It is hard to stop people who are willing to lose their lives so they can kill others, it can be done but it requires tactics that will make most civilians sick and give soldiers nightmares for the rest of their lives. It is especially hard when it is women and children who are the suicide bombers, they are the ones that western culture teaches us to protect.
