  1. USA -Maps of Islamic activity, mosques and refugees paint a disturbing picture

    They say a picture is worth a thousand words. If that is so, we could provide three thousand words to go along with the following maps. But we think only one is necessary: disturbing.

    Others may say we are Islamophobic, but it’s difficult not to be a tad bit concerned when Arabic is the fastest growing language in the nation.

    First, here is a map of mosques in America. Note the pink and red states.

    Next, here is a map of refugee arrivals by state for October 2014 to July 2015. These figures only represent refugees brought to each state by resettlement contractors. They do not include ‘secondary migrants’ (refugees resettled elsewhere who decide to move), asylum seekers or successful asylum seekers (called asylees), or the ‘unaccompanied alien children.’

    And finally, here is a compilation of Islamic terror activity by state – based on data only through 2007, so it’s just a snapshot in time.

    “Two shells have struck the Russian embassy compound in the Syrian capital Damascus as hundreds of pro-government supporters rallied outside in support of Russian air strikes.

    No-one was killed but a BBC Arabic correspondent in Damascus says some people were injured.

    The explosions triggered widespread panic and smoke was seen coming from the embassy compound.

    Russian Foreign Minister Sergei Lavrov described it as “a terrorist attack”….”

    “A UK pensioner caught with homemade wine in Saudi Arabia could receive 360 lashes – a punishment his family say would kill him.

    Karl Andree, 74, has already spent more than a year in prison since being arrested by Saudi religious police.

    His daughter Kirsten Piroth told BBC News her father – who has suffered from three types of cancer – “would not survive” the punishment lashes.

    Number 10 said David Cameron is writing to the Saudi government about the case.

    The prime minister’s official spokeswoman said this was a “extremely concerning” case, and the government had already raised the matter with the Saudi government “several times”.

    But she denied there was any connection between Mr Andree’s case and the government’s cancellation of a £5.9m prisons deal with Saudi Arabia…”

      “The UK government has withdrawn from a controversial £5.9m prisons deal with Saudi Arabia, Downing Street has said.

      The PM’s official spokeswoman said it reflected the government’s decision to focus on domestic priorities.

      The Ministry of Justice had established it could withdraw from the bid process with no financial penalties, she said.

      It comes as Britain seeks the release of UK pensioner Karl Andree, who is facing 360 lashes after being caught with homemade wine in Saudi Arabia.

      The 74-year-old, who has lived in the Middle East for 25 years, has already spent more than a year in prison since being arrested by Saudi religious police.

      Downing Street said Prime Minister David Cameron was personally intervening in the “extremely concerning” case of Mr Andree, by writing to the Saudi government.

      But Number 10 stressed this was a separate issue from the prisons deal, which was to provide a “training needs analysis” for Saudi prison service staff.

      Justice Secretary Michael Gove insisted Britain would maintain its relationship with Saudi Arabia.

      Answering an urgent question in the Commons, Mr Gove said: “There is security co-operation between Britain and Saudi Arabia that has, as the prime minister and others have pointed out, saved British lives in the past…”

    “A court in Australia has found a 25-year-old Melbourne resident guilty of trying to travel to Syria to fight with anti-government forces.

    Amin Mohamed, a New Zealand citizen, was convicted of three counts of making preparations to travel to a foreign country to engage in hostile acts.

    It is a crime in Australia to fight for militants on either side of the conflict in the Middle East.
    Mohamed could face up to 10 years in prison for each charge.

    His Australian visa has been cancelled and he will remain in immigration detention until he is sentenced…”

    “Large amounts of telecommunications metadata must now be kept for two years by Australian telecommunications companies, under a new law which came into effect on Tuesday.

    It covers data on who called or texted whom and for how long, as well as location, volume of data exchanged, device information and email IP data.

    It also makes it much easier for authorities to access the records.

    The new law has caused heated debate among Australians.

    Some have said the laws – an expansion of existing rules on what data can be retained – are justified, but others have raised concerns about civil liberties or potential flaws in the scheme…”

  6. Migrant crisis: Germany considers ‘transit zones’ on borders (BBC, Oct 13, 2015)

    “Germany is considering setting up “transit zones” on its borders, where migrants would be kept while their asylum claims are assessed.

    But Chancellor Angela Merkel said the proposal would only work in certain cases, and would “not help for thousands and thousands of refugees”.

    Her Social Democrat (SPD) coalition partners oppose the idea.

    Thousands of protesters in the anti-immigration Pegida movement have staged another big rally in Dresden.

    An estimated 9,000 attended the rally in the eastern German city – the focal point of Pegida’s protests.

    The movement includes many anti-Islam and far-right activists. A co-founder of Pegida, Lutz Bachmann, has been charged with inciting racial hatred, after he labelled asylum seekers as “trash” and “animals” on Facebook.

    Pegida (Patriotic Europeans Against the Islamisation of the West) has staged many rallies in recent months, attracting tens of thousands of people.

    They scorn Ms Merkel’s policy of welcoming refugees fleeing war and persecution.

    Separately, a fireman and an accomplice are under investigation over an arson attack on a migrants’ hostel in Altena, north-western Germany.

    The seven Syrians there were evacuated quickly and nobody was hurt.

    The fireman admitted to police that he had broken into the hostel via the cellar, splashed petrol on roof beams and set fire to it, German media report.

    But the pair – both locals – were released after questioning. State prosecutor Bernd Maas said “the motive was personal conviction, not political” – a finding that angered some politicians. “A far-right mentality consists of more than hatred of foreigners,” he said.

    Dirk Wiese, an SPD politician, called Mr Maas’s opinion “wrong – whoever sets fire to a house where Syrian refugees live is acting out of anti-foreigner motives”.

    Omid Nouripour, a Greens MP, also accused Mr Maas of “playing down such actions”.

    The German government says there have been almost 500 attacks on homes intended for asylum seekers this year – three times more than in 2014.

    Germany expects to host at least 800,000 asylum seekers this year – a four-fold increase on last year’s figure, partly fuelled by the war in Syria.

    But about 40% of asylum claims in Germany come from Balkan migrants – often people fleeing dire poverty in Kosovo or Albania, whose claims are usually rejected.

    Official figures for January-September this year show that 303,443 requested asylum in Germany, and the top three countries of origin were Syria (73,615), Albania (45,125) and Kosovo (34,723).

    To cope with the influx, Ms Merkel’s Christian Democrats (CDU) and their Bavarian CSU allies have called for “transit zones” to be set up on Germany’s borders – along the lines of airport transit zones.

    But SPD politicians have criticised the idea, warning of legal complications. Justice Minister Heiko Maas of the SPD warned against creating “mass camps in no-man’s-land”.

    Ms Merkel said the priority should be to help Turkey to limit the flow of refugees into the EU and to improve its refugee camps.”

      “German politicians are expressing outrage over the case of a fireman who has admitted to setting an asylum shelter ablaze and been allowed to walk free pending charges.

      No one was hurt in the arson attack in the small town of Altena south of Dortmund. Seven Syrians who had arrived the day before, including a pregnant woman, escaped injury after neighbors noticed the blaze and alerted them.

      But some politicians say the case has cast an unfavorable light on how German authorities are responding to a rash of shelter burnings across the country.

      Germany, a favored destination for refugees fleeing war in the Middle East, expects a record 800,000 to a million asylum seekers to arrive in the country this year.

      Many Germans have welcomed the influx, donating clothes, helping at shelters and even opening their homes to refugees.

      But others are dead-set against Chancellor Angela Merkel’s welcoming stance. German federal police have counted 26 arson attacks on refugee shelters in the first nine months of the year. The Amadeu Antonio Foundation, a group that campaigns against right-wing extremism, puts the number at 70.

      Yet only one person, in the northern town of Luebeck, has been convicted of an arson attack on a shelter this year. That person was given two years’ probation…”

    “Kurdish forces have carried out a wave of forced displacement and mass house demolitions – amounting to war crimes – in northern Syria, a rights group says.

    A report by Amnesty International accuses the Popular Protection Units (YPG) of razing entire villages after capturing them from Islamic State (IS).

    This appeared to be in retaliation for residents’ perceived sympathies with or links to the jihadist group, it says.

    The YPG has consistently denied accusations of forced displacements.

    However, the YPG – a key ally of the US-led international coalition against IS – and its political parent the PYD have admitted to some “isolated incidents”.

    Coalition air strikes, as well as air drops of weapons and ammunition, have helped the militia to drive IS out of large parts of northern Syria this year.

    The Amnesty report came as the US said it had dropped more than 45 tonnes of ammunition to rebels in north-western Syria…”

    “Iran’s parliament has approved a deal on its nuclear programme agreed with six world powers, state media say.

    The deal was passed with 161 votes in favour, 59 against and 13 abstentions, the official IRNA news agency said.

    However, parliament insisted that international inspectors would have only limited access to military sites.

    The agreement, struck in July, authorises the lifting of sanctions in return for Iran curbing sensitive nuclear activities.

    Iran insists that its nuclear programme is entirely peaceful…”

    “It’s not often that a bit of facial hair can get you into trouble. But for a group of Swedish men, their beards — and a familiar-looking flag — had them mistaken for an ISIS terror cell.

    The Swedish chapter of Bearded Villains, an international “brotherhood of elite bearded men” was meeting at a ruined castle for a photo shoot featuring the organization’s black-and-white flag when a concerned motorist mistook them for an ISIS cell, according to local media reports and a member’s posts on social media…”

    “… The European Union’s border control agency says 170,000 migrants were detected entering the bloc in September, down from a record high of 190,000 in August.

    The Warsaw-based agency also said Tuesday that the total number of migrants entering the EU from January to September stands at 710,000, with the Greek islands, especially Lesbos, hardest hit by the influx of people. That compares to 282,000 recorded in all of 2014. Frontex said Syrian refugees make up the largest group of people arriving in Europe by that route.

    The organization also noted that the number of migrants arriving in Italy by boat from Libya has fallen due to a shortage of boats in Libya and worsening weather. Frontex said the numbers arriving in Italy fell by half in September to 12,000….”

    “Abu Dhabi’s Etihad Airways, one of the Arab Gulf region’s largest carriers, has signed a $700 million deal with IBM to develop its security, mobile and analytics technology.

    The 10-year service agreement that was signed last month and announced on Tuesday will provide Etihad with a range of IBM services, including a plan for a new cloud data center in Abu Dhabi. Disaster recovery will be managed at an IBM cloud data center in Europe.

    The two companies also announced they are creating a joint technology and innovation council in the United Arab Emirates’ government hub of Abu Dhabi.

    Etihad carried 14.8 million passengers in 2014 and serves 113 passenger and cargo destinations worldwide. Its partner airlines include Alitalia, airberlin, Jet Airways, Air Serbia and Air Seychelles.”

    “All attempts to curb free speech are “an attack on human nature”, British-Indian writer Salman Rushdie said Tuesday at the start of the world’s biggest book fair in Frankfurt.
    “Limiting freedom of expression is not just censorship, it is also an assault on human nature,” Rushdie told a news conference.

    “Expression of speech is fundamental to all human beings. We are language animals, we are story-telling animals,” he said, insisting that free speech was a universal principle.

    “Without that freedom of expression, all other freedoms fail,” he said.

    Rushdie has had an Islamic death sentence hanging over his head for a quarter of a century over his 1989 book “The Satanic Verses”.

    Iran’s then supreme leader Ayatollah Ruhollah Khomeini issued a fatwa saying the author should be killed, forcing Rushdie to go into hiding, with the British government placed him under police protection.

    The decision to invite him to speak at the Frankfurt Book Fair, which opens later on Tuesday, sparked a boycott by Iran of the exhibition….”

    “The Sindh police chief said on Monday that the Islamic State group was active in the province and that the ultra-extremist Middle Eastern group had links with the banned sectarian militant outfit Lashkar-e-Jhangvi (LeJ).

    Briefing a parliamentary panel on Monday, Inspector General of Police Ghulam Hyder Jamali shared details of the arrested suspects and their alleged involvement in terrorism, particularly the Safoora bus attack, which had left more than 40 members of the peaceful Ismaili community dead in Karachi on May 13.

    “They [the suspects] wanted to set up a self-styled caliphate in Pakistan,” Jamali told the Senate Standing Committee on Interior. He said investigations into the Safoora carnage revealed that Abdul Aziz, the kingpin of the group, had escaped to Syria and was involved in almost all the recent terror attacks along with his lieutenant Azhar Minhas.

    “These two most-wanted men are affiliated with the LeJ and are influenced by late Islamic scholar Dr Israr Ahmad’s philosophy of Islamic caliphate.”….”

    “Russia’s air force hit 86 “terrorist” targets in Syria in the past 24 hours, the defence ministry said Tuesday, in the highest one-day tally since it launched its bombing campaign on September 30.

    “In the last 24 hours, Su-34, Su-24M and Su-25SM planes carried out 88 sorties against 86 terrorist infrastructure targets in the provinces of Raqa, Hama, Idlib, Latakia and Aleppo,” the defence ministry said in a statement.

    The ministry said the strikes destroyed a command post outside the town of Anadan, located 16 kilometres (10 miles) northwest of Aleppo, which it said was used by IS fighters to coordinate their movements in the area.

    Other strikes in the IS stronghold of Al-Bab, located in the Aleppo region, saw the destruction of a field command centre and an ammunition depot.

    The Russian air force said it had attacked a convoy transporting fuel and ammunition in the Aleppo region.

    Strikes outside the village of Latamneh in Hama province destroyed an underground ammunition bunker, the defence ministry said.

    The Russian military has claimed fighters are low on ammunition, fuel and materials, and that they had begun abandoning their combat positions….”

    • Syrian rebels pour men and missiles into frontlines (reuters, Oct 13, 2015)

      “Insurgents in Syria are deploying more men and weapons, including significant quantities of anti-tank missiles, to resist ground attacks by the Syrian army and its allies, backed by Russian air strikes, rebels and a monitoring group said on Tuesday.

      With help from Lebanon’s Hezbollah and Iranian soldiers, Syria is trying to drive insurgents from western areas that are crucial to President Bashar al-Assad’s survival, and has recaptured a number of towns in the provinces of Hama and Latakia.

      The Syrian Observatory for Human Rights, a British-based group tracking the war, said a battle continued for control of the town of Kafr Nabuda in Hama province, which the army said it captured on Monday. At least 25 fighters on the government’s side were killed, it said.

      The Observatory’s director Rami Abdulrahman identified most of the reinforcing fighters as members of jihadist groups.

      “The (rebel) reinforcements stopped the regime from taking Kfar Nabuda,” he said.

      A number of rebel groups backed by Assad’s foreign enemies and operating under the banner of the “Free Syrian Army” have deployed anti-tank missiles along a frontline stretching from Kafr Nabuda to the town of Maan some 30 km (20 miles) to the east, said Fares al-Bayoush, a former Syrian army colonel who heads the Fursan al-Haq group.

      The aim is to stop government forces advancing north from Morek to rebel-held Khan Shaykhoun, both towns on a north-south highway linking the city of Hama to Aleppo and Idlib.

      The rebels have been using guided anti-tank, or TOW, missiles to hit tanks and other army vehicles. “We have an excellent supply of missiles,” Bayoush said…”

  15. Turkey warns U.S., Russia against backing Kurdish militia in Syria (reuters, Oct 13, 2015)

    “Turkey has warned the United States and Russia it will not tolerate Kurdish territorial gains by Kurdish militia close to its frontiers in north-western Syria, two senior officials said.

    “This is clear cut for us and there is no joking about it,” one official said of the possibility of Syrian Kurdish militia crossing the Euphrates to extend control along Turkish borders from Iraq’s Kurdistan region towards the Mediterranean coast.

    Turkey fears advances by Kurdish YPG militia, backed by its PYD political wing, on the Syrian side of its 900 km (560-mile) border will fuel separatist ambitions among Kurds in its own southeastern territories. But Washington has supported YPG fighters as an effective force in combating Islamic State.

    “The PYD has been getting closer with both the United States and Russia of late. We view the PYD as a terrorist group and we want all countries to consider the consequences of their cooperation,” one of the Turkish officials said.

    Turkey suspects Russia, which launched air strikes in Syria two weeks ago, has also been lending support to the YPG and PYD.

    “With support from Russia, the PYD is trying to capture land between Jarablus and Azaz, going west of the Euphrates. We will never accept this,” the official said.

    He said Turkey had raised its concerns at high level meetings with the U.S., European Union and Russia.

    The officials did not say what action, if any, Turkey might take if YPG forces crossed the Euphrates. Ankara has carried out air strikes against Turkish Kurdistan Workers Party (PKK) rebels based in the mountains of northern Iraq; but attacks on Kurds in Syria would be far riskier, bringing Ankara into possible conflict both with U.S. and Russian air forces.

    The YPG said on Monday it had joined forces with Arab rebels and that their new alliance has been promised fresh weapon supplies by the United States for an assault on Islamic State forces in what is effectively their capital, Raqqa.

    Turkey has accused the Kurdish militia of pursuing “demographic change” in northern Syria by forcibly displacing Turkmen and Arab communities. Ankara fears ultimately the creation of an independent Kurdish state occupying contiguous territories currently belonging to Iraq, Syria and Turkey.

    Amnesty International on Tuesday accused the YPG, which has seized swathes of northern Syria from Islamic State this year, of committing war crimes by driving out thousands of non-Kurdish civilians and destroying their homes.

    The Kurds, who have emerged as the U.S.-led coalition’s most capable partner in Syria against Islamic State on the ground, deny such accusations. They say those who left areas they seized did so to escape fighting and are welcome to return.

    Over 40,000 people have been killed in a Kurdish insurgency in Turkey since 1984. The collapse of a ceasefire in July has brought a sharp increase in conflict between security forces and Kurdistan Workers Party (PKK) fighters.”

    “The Taliban said they were pulling back in the northern city of Kunduz on Tuesday in order to protect civilians but fighting continued elsewhere in the country with government troops battling to reopen the main highway south of the capital Kabul.

    The Taliban have mounted a wave of attacks in the capital Kabul and beyond since the withdrawal of most foreign troops last year, culminating in the seizure of Kunduz in a carefully orchestrated offensive at the end of last month.

    Though the Taliban only controlled the city for three days, fighting between the militants and Afghan security forces continued for two weeks, driving tens of thousands of residents to seek safety in neighboring provinces.

    As government forces have slowly regained control in Kunduz, fighting has flared in Ghazni, a provincial city that lies south of Kabul on Highway One, the main link between the capital and the major southern city of Kandahar…”

    “The number of ‘hate crimes’ reported to police has jumped by nearly a fifth, shock figures revealed this morning.

    Overall, there were 52,528 such offences recorded by forces in England and Wales in 2014/15 – an jump of 18 per cent compared to the previous year, the Home Office said.

    More than eight out of 10 of the attacks were classed as race hate crimes, with the other offences targeting people for their religion, disability, sexual orientation or because they were transgender.

    David Cameron this morning hit out at the ‘unacceptable’ rise in hate crime and promised to ‘end’ discrimination.

    Despite the shock rise in hate attacks, the actual scale of abuse is likely to be higher than the number drawn from police records.

    Officials calculated that, based on combined data from the Crime Survey for England and Wales between 2012/13 to 2014/15, there were an estimated 222,000 hate crimes on average per year.

    The latest figures follow a trend seen in 2013/14, when offences involving religious hatred soared by 45 per cent and race hate crime by 4 per cent in the wake of the murder of soldier Lee Rigby.

    A report published alongside the new data this morning pointed to improved recording of crime over the last year, particularly for offences involving violence.

    It added: ‘Together with a greater awareness of hate crime, and improved willingness of victims to come forward, this is likely to be a factor in the increase in hate crimes recorded by the police in 2014/15 compared with the previous year.’

    Mr Cameron has also announced anti-Muslim hate crimes are to be recorded as a separate category for the first time.

    This morning’s hate crime figures contrast sharply with the Prime Minister’s party conference pledge last week to create ‘the proudest multi-racial democracy on earth’.

    Challenging his party head on, Mr Cameron called for an end to discrimination based on gender, race and religion…”

    Longford in West London is fast becoming a ‘transit camp’ for migrants from Calais – with dozens arriving on coaches every day and being transferred to houses, according to locals.

    The migrants are temporarily living in homes bought by hotel owners, after property prices fell over concerns that the village could be demolished for London Heathrow Airport’s third runway.

    The properties are being rented out to the Home Office for asylum seekers, with rooms available for £30 per person – or less if sharing, according to an investigation by BBC Inside Out London.

    Ray, 85, who lost his wife four years ago and has lived in the village for 50 years, said: ‘I’ve got them either side of me. So they meet and they have conversations in the middle of my front garden.’

    He added: ‘We don’t know where they’ve come from, we don’t what they are, and we’re living next door to them – albeit they might be very nice people.’

    The village – where homes face demolition if a third runway is built for the world’s second busiest airport – dates back to the 14th century and features several listed buildings.

    Migrants arriving there are said to have come from countries including Iran, Eritrea and Syria – with many having passed through the ‘Jungle’ in Calais, where about 4,000 people camp…”

    Turkey has warned the United States and Russia it will not tolerate Kurdish territorial gains by Kurdish militia close to its frontiers in north-western Syria, two senior officials said.

    “This is clear cut for us and there is no joking about it,” one official said of the possibility of Syrian Kurdish militia crossing the Euphrates to extend control along Turkish borders from Iraq’s Kurdistan region towards the Mediterranean coast.

    Turkey fears advances by Kurdish YPG militia, backed by its PYD political wing, on the Syrian side of its 900 km (560-mile) border will fuel separatist ambitions among Kurds in its own southeastern territories. But Washington has supported YPG fighters as an effective force in combating Islamic State.

    “The PYD has been getting closer with both the United States and Russia of late. We view the PYD as a terrorist group and we want all countries to consider the consequences of their cooperation,” one of the Turkish officials said.

    Turkey suspects Russia, which launched air strikes in Syria two weeks ago, has also been lending support to the YPG and PYD.

    “With support from Russia, the PYD is trying to capture land between Jarablus and Azaz, going west of the Euphrates. We will never accept this,” the official said.

    He said Turkey had raised its concerns at high level meetings with the U.S., European Union and Russia.

    IRAQI STRIKES

    The officials did not say what action, if any, Turkey might take if YPG forces crossed the Euphrates. Ankara has carried out air strikes against Turkish Kurdistan Workers Party (PKK) rebels based in the mountains of northern Iraq; but attacks on Kurds in Syria would be far riskier, bringing Ankara into possible conflict both with U.S. and Russian air forces.

    The YPG said on Monday it had joined forces with Arab rebels and that their new alliance has been promised fresh weapon supplies by the United States for an assault on Islamic State forces in what is effectively their capital, Raqqa.

    Turkey has accused the Kurdish militia of pursuing “demographic change” in northern Syria by forcibly displacing Turkmen and Arab communities. Ankara fears ultimately the creation of an independent Kurdish state occupying contiguous territories currently belonging to Iraq, Syria and Turkey.

    Amnesty International on Tuesday accused the YPG, which has seized swathes of northern Syria from Islamic State this year, of committing war crimes by driving out thousands of non-Kurdish civilians and destroying their homes.

    The Kurds, who have emerged as the U.S.-led coalition’s most capable partner in Syria against Islamic State on the ground, deny such accusations. They say those who left areas they seized did so to escape fighting and are welcome to return.

    Over 40,000 people have been killed in a Kurdish insurgency in Turkey since 1984. The collapse of a ceasefire in July has brought a sharp increase in conflict between security forces and Kurdistan Workers Party (PKK) fighters.

    A loosely-coordinated group of Syrian rebel factions earmarked by U.S. officials as a proxy army to partner with in northern Syria lacks coherence and reliability, warn analysts and rival rebel commanders.

    Renamed the Syrian Arab Coalition last week by U.S. military commanders, the group would serve as an alternative to a ground force the Obama administration had hoped to recruit from scratch, train and equip.

    The loose coalition of Sunni Arab factions, who have been collaborating with Syrian Kurdish fighters along the border with Turkey, may be provided with arms in a U.S. plan that would have them support re-equipped Kurds in a major offensive on Raqqa, the de facto capital of the Islamic State terror group.[…]

  23. France signs deals worth $10 bn with Saudi Arabia

    France on Tuesday announced a series of deals worth 10 billion euros ($11.4 billion) with Saudi Arabia, reinforcing growing ties between the two countries.

    Prime Minister Manuel Valls announced the deals, some still to be finalised, on Twitter during a visit to Riyadh.

    He said they showed that his government was “mobilised for our companies and employment”.

    The agreements include contracts and letters of intent between the two countries, whose economic and political ties have grown under President Francois Hollande.

    One agreement was a Saudi order for 30 patrol boats, while another will create a Saudi fund for investment in small- and medium-sized French businesses.

    The lifting of an embargo on French beef, imposed over “mad cow” disease, will allow 37 French firms to resume exports to the Gulf kingdom, Valls’ office said.

    Other deals under discussion could cover telecommunications and surveillance satellites, urban transport and energy.

    France is the third-largest investor in Saudi Arabia, and Valls said he expects additional deals to be finalised.

    “We don’t doubt for one instance that these letters of intent will be confirmed,” said Valls.

    The announcements came during the third high-level visit this year by French officials to the world’s largest oil exporter.

    France has boosted ties with the conservative Islamic kingdom — the Arab world’s largest economy — despite persistent criticism from rights activists of its record on civil liberties.

    For Saudi Arabia, expanding ties with France are part of an effort to build alliances beyond its traditional defence partner the United States, to counter Riyadh’s regional rival Iran.

    Valls late on Monday opened a forum to promote commercial ties between French and Saudi firms.

    He is on a regional tour which has already taken him to Jordan and Egypt, along with Defence Minister Jean-Yves Le Drian.

    Foreign Minister Laurent Fabius is also in Riyadh.

    – Regional weapons deals –

    Hollande visited in January to pay his respects after king Abdullah died, and in May returned to become the first Western leader to attend a Gulf Cooperation Council summit.

    The order for patrol boats is the latest in a series of weapons deals Paris has made in the region this year.

    On Saturday, Egypt signed a deal with France to buy two Mistral warships originally ordered by Russia.

    According to French government sources, Egypt will pay 950 million euros, with “significant” financing from Saudi Arabia.

    France this year also sold 24 Rafale warplanes to Egypt and Qatar.

    In Cairo, Valls highlighted joint efforts against extremism, saying: “We all have a common enemy — Daesh.”

    He was using an Arabic acronym for the jihadist Islamic State group which has seized territory in Syria and Iraq, where it has carried out widespread atrocities, and inspired attacks elsewhere.

    Both France and Saudi belong to the US-led coalition that has bombed IS which has also claimed responsiblity for attacks in the kingdom this year.

    Riyadh and its Sunni-dominated neighbours accuse their Shiite regional rival Iran of meddling in Iraq, Syria, Lebanon and Yemen.

    Since March, Riyadh has led an Arab coalition backing local Yemeni forces, first with air strikes and now also with ground troops, against Iran-supported Huthi rebels who had seized much of Yemen.

    Human rights watchdogs have repeatedly criticised the coalition’s aerial bombardment of Yemen, saying they had hit with no military targets.

    French aid agency Action Against Hunger (ACF) on Monday said Valls’s visit seemed to favour negotiating contracts, notably military ones “with a powerful economic ally”, instead of looking for diplomatic solutions to the war in Yemen where civilians are suffering.

    The French delegation was discreet on the subject of human rights, but Valls told reporters he had “called for clemency” for Ali al-Nimr, a member of the minority Shiite community facing the death penalty.

    Nimr was just 17 when arrested in February 2012 after taking part in pro-reform protests, and his case has raised international concerns.

    Islamic State called on Muslims to launch a “holy war” against Russians and Americans over what it called their “crusaders’ war” in the Middle East, an audio message distributed by supporters of the ultra hardline group said on Tuesday.

    “Islamic youth everywhere, ignite jihad against the Russians and the Americans in their crusaders’ war against Muslims,” the speech by Islamic State spokesman Abu Mohammad al-Adnani said.

    The United States and Russia are carrying separate airstrike campaigns in Syria, which they say are targeting Islamic State.

    Washington says Moscow’s campaign has mainly targeted other insurgent groups including those that have fought Islamic State, a charge Russia denies.

    The United States is also carrying out airstrikes in Iraq, where Russia has also become separately involved. A senior Iraqi parliamentarian said on Tuesday that Russian officials were part of a new Iraq-based intelligence center with staff from Iran and Syria.

    The audio message also confirmed the death of Abu Mutaz Qurashi, which the SITE monitoring service said was a reference to a senior Islamic State official killed in an airstrike in Iraq in August and referred to then as Fadhil Ahmad al-Hayali.

    The White House said at the time that a U.S. air strike in Iraq had killed Hayali, whom it described as the second-in-command of the group which has seized swathes of territory in Syria and Iraq.

    The audio made no specific mention of Islamic State leader Abu Bakr al-Baghdadi, whose health and whereabouts became a subject of speculation earlier this week when an Islamic State convoy was hit in Iraq.

    Eight senior figures from Islamic State were killed in the Iraqi air strike while meeting in an Iraqi town on Sunday, but Baghdadi did not appear to be among them, residents of the town and hospital sources said.

    The head of al-Qaeda’s Syrian affiliate has called on jihadists in the Caucasus to attack Russian civilians and soldiers in retaliation for Moscow’s air strikes in Syria.

    Abu Mohammad al-Jolani, head of Jabhat al-Nusra, launched a broadside attack on Russia’s entry into the Syrian war, offering a bounty of £2.2 million for the head of Bashar al-Assad, Syrian president.

    “Indeed, the war in [Syria] will make Russia forget the horrors it faced in Afghanistan,” promised Jolani in a 21-minute video widely disseminated on social media on Monday.

    “The battle today has entered a new phase and it is in its last phase Allah-willing, and it obligates everyone to prepare for it.

    He also called for more attacks on the “sensitive areas of the regime”.

    “The battle must be escalated and the Nusayri villages in Latakia targeted,” said Jolani, using the derogatory term used by hardline Sunni Islamists to refer to Alawites, members of a heterodox sect that came from the mountains of Latakia, the ancestral home of the Assad family.

    Last March, a loose coalition of Islamist rebels called the Army of Conquest swept through Idlib province in an advance that put Alawite villages and cities within mortar and rocket range.

    Jolani also offered the bounty to “whoever kills Bashar al-Assad and ends his story, even if he is of his own people and family”.

    “He can consider himself safe, him and his family, we’ll deliver him wherever he want.”

    He made a similar offer for the assassination of Hassan Nasrallah, head of the Lebanese Shia group Hizbollah, a staunch Assad ally.

    Jolani also dismissed the effectiveness of the Russian air strikes, saying they were “no different from the air strikes of the regime in the past, neither in terms of the indiscriminate nature of the targets nor the accuracy of the hits”.

    Nevertheless, he exhorted the “heroic Mujahideen” in the Caucuses to undertake attacks on Russian soldiers so as to ease the pressure on rebel fighters in Syria.

    “If the Russian army kills the people of Syria, then kill their people. And if they kill our soldiers, then kill their soldiers. An eye for an eye,” Jolani said in the recording.

    Last September, Russian air force units recently stationed in Syria began conducting dozens of strikes in the country against what were claimed to be “terrorists” of the Islamic State of Iraq the Levant.

    Jerusalem (AFP) – Prime Minister Benjamin Netanyahu vowed Monday that Israel would not bow to “knife terror” while four stabbings in Jerusalem gave no sign of Palestinian unrest slowing.

    Frustrated Palestinian youths have defied president Mahmud Abbas as well as an Israeli crackdown by staging violent protests in annexed east Jerusalem and the occupied West Bank, while 18 stabbings have targeted Jews since October 3.

    There have been warnings of the risk of a full-blown uprising, or Palestinian intifada.

    The stabbings have killed two Israelis and wounded about 20, including a 13-year-old critically injured on Monday.

    WASHINGTON (Reuters) – A missile test announced by Iran over the weekend was an apparent violation of a U.N. Security Council resolution and Washington will raise the incident at the United Nations, the U.S. State Department said on Tuesday.

    Iran said it tested a new precision-guided ballistic missile on Sunday, signaling an apparent advance in Iranian attempts to improve the accuracy of its missile arsenal.

    “We’ll obviously raise this at the UNSC as we have done in previous launches,” State Department spokesman Mark Toner told reporters, noting the test appeared to be a violation of U.N. Security resolution 1929.

    He and White House spokesman Josh Earnest both said the issue was separate from a deal Iran struck in July with six world powers, which seeks to curb Tehran’s atomic program in return for having sanctions against it eased.

    BRUSSELS (Reuters) – European Council President Donald Tusk warned Turkey on Tuesday that it will only win concessions from the EU, such as easier travel visas, if it successfully reduces the flow of refugees reaching Europe.

    In a letter to EU leaders setting the agenda for a summit he will chair in Brussels on Thursday, Tusk noted the start this month of negotiations on the migrant crisis with Turkey, which EU officials say wants more visa waivers, more EU funding and progress on its longstanding application to join the bloc.

    “An agreement with Turkey makes sense if it effectively reduces the inflow of refugees,” Tusk wrote on the eve of a visit by senior European Commission officials to Ankara. “Concessions will only be justified when this goal is achieved.”

    Tusk, a conservative former prime minister of Poland, is trying to steer the divided 28-nation Council toward consensus on proposals put forward by the executive Commission. He visited Turkey last month and hosted Turkish President Tayyip Erdogan on a visit to Brussels last week during which the Commission set out various ways in which Ankara could help control migration.

    Many readers are no doubt aware of reports about the extensive teaching of Islam to middle schoolers in Walton County, Georgia.

    The curriculum of Youth Middle School there is heavily slanted toward the teaching of Islam — which is one problem.

    “We are seeing one page, five statements of Christian faith and 5 or 10 pages of Islamic faith, so there is no accountability to make sure it is equal,” said [parent Ryan] Breece.

    Another is a problem that has recurred elsewhere, of students being required to write out (or recite) the shahada, or statement of Islamic faith.
