How can you not call this an act of war?

Eeyore there are several reasons, 1) they know the computers were in China but they don’t know for sure the hackers were 2) they don’t want to face the fact that we are at war, just as they don’t want to face the fact the Moslems are out to conquer the world. 3) they are afraid to call it an act of war since they know other computers are open to the hackers.
I suspect it is reason two, just like the Clintons and Obama and company refuse to call terror attacks acts of war.
