,100 mph. Today’s commercial jetliners poke along at 600 mph, while the Concorde, which made scheduled passenger flights from 1976 to 2003, achieved the blistering pace of more than 1,300 mph.

    Shock waves normally roll off many different features of a supersonic vehicle and combine into the classic “Boom! Boom!” signature. But QueSST would be designed to dissipate the many small shock waves so they can’t meld together.

    The jet’s signature sound would be “more like a soft thump,” NASA administrator Charlie Bolden said Monday, “instead of the annoying sonic boom that currently prohibits commercial supersonic flight over land.”

  15. US Army will have laser weapons by 2023 as research bosses say killer technology is ‘very close’

    The US Army is planning to deploy the first laser weapons in 2023, it has been revealed.

    Mary J. Miller, deputy assistant secretary of the Army for Research and Technology, told the House Armed Services Committee’s Subcommittee on Emerging Threats and Capabilities ‘I believe we’re very close,’ when asked how close the Army is to developing offensive and defensive directed-energy weapons.

    She said the programmes would be extensively tested as the Army wants to understand the lasers’ full capabilities ‘before we offer it to a Soldier.’

  17. China to lay off five to six million workers, earmarks at least $23 billion

    China aims to lay off 5-6 million state workers over the next two to three years as part of efforts to curb industrial overcapacity and pollution, two reliable sources said, Beijing’s boldest retrenchment program in almost two decades.

    China’s leadership, obsessed with maintaining stability and making sure redundancies do not lead to unrest, will spend nearly 150 billion yuan ($23 billion) to cover layoffs in just the coal and steel sectors in the next 2-3 years.

    The overall figure is likely to rise as closures spread to other industries and even more funding will be required to handle the debt left behind by “zombie” state firms.

    The term refers to companies that have shut down some of their operations but keep staff on their rolls since local governments are worried about the social and economic impact of bankruptcies and unemployment.

    Shutting down “zombie firms” has been identified as one of the government’s priorities this year, with China’s Premier Li Keqiang promising in December that they would soon “go under the knife”..

    ith a one-way ticket home to Iraq in his hands and seven months’ worth of frustration over intransigent German bureaucracy in his heart, Gazwan Abdulhasen Abdulla gave up on his dreams of a better life in Europe.

    Homesick and eager to be back with his wife and four small children in Basra, Abdulla was giving up his refugee status as he boarded a crowded Iraqi Airways flight from Berlin’s Tegel Airport to Baghdad that would whisk him and 150 other disillusioned former refugees back home in five hours.

    He had scraped together his last $325 for the flight to Iraq — a small fraction of the money he had paid to smugglers last summer to get to Germany by foot, bus and boat through Turkey, Greece, the Balkans and Austria.

    But now, after more than 1.1 million refugees from troubled lands such as Syria, Iraq and Afghanistan have trekked into Germany over the last 13 months, a small but growing number are heading home.

    BERLIN (AP) — Germany’s highest court opened hearings Tuesday on a bid to outlaw the country’s biggest far-right party, which officials accuse of promoting a racist and anti-Semitic agenda – a second attempt to secure what would be the first ban on a party for 60 years.

    The German parliament’s upper house, which represents the country’s 16 state governments, applied at the end of 2013 for a ban on the National Democratic Party, or NPD. They say it violates the constitution and are keen to cut off the state funding to which political parties are entitled.

    A decade earlier, the Karlsruhe-based Federal Constitutional Court rejected a first attempt to ban the party because paid government informants within the group were partially responsible for the evidence against it. Officials say there’s no evidence from informants in the new case.

  21. Calais ‘Jungle’ camp: clashes as authorities demolish homes

    Clashes between police and migrants continued into Monday evening after authorities moved in earlier in the day to dismantle parts of the refugee camp known as the Jungle.

    The homes of up to 200 people of the approximately 3,500 people living in the camp had been demolished by the middle of the day, according to a British refugee aid group, as smoke went up from blazes engulfing makeshift shelters.

    GENEVA (Reuters) – The United States and Russia must make Syria’s cessation of hostilities work or else it may become necessary to delay the resumption of peace talks, U.N. Syria envoy Staffan de Mistura told Reuters on Tuesday.

    Since the agreement to halt nearly five years of fighting came into force on Saturday, the Syrian government and the opposition have accused each other of violating the deal but international observers have reported a decline in violence.

    Without progress on the cessation of hostilities and on access for humanitarian aid, de Mistura said he could “slightly” postpone the next round of peace talks, which has been penciled in for Monday, March 7.

    “The decision on whether they will be on Monday or slightly later will be taken in the next few days, depending on what is happening on the ground,” he said.

    “We don’t want discussions in Geneva to become a discussion about infringements or not of the ceasefire, we want them to actually address the core of everything.”

    The United Nations hopes that the cessation of hostilities will allow humanitarian aid to be sent into besieged areas and provide an opportunity to revive the peace talks, which collapsed before they even started a month ago.

    “A gunman attacked and wounded a Saudi preacher and a diplomat from Saudi Arabia’s embassy late Tuesday before being killed by policemen in the southern city of Zamboanga, police said.

    Preacher Aaidh Al-Qarni was about to leave Western Mindanao State University after delivering a lecture when he and religious attache Turki Assaegh were shot by the gunman, who darted out from a crowd, police spokeswoman Senior Inspector Helen Limen Galvez said.

    Both victims were taken to a hospital for treatment and declared out of danger, Galvez said. Al-Qarni was shot in his right shoulder, left arm and chest while Assaegh was hit in his right thigh and left leg.

    Investigators at the scene found a pistol and a motorcycle the gunman may have used, police said. Policemen later arrested two other suspects in connection with the attack, Galvez said.

    The motive for the attack was not immediately clear.

    Philippine Foreign Undersecretary Rafael Seguis said last week that the Saudi government had asked several countries, including the Philippines, for improved security because of a possible threat, the nature of which was not specified.

    Philippine police strengthened security at Saudi Arabia’s embassy and its national airline following the request, Seguis said.

    Seguis noted that Saudi Arabia has a conflict with Iran, where the Saudi Embassy recently came under attack, but said it’s hard to say whether the reported threat was connected to that.

    Protesters set fire to the Saudi Embassy in Tehran and attacked its consulate in another Iranian city in response to the kingdom’s execution of a prominent Shiite cleric on Jan 2.
