    “EU interior ministers are to discuss how to deal with tens of thousands of migrants trying to enter Europe each year by crossing the Mediterranean. A key issue at the talks in Luxembourg is a plan to distribute asylum seekers more evenly across all 28 EU states.

    The crisis has put a huge strain on Italian, Greek and Maltese resources. But some northern and eastern European nations argue that migrants should not be forced to move to countries where they do not want to settle.

    More than 1,800 migrants have died in the Mediterranean so far this year – a 20-fold increase on the same period in 2014. The majority had set sail aboard rickety, overcrowded boats from strife-torn Libya.

    In recent weeks, naval vessels have rescued thousands of people at risk of drowning, but plans to resettle illegal migrants across Europe and break up the smuggling networks have yet to be agreed.

    Italy and Greece – which have already seen more than 100,000 boat people arrive on their shores this year – insist other EU nations must share some of the burden.

    The Italian government says it wants a fair distribution of new arrivals around Europe and more enforced repatriations of those deemed “economic migrants”.

    Rome has warned that if other EU countries are not supportive Italy has a “plan B”, which, Prime Minister Matteo Renzi says would “first and foremost… hurt Europe”.

    Boko Haram crisis: US to fund Nigeria-led force

    The US says it will give $5m (£3.2m) towards a multi-national task force being set up to fight Nigeria’s militant Islamist group Boko Haram.

    Boko Haram “was not just a Nigerian problem”, US official Linda Thomas-Greenfield said.

    The group was blamed for suicide bombings which killed more than 20 people in neighbouring Chad on Monday.

    Chad will be the headquarters of the Nigeria-led force of around 7,500 troops from five countries.

    The formation of the force has gained momentum since Nigeria’s President Muhammadu Buhari took office last month.

    Nigeria’s previous administration, led by Goodluck Jonathan, was seen to have dragged its heels over the creation of the force, as it feared it would undermine Nigeria’s sovereignty, correspondents say.

    The US also turned down a request by Mr Jonathan’s administration last year to sell it weapons because of the poor human rights record of its military.

    The issue led to a diplomatic row, with Nigeria accusing the US of refusing to help land a “killer punch” against Boko Haram.

    G7 ‘wish list’

    Ms Thomas-Greenfield, the US assistant secretary of state for Africa, said the US was in talks with Mr Buhari’s government on how it could assist more in the campaign against the militants.

    It comes after President Buhari’s visit last week to the G7 summit in Germany where he said Nigeria would welcome more international support in the struggle with the jihadists.

    The multi-national force is expected to be made up of troops from Nigeria, Niger, Chad, Cameroon and Benin.

    Chad, Cameroon and Niger have been helping Nigeria recapture territory from Boko Haram, but their activities have so far been largely uncoordinated.

    The African Union (AU) backed the creation of a multi-national force in January, saying Boko Haram required a “collective, effective and decisive response”.

    Boko Haram’s six-year insurgency has left some 13,000 people dead and 1.5 million homeless, rights groups say.

    The group has pledged allegiance to Islamic State, which is fighting to establish a global caliphate.

  4. Third Man Arrested in Garland ‘Draw Muhammad’ Shooting: Authorities

    Investigators said they arrested a third person in connection with the shooting outside a “Draw the Prophet” contest in Garland in May.

    According to Phoenix NBC affiliate KPNX, a federal grand jury indicted Abdul Malik Abdul Kareem, also known as Decarus Thomas, on charges of conspiracy, weapons possession and lying to federal investigators.

    The indictment indicates that Kareem took the shooters — Elton Simpson and Nadir Soofi — to practice shooting and gave them assault rifles.

    Simpson and Soofi opened fire on an unarmed security officer stationed outside the contest at the Curtis Culwell Center May 3, according to authorities. The security guard was wounded in the leg before the gunmen were killed at the scene.

    According to the indictment, Kareem told FBI agents two days later that he did not know Simpson and Soofi and denied knowing about the planned shooting.

    The indictment does not spell out where the guns came from or where Kareem was during the attacks. It also says nothing about any potential ties to terrorism or ISIS.

    3rd Phoenix suspect ID’d in Texas ‘Draw Mohammad’ shooting

    Prosecutors allege Kareem took Soofi and Simpson out to the desert to practice shooting, then gave them assault rifles.

    According to court documents, Kareem met with Soofi and Simpson at his home in Phoenix, where they discussed the “Draw the Prophet” contest being held in Garland. Prosecutors also accuse Kareem of talking to Soofi and Simpson about the plan to attack the contest.

    Kareem is expected to appear in federal court Tuesday afternoon.

  6. Some Of Hillary Clinton’s Libya Emails Weren’t Turned Over To Benghazi Committee

    Either Hillary Clinton inaccurately stated that she turned over all of the official emails she sent or received as secretary of state, or the State Department failed to make them available to the House Select Committee on Benghazi.

    That was made apparent when longtime Sidney Blumenthal, a longtime Clinton insider, gave the House committee dozens of pages of emails that were not included in the trove of Clinton records provided by the State Department in February.

    Multiple news reports cited people familiar with the House committee’s investigation.

    Blumenthal sent Clinton dozens of emails about a wide range of issues while she was in office. Many of those were reports Blumenthal wrote based on intelligence culled from his sources in various countries and regions, including Libya, the Middle East, Algeria and Ukraine.

    Clinton’s correspondence with Blumenthal was first uncovered in 2013 when Blumenthal’s email account was hacked. The revelation came as a surprise at the time since Blumenthal had explicitly been blocked by the Obama White House from working in the Clinton State Department because of his nefarious activities during the 2008 Democratic primary. Last month’s release of the 297 Libya- and Benghazi-related emails revealed that Clinton often forwarded Blumenthal’s reports to her top aides.

    The new Blumenthal-Clinton correspondence was included in a batch of emails Blumenthal gave in response to a subpoena from the Benghazi committee. He will testify in a closed-door session in front of the panel on Tuesday.

    It is unclear exactly why Blumenthal’s emails are only now being provided to the committee, though there are two likely explanations. Either Clinton failed to turn the records over to the State Department in December, or the State Department received the emails from Clinton but for some reason failed to turn them over to the Benghazi committee, which is led by South Carolina Rep. Trey Gowdy.

    If the failure is Clinton’s, that would undermine a claim she made in March after the revelation of her private email use that she had turned over all of her government business-related emails to the State Department in December. Clinton said her handlers had sifted through her private email account to find her official emails. She said her personal emails were deleted. A private email server Clinton used to host the email account has also reportedly been wiped clean.

    The rest of Clinton’s emails will be released in increments beginning at the end of the month.

    Sidney Blumenthal, Hillary Clinton’s Confidant, Turns Over Memos on Libya

The committee has asked the State Department and Mrs. Clinton several times in the past year for emails from her and other department officials about “weapons located or found in” Libya and about the decision to open and maintain a diplomatic mission in Benghazi.

    The emails from Mr. Blumenthal have widened a rift between the State Department and the committee. State Department officials said that they had complied only with requests and subpoenas related directly to the attacks because the committee’s demands were too broad. The department has “provided the committee with a subset of documents that matched its request and will continue to work with them going forward,” said a spokesman, Alec Gerlach.

  8. White House ‘deeply troubled’ by Morsi sentencing

    The White House branded Egypt’s sentencing of former president Mohamed Morsi as politically motivated Tuesday, in a sharp rebuke of its uneasy military ally.

    “We are deeply troubled by the politically motivated sentences that have been handed down against former president Morsi and several others by an Egyptian court today,” White House spokesman Josh Earnest said.

    A court earlier upheld the death penalty for Morsi’s role in a jailbreak during the 2011 uprising and sentenced him to life in prison on spying charges.

    “We are concerned that proceedings have been conducted in a way that is not only contrary to universal values but also damaging to stability that all Egyptians deserve.”

  9. Pakistan tribal court fines boy, 10, for ‘affair’ with married woman

    A tribal court in southern Pakistan has convicted a 10-year-old boy of having an affair with a married woman in her late 30s and ordered him to pay a fine of $7,000, police said Tuesday.

    The incident occurred Monday in the remote village of Bakhrani in Sindh province, 510 kilometres (320 miles) north of Karachi.

    “The 10-year-old was caught having an extramarital affair with a lady from another tribe, which created bad blood between the two tribes,” a local police official requesting anonymity told AFP.

    “The incident was later taken to a jirga (tribal court) which ordered the boy’s family to pay a fine of Rs700,000 ($7,000) to the aggrieved side.

    “The boy’s family paid Rs50,000 ($500) up front and undertook to pay off the remaining amount within three months,” he added.

    The chief police officer of the district, Umar Tufail, confirmed the incident but said the tribal court’s decision was illegal and was under investigation.

    “It has came to our knowledge that a jirga was held to solve a dispute regarding an extramarital affair. We are looking into the incident as jirgas are illegal,” he told AFP.

    Under Pakistan’s penal code, an adult male having sex with a female child is considered to have committed statutory rape, but a woman having sex with a boy does not come under the law.

    The woman could however be prosecuted for sexual assault or unnatural sexual acts, lawyer Sundas Hoorain told AFP. Adultery is also a crime but rarely prosecuted.

    Jirgas typically take the form of a council of male elders assigned to resolve disputes.

    They have repeatedly come in for criticism for issuing controversial decisions, including forcibly marrying off young girls to end family feuds.

    In July 2013 Pakistan’s Supreme Court declared the jirgas illegal and asked provincial authorities to clamp down on them.

    But they persist in rural areas as a dispute settlement mechanism for people without the means to use regular courts.

  11. USA – NYC – Feds bust Queens man accused of supporting ISIS and planning to set off bomb in New York

    The feds have disrupted a plot by a Queens man suspected of plotting to construct and detonate a pressure cooker bomb in the New York area on behalf of ISIS, court papers say.

    Munther Omar Saleh, 20, a student at Vaughn College of Aeronautics and Technology in Queens, is a “fervent supporter” of the barbaric terrorist organization that has shocked the world with videotapes of prisoner executions and beheadings, a newly unsealed criminal complaint says.

    Most disturbing, Saleh told a confidential government informant that he was “trying to do an op” in New York, apparently referring to a terrorist attack, according to court papers.

    Saleh’s disturbing tweets mocking the terrorist group Al Qaeda for being too moderate compared to ISIS, caught the attention of authorities earlier this year and in March he was spotted by cops lurking on foot on the New Jersey side of the George Washington Bridge carrying a lantern.

    He was questioned by investigators from the FBI-NYPD Joint Terrorist Task Force and disavowed ISIS, but court-ordered surveillance of his Internet searches revealed a darker side.

    “(On May 7) Saleh emailed himself information from the Internet regarding the construction of a pressure cooker bomb,” the Brooklyn Federal Court complaint states.

    “(On May10) Saleh performed Internet searches for the terms ‘watch,’ ‘casio,’ and ‘vacuum’….these searches reflect Saleh’s efforts to identify and obtain components required to create an explosive device.”

    Saleh also emailed himself information from the Internet about constructing a pressure cooker bomb — the same type of lethal device detonated at the finish line of the 2013 Boston Marathon.

    Saleh was surfing the Web for images of New York landmarks and tourist attractions on May 28, the complaint states. Investigators also followed him into a “spy shop” in Queens where he perused the equipment but did not make a purchase.

    He has been held without bail since June 13 when investigators pulled over his Jeep on the Whitestone Expressway in Queens.

    The complaint also refers to two unidentified co-conspirators of Saleh who were apparently taken into custody, but it is unclear if they are cooperating with the government.

  12. Ramadan 2015: British cleric issues fatwa to reduce UK Muslims’ fasting period during holy month

    A London-based cleric has issued a fatwa to reduce the prolonged fasting period for British Muslims during the holy month of Ramadan.

    Sheikh Dr Usama Hasan of the Quillian Foundation has advocated that devotees in the UK should follow the timings observed in Mecca, where fasting hours last around 12 to 13 hours a day.

    Long daylight hours in summer would mean Muslims get only five to six hours between suhour (the meal before dawn) and iftar (the meal after sunset) in the UK.

    “A number of people have asked me since last year about the excessive length of fasting during UK summer months,” Hasan writes in his fatwa.

    “This has included those new to the practice of fasting, elderly and middle-aged people, who wish to fast but simply cannot manage the very long days. Since last year, I’ve heard reports of such people in hospital, as well as of children falling seriously ill, due to fasting more than 18 hours per day,” he added.

    The Muslim scholar also suggests that believers “follow timings of the lands of revelation, viz. Mecca and Medina (Hijaz) – throughout the year, the dawn-sunset fast here is 12-15 hours. Follow timings of the nearest “moderate land.””

    As the holy month approaches, British Muslims prepare for the four-week-long fasting, which is often considered the hardest due to the 16-19 hours of daylight in summer.

    Muslims in the Arctic Circle were already planning to frame a new set of rules for their Ramadan fasting as the region will have sunshine for 24 hours a day.

    Last year, Sheikh Hassan Halawa, of the European Council for Fatwa, however, opposed cutting short of the fasting period by saying that it is improper for British Muslims to not fast for the long summer times as there are countries where people fast in spite of the intolerable heat.

    Ramadan marks the anniversary of the Quran being revealed to the Prophet Muhammad and the holy month is celebrated by Muslims across the world with much passion.

    During the entire month, Muslims fast and practice self-restraint from sunrise until sunset. They also devote themselves to the study of the Quran and in charity work.
